Ten years ago the first President of the National Defense University, Vice Admiral Duke Bayne, wrote an article highlighting the importance of senior service school education for our rising military leaders. He drew special attention to the role of the war college experience in strengthening the civil-military partnership that has built and protected this nation for more than two centuries, and that forms the centerpiece of our national security posture today. From my own perspective as Chairman of the Joint Chiefs of Staff, I see that partnership operating at several levels, every day: in the National Security Council arena, civilian and military leaders work together to make top-level security policy; in the Department of Defense, civilian and military personnel are concerned with preparing our forces for combat and with directing them in war; and in our society at large, mutual understandings between citizens and their defenders put down the roots needed to sustain any military establishment over the long haul. When the American civil-military partnership has been united, with each element conscious of its utter dependence on the other, it has been unbeatable. But when its bonds have weakened, the nation's defenses have withered, and our course on a troubled globe has wavered dangerously. All Americans have a vital interest in the nurturing of the cooperative venture -- the civil-military team -- that keeps this nation strong and effective on the world scene. Admiral Bayne's point about military education was that the central meeting ground for the elements of that team is in the mind. Our war colleges play a pivotal role in preparing rising professionals throughout the national security community to find that common ground. A decade later his observations still aptly describe the large-scale challenge addressed in the senior service schools. In this article, I would like to elaborate on that theme, and to outline my own views on the challenge as I now see it.

The report then goes on to assess the problems of developing combat leaders in an era of a long peace. Specific improvements to existing methods of training combat leaders are then addressed, findings, conclusions, and recommendations include: (1) The need for Navy combat leadership case studies: (2) The need for supporting research: The development of a Navy combat leadership concept paper: (3) and the eventual development of Navy combat leadership doctrine. The fundamental place for combat leadership doctrine is as an integral element of combat power.

Increasing environmental performance in munition demil during 50 years After World War II surplus munition in Sweden was dumped in lakes, mines and in the open sea. During the late 60's environmental concerns led to a ban on dumping. OB/OD therefore became the main method for demil of munitions. Growing environmental concern in the 70's resulted in a small scale start of industrialized demil which during the 80's steadily increased. During the 90's demilitarization of munition has been characterized by focus on recovery, reuse and recycling. This is due to a more rigorous environmental legislation coupled with an awakening environmental awareness in the Armed Forces and the discovery that an environmentally adapted demil process can be economically beneficial compared to OB/OD. A high degree of resource recovery and reuse (R3) is now obtained in the demil process, but some problems remain e.g. smoke and illuminating ammunition. Some approaches to handle these challenges are discussed. The problem with the old dump sites are also discussed: a survey has been performed in order to locate the numerous sites and measures are taken to investigate the risk for ecological effects. The dumped ammunition also constitutes a potential safety problem at some of the locations, both with regard to unintentional handling by the public and by potential detonation of unstable munition. (Some results from examination of dumped ammunition are presented).

Combat search and rescue (CSAR) was born during World War II as attempts to rescue airmen returning from bombing raids in Germany proved viable. In every war since then rescue forces have proven invaluable as they have saved thousands of American lives. The problem has always been the manning and training of rescue forces after the completion of a conflict. Attempts to increase the force structure and the budget have routinely failed due to a lack of interest in peacetime search and rescue and failure to document the capability in wartime. Following the U.S. return from Vietnam the Aerial Rescue Service (ARS) was mission capable. During the subsequent draw-down of the services it was again gutted. Its nadir was recently when it could not meet the requirements for deployment to Desert Storm. The problems include a lack of force structure and training. Additionally, many of the assets are in the reserve component and are very difficult to deploy on short notice. Most modernized rescue assets have been transferred to the Special Operations Command, including the HH53 helicopters and the HC-130 refuelers. This command currently has the capability to perform CSAR, but not the mission. The Air Staff has recommended four options to solve the problems of rescue in the future. The authors have recommended a fifth option that would transfer command of the ARS from Military Airlift Command and align it with the Air Combat Command, the principal user.

"Energy: Decisions for Today and Tomorrow" is one of the "Preparing for Tomorrow's World" (PTW) program modules. PTW is an interdisciplinary, future-oriented program incorporating information from the sciences and social sciences and addressing societal concerns which interface science/technology/society. The program promotes responsible citizenry with increased abilities in critical thinking, problem-solving, social/ethical reasoning, and decision-making. This module, designed for grades 7-8 (social studies, general science, earth science, language arts, health education), examines issues underlying the "energy crisis" and values involved in decisions regarding such energy-related issues as energy consumption, distribution, and sources. Subject matter is presented in three sections (oil and transportation, nuclear energy, and coal). The teaching guide includes an overview of the module (purpose; strategies employed, focusing on the dilemma/debate discussion techniques; module structure/objectives; and its use in the school curriculum) and instructional strategies related to the readings, dilemma discussions, and students activities in each of the three sections. A chart indicating moral issues (as defined by Kohlberg) presented in the dilemmas, suggested schedule of activities, and bibliography are also included. The module may be used as a separate unit of study, as a mini-course, or incorporated into existing curricula where appropriate. (JN)

Prepared as background for participants in an exploratory conference, this paper examines whether school-business partnerships and other forms of business assistance are contributing to fundamental change and reform, in the education system. Five questions are investigated. (1) How are businesses currently working with public education? The four categories of involvement described are adopt-a-school programs, school improvement and support initiatives, employability initiatives for disadvantaged youth, and advocacy for public education. (2) To what extent has business involvement improved or changed the public schools? Outlined are the benefits to students, to education personnel, and to public education in general. (3) What additional changes or reforms are needed in public education? Redesigning local schools, professionalization of teachers, accountability, and strengthening efforts to serve at-risk students are detailed. (4) What role can business play in bringing about the needed changes and reforms? Changing aspects of existing structure and support for initiatives to address the needs of the disadvantaged are explored. (5) What can be done to encourage and support business to become more active and effective in bringing about needed changes and reforms? Six suggestions are given including education of local business leaders and conducting joint meetings among business, education and political leaders.
