For years, state and local policymakers and education leaders have embraced the goal of graduating students college and career ready, vaulting the agenda to become a national priority--as evidenced by the more recent dialogue on education reform, including Race to the Top, Common Core State Standards, and common assessments. But, while policy leaders at all levels embrace the goal of college and career readiness for all, what does the public think? To find out, Achieve commissioned a survey of registered voters to find out whether they support both the goal of graduating all students from high school ready for college and careers and the necessary policies to meet that goal. Key findings from the poll are: (1) There is widespread agreement that all students need additional education and training beyond high school; (2) Support for policies aimed at preparing high school students for college and careers is broad, deep and fully bipartisan with equally high numbers of Democratic, Republican and Independent voters supporting such reforms; (3) There is strong support for the specific policies that put common expectations in place for all students--including common standards, common assessments and graduation requirements; and (4) There is near universal agreement across partisan, ethnic/racial and geographic lines that some education and training beyond high school is necessary--and that stronger expectations in high school will go a long way towards preparing students for their next steps. Although the combination of rising tuition prices and a difficult labor market have raised questions about the value of education after high school, degree and certificate holders are still better off than those with just a high school diploma. As a group, young adults with a high school diploma have suffered through a sustained period of declining labor-market prospects. Those with some college have done somewhat better, but recent evidence suggests that those who started a degree but failed to finish it now do little better than their peers who have not gone to college at all. Some of these citizens would benefit from further education and training, but how much do they know about their options? Using a new, nationally representative survey, this report explores how adults without a college degree perceive the postsecondary system as a whole and the costs and benefits of their potential options. Specifically, the study examines the following questions: (1) Do adults without a college degree aspire to higher levels of education? (2) Do they feel that the current higher education system is well designed to meet their needs? (3) Do these adults hold accurate beliefs about the costs of public community colleges? (4) How do they see the economic returns to different types of education? The 20-minute Internet-based survey asked respondents a battery of questions about their current economic situation, their educational history and current aspirations, the costs and potential benefits of different postsecondary options, and the types of information they see as important in choosing a college or program. This report provides the top-line findings from this survey, and future analysis will dig deeper into the data. It briefly describes the survey and the data set; explores the main findings on aspirations, attitudes, and beliefs; and concludes with implications for policy.

A few years ago, Rose and Dugger (2002) published the results of a public opinion poll on "What Americans Think about Technology." Sponsored by the International Technology Education Association (ITEA) and conducted by the Gallup Organization, this ITEA/Gallup poll revealed many things about the public's understanding and attitudes about technology, as well as their ideas about technology in the school curriculum. One objective of the ITEA/Gallup poll was to determine if the public's perception of technology is congruent with that of the experts. Similarly, Hong Kong is now going through dialogue and critical self-examination about technology education. Considering that technology transcends international borders, many socioeconomic parallels exist between the US and Hong Kong, and both societies recognize the imperative of having a technically literate citizenry, a study was conducted on what Americans and Hong Kong people think about technology. Given the commonalities between the US and Hong Kong, this study seeks to ascertain if there is a similar understanding and knowledge of technology, as well similar concepts and priorities about technology education. In doing so, this study adds to the body of knowledge about cross-cultural, cross-country comparisons relating to technology, as well as the appropriateness of generalizing technology education curriculum in a global context. To facilitate making comparisons, the study conducted in Hong Kong used a similar instrument to that used in the ITEA/Gallup poll. The methodology, findings, and implications of the study are detailed herein.
