Evaluation of progressive muscle relaxation (PMR) intervention testing is deemed necessary for air traffic controllers as their role in controlling aircraft airways requires high focus with stable physical and mental conditions. This study aimed to analyze the effectiveness of progressive muscle relaxation in improving health status, quality of life, and reducing psychological fatigue in air traffic controllers. A quasi-experimental pre-test post-test control group design was employed, involving 184 participants separated into intervention and control groups. The results showed that there was a significant difference in the pulse rate, oxygen level, specific diastolic blood pressure, depression, anxiety, quality of life domains 1 and 2, as well as feelings of fatigue before and after progressive muscle relaxation was implemented with p<0.05 but not in control group at the end of the observation. The Mann-Whitney U-Test results indicated that anxiety and pulse rate are variables reduced significantly in the two groups. It can be concluded that the implementation of PMR is effective to improve the health status, quality of life, and reduce psychological fatigue among controller in Indonesia.

 You are an Air Traffic Controller over an airport with four run- ways and 8 entry/exit fixes. 26 planes will enter your airspace. Some will want to takeoff, some land and others will just be traveling through. Your job is to get them safely to their destinations. The difficulty factor determines how often planes will enter your airspace. At Level 1 it will take 50 minutes for all 26 planes to travel through. While at Level 5 all those planes will travel through in only 5 minutes.

Sector complexity describes a set of factors presumed to affect the difficulty experienced by a controller when controlling traffic. Sector complexity was measured in two ways. The first measure of complexity was a subjective rating made by supervisors and controllers to describe the complexity associated with specific traffic samples. The second was a composite variable that included measures reflecting several of the complexity variables found in the literature. Taskload was defined as controller activity and was measured by counting the number of data entries made by a controller during a traffic sample. The results appear to suggest that our hypothesis, that sector activity predicted controller taskload better than sector complexity, was incorrect. However, interpretation of these results depended on consideration of what each of the variables measured. The Complexity Rating predicted controller activity better than the number of aircraft alone, but the Complexity Value (based on a set of variables identified through previous research) did not contribute at all to that prediction. Additional analyses suggested that the Complexity Rating measured something very different than the Complexity Value. The increased speed of aircraft and a greater density of air traffic are overtaxing air traffic controllers. Automation of some portions of the controller's information and the use of colour to highlight dangerous situations will make the controller's work easier and possibly more accurate. One of the major aims of the study is to show that the use of a different colours to indicate varying distances between aircraft is a definite improvement over a monochrome display. The other major aim is to study the advantages and disadvantages of vector display and raster display technologies when applied to the air traffic controller scenario. A new set of graphics display routines was developed to be used for the simulation. Much consideration was given to the best methods to optimize the display routines, with attention given to real-time constraints. An experiment was conducted to compare situational awareness and control ability between two test conditions. One condition allowed for the active organization of aircraft information (allowed note-writing on flight strips containing directional arrows). The other did not (note-writing not allowed, no arrows on strips). Such flight strip management activities have been cited as critical for the formation and maintenance of the controllers' picture. Participants were eight air traffic controllers with at least four years of on- the-job experience. They were tested using TRACON II, an air traffic control (ATC) simulator for the personal computer (pc) which requires keyboard-entered, rather than verbally-issued commands. Situational awareness was evaluated during intervals in which each of the test scenarios was paused and the display was blocked from view. Participants indicated the locations of all active aircraft on a paper map and reported the last command issued to each. Control performance was evaluated using a variation of the TRACON-provided scoring system. Situational awareness and control performance did not differ as a function of test condition. However, situational awareness was found to differ as a function of reported level of video-game experience. The implications of these results for systems requiring such interaction are discussed. This project expanded and evaluated the performance evaluation method developed by Sollenberger, Stein, and Gromelski (1997), a Terminal Radar Approach Control rating form and training package designed to better assess air traffic controller performance. The form is a research-oriented testing and assessment tool designed to measure the efficacy of new air traffic control (ATC) systems, system enhancements, and operational procedures in simulation research. The rating form used in the present study focused on observable behaviors that supervisory air traffic control specialists (SATCSs) use to make behaviorally based ratings of en route controller performance. Researchers also investigated the relationship between performance ratings and personality traits from the Sixteen Personality Factor personality inventory.

Over the past decade, the U.S. military has conducted several studies to evaluate determinants of enlisted air traffic controller (ATC) performance. Research has focused on validation of the Armed Services Vocational Aptitude Battery (ASVAB) and has shown it to be a good predictor of training performance. Despite these efforts, enlisted ATC training and post-training attrition is higher than desirable, prompting interest in alternate selection methods to augment current procedures. The current study examined the utility of the FAA Air Traffic Selection and Training (AT-SAT) battery for incrementing the predictiveness of the ASVAB versus several enlisted ATC training criteria. Subjects were 448 USAF enlisted ATC students who were administered the ASVAB and FAA AT-SAT subtests and subsequently graduated or were eliminated from apprentice-level training. Training criteria were a dichotomous graduation/elimination training score, average ATC fundamentals course score, and FAA certified tower operator test score. Results confirmed the predictive validity of the ASVAB and showed that one of the AT-SAT subtests resembling a low-fidelity ATC work sample significantly improved prediction of training performance beyond the ASVAB alone. The results suggest that training attrition could be reduced by raising the current ASVAB minimum qualifying score. However, this approach may make it difficult to identify sufficient numbers of trainees and lead to adverse impact. Although the AT-SAT ATC work sample subtest showed incremental validity to the ASVAB, its length (95 minutes) may be problematic in operational testing. Recommendations are made for additional studies to address issues affecting operational implementation.

A human-in-the-loop experiment was conducted with 15 retired air traffic controllers to investigate two research questions: (a) what procedures are appropriate for the use of unmanned aircraft system (UAS) detect-and-avoid systems, and (b) how long in advance of a predicted close encounter should pilots request or execute a separation maneuver. The controller participants managed a busy Oakland air route traffic control sector with mixed commercial/general aviation and manned/UAS traffic, providing separation services, miles-in-trail restrictions and issuing traffic advisories. Controllers filled out post-scenario and post-simulation questionnaires, and metrics were collected on the acceptability of procedural options and temporal thresholds. The states of aircraft were also recorded when controllers issued traffic advisories. Subjective feedback indicated a strong preference for pilots to request maneuvers to remain well clear from intruder aircraft rather than deviate from their IFR clearance. Controllers also reported that maneuvering at 120 seconds until closest point of approach (CPA) was too early; maneuvers executed with less than 90 seconds until CPA were more acceptable. The magnitudes of the requested maneuvers were frequently judged to be too large, indicating a possible discrepancy between the quantitative UAS well clear standard and the one employed subjectively by manned pilots. The ranges between pairs of aircraft and the times to CPA at which traffic advisories were issued were used to construct empirical probability distributions of those metrics. Given these distributions, we propose that UAS pilots wait until an intruder aircraft is approximately 80 seconds to CPA or 6 nmi away before requesting a maneuver, and maneuver immediately if the intruder is within 60 seconds and 4 nmi. These thresholds should make the use of UAS detect and avoid systems compatible with current airspace procedures and controller expectations.

This document details the results of the second Mini Study of the Federal Aviation Administration (FAA) Technical Center investigation and development of initial terminal air traffic control (ATC) services for transmission using Data Link technology. Initial Data Link services were evaluated under part task simulation conditions in order to identify service delivery methods which optimize controller acceptance, performance, workload, and to study the effects of various potential Data Link message response delays.

The evaluation of air traffic controller performance is a complex process. While there are standard forms in field use, there is currently no comprehensive system for reliable observer evaluation. This research involves the development of a new form along with a training package for use in research and possibly operational testing. The form consists of 24 rating scales. These scales focus on observable actions that trained air traffic control specialists could identify to make behaviorally based ratings. The study evaluates the reliability of the rating form by determining the consistency of ratings obtained from six observers who viewed videotapes of a previously recorded simulation study. These observers were supervisors and training staff specialists from Terminal Radar Approach Control facilities nationwide. Prior to making formal ratings, the observers participated in a training program designed to help them become proficient in observational rating. During the evaluation phase of the study, the observers viewed 20 one hour videotapes of controllers working different traffic scenarios. The results indicated that most of the rating scales had reasonable inter-rater reliabilities ranging from r=.7 to r=.9. The study also identified the performance areas that were more difficult for observers to evaluate consistently, possibly due to misunderstanding rating criteria or overlooking critical controller actions.

This report provides a review of research on air traffic controller selection in the United States, Germany, the United Kingdom, and Sweden. The development and validation of the multiple hurdle selection system used by the US Federal Aviation Administration (FAA) from 1976 through 1992 is described first. The computer-administered test battery that supplanted the second-stage screening conducted at the FAA Academy is discussed next. Work by Eissfeldt for the German Air Navigation Services at the Aerospace Research Establishment (DLR) in Hamburg is reviewed. Job analysis, test battery development, and validation research for the controller occupation in the United Kingdom is presented next, followed by a description of the Swedish "MRU Project" on controller selection. The report closes with a discussion of issues surrounding controller job performance measurement. The advantages and disadvantages of historical criteria, such as training records, are reviewed. Alternative approaches to job performance measurement, such as simulations and operational data replay and analysis, are then described. The report closes with suggestions for future directions in controller selection research.

NASA developed the traffic aware strategic aircrew requests concept for a cockpit automation that identifies route improvements and advises the aircrew to request the change from the air traffic controller. In order to increase the chance of air traffic control approval, the automation ensures that the route is clear of known traffic, weather, and airspace restrictions. Hence the technology is anticipated to provide benefits in areas such as flight efficiency, flight schedule compliance, passenger comfort, and pilot and controller workload. In support of a field trial of a prototype of the technology, observations were conducted at the Atlanta and Jacksonville air traffic control centers to identify the main factors that affect the acceptability of aircrew requests by air traffic controllers. Observers shadowed air traffic controllers as the test flight pilot made pre-scripted requests to invoke acceptability issues and then they interviewed voluntarily fifty controllers with experience ranging from one to thirty-five years. The most common reason for rejecting requests is conflicting with traffic followed by violating air traffic procedures, increasing sector workload, and conflicting with major arrival and departure flows and flow restrictions. Quantitative parameters such as the distance that a route should maintain from sector boundaries and special use airspace were identified and recommended for inclusion in the automation.

The article discusses the importance of building the logical activity of the air traffic service controller, consisting of a set of actions and operational units of information, to reduce the negative impact of errors on their activities. This project focused on the design, development, and implementation of a centralized electronic database for air-traffic-controller (ATC) training within the Marine Corps. The Marine Corps currently has individual electronic training database-management systems at the unit level. The existing training database-management systems are client based, unstandardized, and have significant data-entry redundancy. We developed a centralized system that is scalable and capable of supporting detailed training statistics. We identified several critical features required for successful implementation and developed a system capable of importing and processing existing training data. We analyzed an existing training database-management system used at the unit level and developed methods for accurately exporting the existing system's stored generic data. We processed the raw data and properly migrated the data to a prototype database-management system, which involved processing for proper data integrity, database normalization, and enforcing unique record-identifier usage. We developed a front-end graphical user interface to interact with the developed system and the stored training data. Future system improvements include migration to a military network, adaptation by additional units, and full integration with the Navy's Visual Information Display System.

This longitudinal study of 2,352 air traffic control specialist recruits (1,858 En Route and 494 Terminal) who entered the FAA Academy basic training phase in 1969 examined the validity of educational level, recency of education, and major areas of college study for the prediction of success in air traffic control (ATC) training. All educational variables, both before and after consideration of age effects and pre-FAA experience, were found to be negligibly and/or inversely related to ATC success. College majors listed by 925 of the 1,265 recruits who attended college revealed little potential for prediction of ATC success; even those 53 recruits whose majors were judged to be aviation related had a retention rate of only 56.6 percent compared to the 56.7 percent retention rate of all recruits indicating college work. None of the education variables had a significant interaction effect on the validities of other selection factors. Moreover, all types of aviation-related experience except ATC were found to be unreliable for prediction of training outcomes.

The Federal Aviation Administration is engaged in an on-going research effort designed to help air traffic controllers reduce the frequency of operational errors. This literature search and review was a first step in the study of controller scanning for information. Results indicate that the study of eye movement is a very complex process even given the current technology available. Another finding is that there has been very little accomplished in the study of air traffic controllers scanning and eye movements. The field is wide open and the potential benefits are large. During an aircraft surge recovery exercise, stress survey instruments were administered to 25 USAF air traffic controllers. The survey instruments consisted of sleep reports, fatigue and workload scores, and the State-Trait Personality Inventory (STPI). The STPI yields scores to measure anxiety, curiosity, and anger. Data were collected for a 4-day period during the exercise, with a maximum of 22 controllers participating on any single day. The data were collected to provide a baseline for comparison with future studies involving chemical warfare defense equipment. Although the controllers averaged more than 7 hours sleep per night during the exercise period, 70% felt they could have used more sleep. The average subjective fatigue level never suggested more than moderate fatigue. The average perceived workload corresponded to a challenging but manageable level. Average State scores for anxiety, curiosity, and anger were generally low; average Trait scores for these same emotions were below scores reported for Navy recruits and college freshmen. During the course of the exercise, significant differences were found in State anxiety scores, as the novel situation (the exercise) became a familiar routine. The major conclusion is that the surge recovery exercise, in comparison to normal duty conditions, had minimal effect on all measures for this group of controllers.

Air traffic controllers scan multiple displays to gather information necessary to make critical decisions in order to separate aircraft flying in the National Airspace System (NAS). When controllers make an error, they often respond that they did not see a piece of information that was right in front of them. Little is known about how controllers systematically scan their displays. This study was undertaken to determine whether there were patterns of scanning that characterized personnel with different levels of skill. Ten FAA controllers from a very active Terminal Radar Approach Control Facility (TRACON) participated in this study in which they controlled simulated radar traffic while their eye movements were monitored with an oculometer. This device allowed the computation of fixation frequencies and saccade duration during dynamic operations. Results indicated that the more experienced personnel had higher fixation frequencies than those who were in training. There were also significant changes in scanning behavior over time that the controllers worked. This occurred irrespective of experience and indicated that it takes between 5 and 10 minutes for the controller to establish a pattern which continues for the remainder of the work period. This suggests the importance of systematic relief period as personnel come on to control position.

In the summer of 1997, the Air Traffic Selection and Training (AT-SAT) High Fidelity Simulation Study was conducted at the FAA Academy in Oklahoma City, OK. The purpose of the study was to test the performance of 107 operational en route controllers during 2 1/2 days of simulations. The performance of these controllers during the high- fidelity simulations was compared with their performance on two medium-fidelity performance measures to assess the construct validity of the latter measures to serve as criteria against which to validate a set of selection tests. The reports included in this document describe the high-fidelity simulation exercise, the development of performance measures utilized during the exercise, and the interrelationships between the performance measures. The first report describes the development of a work sample approach to capturing air traffic controller performance, and establishes that high fidelity performance measures can adequately reflect the performance of the controller. The work sample was developed in an environment that simulated as nearly as possible the actual conditions existing in the controller's job, but was conducted in a generic airspace. Scenario development included the most important tasks from the task-based job analysis developed for the AT-SAT project. Sufficient time was provided for participating controllers to learn the airspace and procedures and demonstrate their knowledge through 1) a multiple choice test of airspace% knowledge and 2) running 8 practice scenarios. Performance was measured by 1) an over-the-shoulder (OTS) rating scale, 2) counts of mistakes, 3) counts of actions that would be required to move aircraft from the sector at the end of the scenario, and 4) statistics derived from aircraft positions and controller/pilot data entries recorded for the simulation. The second report used measures collected during the high-fidelity simulation study to predict the overall OTS performance rating.

This document details the results of the second Mini Study of the Federal Aviation Administration (FAA) Technical Center investigation and development of initial terminal air traffic control (ATC) services for transmission using Data Link technology. Vietnam's aviation authority has suspended three air traffic controllers, including one who fell asleep while on duty, for causing delays for two flights. An air traffic controller who fell asleep while on duty has been suspended by Vietnam's Civil Aviation Authority.The Authority said in a statement that it suspended a total of three air traffic controllers for causing delays for two flights.It said the incident was a threat to safety, adding that the head of the air traffic control was one of those suspended.Vietnam media reported that the crews on two flights of budget airline Vietjet Air couldn't contact the air traffic control at Cat Bi international airport for 33 minutes on March 9.The flights were eventually able to depart and land successfully.The aviation authority said it would come up with some new rules to prevent a repeat of the situation.

The report analyzes the returns from a recent ATC performance survey initiated by the Beacon System Interference Problem Subgroup. The survey began on 27 November 1971 and lasted for two weeks. Participation was limited to 37 facilities with problems considered representative of the entire system; included were enroute centers, civilian towers and military air traffic installations. Examination of the deficiency data revealed that the most common nationwide problem was the loss of beacon coverage for a short period of time. This is followed by broken target slash, ring around, loss of coverage for long time, and false targets. The returns are sorted to identify the type of aircraft involved in the reported discrepancies.

A Human-In-The-Loop air traffic control simulation investigated the impact of uncertainties in trajectory predictions on NextGen Trajectory-Based Operations concepts, seeking to understand when the automation would become unacceptable to controllers or when performance targets could no longer be met. Retired air traffic controllers staffed two en route transition sectors, delivering arrival traffic to the northwest corner-post of Atlanta approach control under time-based metering operations. Using trajectory-based decision-support tools, the participants worked the traffic under varying levels of wind forecast error and aircraft performance model error, impacting the ground automations ability to make accurate predictions. Results suggest that the controllers were able to maintain high levels of performance, despite even the highest levels of trajectory prediction errors.

The FAA is currently using the Air Traffic Scenario Test (ATST) as a major portion of its selection process. Because the ATST is a PC based application with a strong resemblance to a video game, concern has been raised that prior video game experience might have a moderating effect on scores. Much of the previous research in this area is associated with topics such as the moderating effects of prior computer experience on scores earned on computerized versions of traditional achievement or power tests, and the effects of practice on video games on individual difference tests for constructs such as spatial ability. The effects of computer or video game experience on work sample scores have not been systematically investigated. The purpose of this study was to evaluate the incremental validity of prior video game experience over that of general aptitude as a predictor of work sample test scores. The Computer Use Survey was administered to 404 air traffic control students who entered the FAA ATCS Nonradar Screen. The resultant responses from this survey related to video games were summed and averaged to create the predictor (VIDEO). Three criterion measures derived from the ATST, (ATSAFE, ARVDELAY, HNDDELAY) were regressed on the cognitive aptitude measure that serves as the initial selection screening test and the predictor (VIDEO). Self-reported experience on video games was found to be significantly related to ARVDELAY and HNDDELAY, accounting for an additional 3.6% of the variance in ARVDELAY, and accounting for an additional 9% of the variance in HNDDELAY. The results suggested that those persons with video game experience were more efficient at hand-offs and routing aircraft. Future research is recommended to investigate the effect of prior video game experience on learning curves and strategies used in the work sample test.

To determine cognitive state, we must decide which measured features will assist in distinguishing different levels of mental activity. Psychophysiological signals were collected for two levels of cognitive workload from which 43 measures were derived. Three feature reduction methods were applied, and the results were used as inputs to an artificial neural network for training and classification. Average classification accuracies up to 89.7% were achieved and the number of input features required was reduced by up to 84 percent.

The goal of this research was to define a measure of situation awareness (SA) in an air traffic control (ATC) task and to assess the influence of adaptive automation (AA) of various information processing functions on controller perception, comprehension and projection. The measure was also to serve as a basis for defining and developing an approach to triggering dynamic control allocations, as part of AA, based on controller SA. To achieve these objectives, an enhanced version of an ATC simulation (Multitask (copyright)) was developed for use in two human factors experiments. The simulation captured the basic functions of Terminal Radar Approach Control (TRACON) and was capable of presenting to operators four different modes of control, including information acquisition, information analysis, decision making and action implementation automation, as well as a completely manual control mode. The SA measure that was developed as part of the research was based on the Situation Awareness Global Assessment Technique (SAGAT), previous goal-directed task analyses of enroute control and TRACON, and a separate cognitive task analysis on the ATC simulation. The results of the analysis on Multitask were used as a basis for formulating SA queries as part of the SAGAT-based approach to measuring controller SA, which was used in the experiments. A total of 16 subjects were recruited for both experiments. Half the subjects were used in Experiment #1, which focused on assessing the sensitivity and reliability of the SA measurement approach in the ATC simulation. Comparisons were made of manual versus automated control. The remaining subjects were used in the second experiment, which was intended to more completely describe the SA implications of AA applied to specific controller information processing functions, and to describe how the measure could ultimately serve as a trigger of dynamic function allocations in the application of AA to ATC. Comparisons were made of the sensitivity of the SA measure to automation manipulations impacting both higher-order information processing functions, such as information analysis and decision making, versus lower-order functions, including information acquisition and action implementation. All subjects were exposed to all forms of AA of the ATC task and the manual control condition. The approach to AA used in both experiments was to match operator workload, assessed using a secondary task, to dynamic control allocations in the primary task. In total, the subjects in each experiment participated in 10 trials with each lasting between 45 minutes and 1 hour. In both experiments, ATC performance was measured in terms of aircraft cleared, conflicting, and collided. Secondary task (gauge monitoring) performance was assessed in terms of a hit-to-signal ratio. As part of the SA measure, three simulation freezes were conducted during each trial to administer queries on Level 1, 2, and 3 SA.

The Federal Aviation Administration (FAA) is responsible for managing the nation's air transportation system so that the 200,000 aircraft taking off and landing each day can safely and efficiently carry more than 700 million passengers per year. Because of the significant hiring in the early 1980s to replace strikers who had been fired, many thousands of FAAs controllers will soon become eligible to retire, potentially leaving FAA with too few fully trained controllers. Because of these concerns, the chairman an ranking democratic member of the Subcommittee on Aviation, House Committee on Transportation and Infrastructure, asked GAO to (1) identify likely future attrition scenarios for FAAs controller workforce and (2) examine FAAs strategy for responding to its short- and long-term staffing needs, including how it plans to address the challenges it may face. To identify likely future attrition scenarios, we (1) reviewed FAAs 10-year hiring plan and associated attrition forecasts for approximately 15,000 controller specialists who actively control and separate traffic in the air and on the ground; (2) analyzed FAAs workforce database to determine when the current controllers (those at FAA as of June 30, 2001) world become eligible to retire; (3) developed a computer model to predict future attrition based on historic levels; and (4) developed and administered a survey to a statistically representative sample of controllers so as to obtain information on when they might leave FAA. GAO's analysis covers over 20,000 controllers-the 15,000 controller specialists whom FAA analyzed, plans about 5,000 controllers who supervise and manage the air traffic control system. GAO included the additional personnel because attrition from these positions is generally filled from the controller specialist ranks and, thus, omitting them would understate potential attrition among all controllers.
