11ERIC ED452293: Food Security And Hunger In Poor, Mother-Headed Families In Four U.S. Cities. The Project On Devolution And Urban Change Working Paper.

Drawing on 1998-99 survey and ethnographic data from research on the implementation and effects of welfare reform in four large cities, this paper describes the food security of mother-headed families in highly disadvantaged urban neighborhoods who had received or currently receive cash welfare benefits. The families of four groups of women were compared: those who worked and no longer received welfare; those who combined welfare and work; nonworking welfare recipients; and those who neither worked nor received welfare. Food insecurity in the prior year was high in all groups. About half the families were food insecure. There was hunger in over 15 percent of families. Nearly one-third of the families had food hardships affecting children's diets. Food insecurity was highest among families where mothers had neither employment income nor welfare benefits and lowest among families where mothers worked and no longer received welfare, though even in this group, 44.5 percent were food insecure, and 15 percent had experienced hunger. Interview data indicate that, in this population, women who are food secure expend considerable energy piecing together strategies to ensure an adequate amount of food available for themselves and their children. He is a Phi Beta Kappa graduate of the University of Pennsylvania and served as an editor of the Yale Law Journal. He began his career in public service as an assistant Philadelphia district attorney. While serving in that position, he was named assistant counsel on the Warren Commission investigation into President Kennedy's assassination. Two years later, Senator Specter was elected district attorney of Philadelphia at the age of 35. Senator Specter lives in Philadelphia with his wife Joan. Madam President, this is not a farewell address but, rather, a closing argument to a jury of my colleagues and the American people outlining my views on how the Senate and, with it, the Federal Government arrived at its current condition of partisan gridlock, and my suggestions on where we go from here on that pressing problem and the key issues of national and international importance. To make a final floor statement is a challenge. The Washington Post noted the poor attendance at my colleagues' farewell speeches earlier this month. That is really not surprising since there is hardly anyone ever on the Senate floor. The days of lively debate with many Members on the floor are long gone. Abuse of the Senate rules has pretty much stripped Senators of the right to offer amendments. The modern filibuster requires only a threat and no talking. So the Senate's activity for more than a decade has been the virtual continuous drone of a quorum call. But that is not the way it was when Senator Chris Dodd and I were privileged to enter the world's greatest deliberative body 30 years ago. Senators on both sides of the aisle engaged in collegial debate and found ways to find common ground on the Nation's pressing problems. When I attended my first Republican moderates luncheon, I met Mark Hatfield, John Chafee, Ted Stevens, Mac Mathias, Bob Stafford, Bob Packwood, Chuck Percy, Bill Cohen, Warren Rudman, Alan Simpson, Jack Danforth, John Warner, Nancy Kassebaum, Slade Gorton, and I found my colleague John Heinz there. That is a far cry from later years when the moderates could fit into a telephone booth. That Is Really Not Surprising Since There Is Hardly Anyone Ever On The Senate Floor. The Days Of Lively Debate With Many Members On The Floor Are Long Gone. Abuse Of The Senate Rules Has Pretty Much Stripped Senators Of The Right To Offer Amendments. The Modern Filibuster Requires Only A Threat And No Talking. So The Senate's Activity For More Than A Decade Has Been The Virtual Continuous Drone Of A Quorum Call. But That Is Not The Way It Was When Senator Chris Dodd And I Were Privileged To Enter The World's Greatest Deliberative Body 30 Years Ago. Senators On Both Sides Of The Aisle Engaged In Collegial Debate And Found Ways To Find Common Ground On The Nation's Pressing Problems. When I Attended My First Republican Moderates Luncheon, I Met Mark Hatfield, John Chafee, Ted Stevens, Mac Mathias, Bob Stafford, Bob Packwood, Chuck Percy, Bill Cohen, Warren Rudman, Alan Simpson, Jack Danforth, John Warner, Nancy Kassebaum, Slade Gorton, And I Found My Colleague John Heinz There. This definition tends to understate the problem. In 1997, 15.8 million employed parents had incomes below 200 percent of the federal poverty level. The federal Earned Income Tax Credit (EITC) can raise a full-time, minimum-wage earner's income above the poverty level, but one fifth of eligible families do not participate in EITC. Medicaid and many health insurance programs are available for the working poor and their families. Some families may even qualify for food stamps, housing assistance, child-care subsidies, and other programs. The working poor need information, assistance, skills to manage existing resources effectively, and training for a better job. Providing working poor individuals with information about available resources is an important first step. Educational efforts should focus on life skills to better balance the demands of work and family and technical or vocational training leading to a better job. Programs need to provide accurate information to employers about assistance and support available in their community for the working poor. Employers should be encouraged to provide health insurance, retirement plans, and education to help employees maximize the benefits to which they are entitled. More and more often, children in the United States are denied services that help keep them healthy or heal them when they are ill. This study examines the demographic, psychological, and physical health status of a group of children (N=293) with no access to health care, and who experienced an acute health problem. The children ranged in age from 3 to 18 years. Over three quarters were Latinos and 37% of the acute health problems involved dental needs. Two important issues are examined: a comparison of the opinions of the treated children's parents, referring school nurses, and medical providers concerning the potential disruption to the children's immediate school attendance and functioning; and a portrayal of the differential perceptions of the children's parents and school nurses concerning the psychological motivations of the parents to obtain care for their children's acute health problems. The results underscore the importance of early attention to acute childhood health problems: (1) parents who are unable to provide medical care for their children do notice that their children need care and are active in trying to access healthcare for their children; (2) medical professionals must be taught that most lower, middle class parents, often termed the "working poor," do try very hard to procure physical health care for their children; and (3) too many children and falling through the cracks of the U.S. health care system. The average estimated monetary cost for each acute care service provided was $350, with 70% of nurses, 70% of parents, and 38% of health care providers reporting that the health problem was moderately to highly interfering with the child's school functioning. More and more often, children in the United States are denied services that help keep them healthy or heal them when they are ill. This study examines the demographic, psychological, and physical health status of a group of children (N=293) with no access to health care, and who experienced an acute health problem. The children ranged in age from 3 to 18 years. Over three quarters were Latinos and 37% of the acute health problems involved dental needs. Two important issues are examined: a comparison of the opinions of the treated children's parents, referring school nurses, and medical providers concerning the potential disruption to the children's immediate school attendance and functioning; and a portrayal of the differential perceptions of the children's parents and school nurses concerning the psychological motivations of the parents to obtain care for their children's acute health problems. The results underscore the importance of early attention to acute childhood health problems: (1) parents who are unable to provide medical care for their children do notice that their children need care and are active in trying to access healthcare for their children; (2) medical professionals must be taught that most lower, middle class parents, often termed the "working poor," do try very hard to procure physical health care for their children; and (3) too many children and falling through the cracks of the U.S. health care system. The average estimated monetary cost for each acute care service provided was $350, with 70% of nurses, 70% of parents, and 38% of health care providers reporting that the health problem was moderately to highly interfering with the child's school functioning. Standardized achievement tests as measures of school performance are an inescapable fact of life in U.S. public education. Critics of such tests hold that U.S. education policy has made achievement test scores more important than achievement itself. "No Child Left Behind," the centerpiece of the Bush Administration's domestic agenda, places a premium on standardized testing as a means of reforming public education and raising all students to an acceptable level of achievement. As presented by the U.S. Secretary of Education, the Act promises to be especially helpful in economically disadvantaged, socially devalued, rural areas, such as Appalachian West Virginia. While "No Child Left Behind" nominally gives pride of place to literacy, the Administration has voiced concern that deficiencies in math achievement, especially among economically deprived students in rural schools, threaten the economic pre-eminence of the U.S. This concern was recently manifest in a $22 million grant to the University of Kentucky. Following evaluation of a short-term, non-intensive, in-school intervention called Sophisticated Software, however, we tentatively conclude that improved test-taking skills are easily mistaken for math achievement growth. "No Child Left Behind," thus, may have vastly improved market conditions for the instructional medium that Sophisticated Software typifies. As a result, one consequence of the Act may be to undercut math achievement in poor, rural schools, while providing the appearance of math achievement gains.

Most economists agree that the difficulties of targeting minimum wage increases to low-income families make such increases ineffective tools for reducing poverty. This paper provides estimates of the impact of minimum wage increases on the poverty gap and the number of poor families, and shows which factors are barriers to decreasing poverty through minimum wage increases. A model was developed for simulating the poverty reducing effects of minimum wage increases using wage, employment, hours, and poverty status data from the March 1987 Current Population Survey. Findings indicate that an increase of the minimum wage to $4.35 per hour has a much larger poverty reducing effect than previous research suggests. If accompanied by full coverage and compliance, such an increase would reduce the poverty gap by 13 percent, and the number of poor families with low-wage workers would decrease by nine percent. However, the resulting unemployment of some workers could reduce the poverty-reducing effects. Ten tables of statistical data are included. The appendix contains two additional tables showing a sensitivity analysis of the effects of changes in the minimum wage, with full coverage and compliance, and with the coverage and compliance unchanged. The movement of middle-class residents, especially blacks, out of inner-city neighborhoods has been hypothesized to contribute to the decay of the inner city and the growth of an underclass by increasing social isolation and depriving youth of role models. This study examines changes in patterns of racial and class segregation in the residential structure of Milwaukee (Wisconsin) between 1970 and 1980 and their effect on poor, black children living in the inner city. Statistical data from the 1970 and the 1980 censuses were analyzed using segregation indexes and measures, after adjusting for data suppressed by the Census Bureau for reasons of confidentiality. The following summary conclusions are discussed: (1) racial residential segregation clearly decreased, especially for high status blacks; (2) blacks displayed higher levels of intragroup class segregation than whites in 1970; (3) black intragroup class segregation increased more than white intragroup class segregation; (4) changes in the class isolation of poor black children were due to changes in the aggregate population rather than to changes in class segregation patterns; and (5) racial residential segregation is the predominant influence on patterns of class isolation. A discussion of the suppression of data in the census tape files, a list of 34 references, and 9 tables of statistical data are appended. (FMW)

This study analyses the impact of democratic decentralisation on the chances of socially excluded groups to participate in newly created local governance institutions--Panchayati Raj Institutions--in three Indian states. This institutional reform included a quota for the disadvantaged--women and lower castes--to ensure their effective participation. The comparative analysis on the determinants of participation of these groups and the poor vis-a-vis other groups across the states of Kerala, Tamil Nadu and Madhya Pradesh yields highly interesting results, relevant beyond the Indian context. First, the outcomes of decentralisation on participation are different across states and between different marginalised groups. While in Kerala socially disadvantaged groups and the poor are represented more than other groups at the Panchayat level, in Tamil Nadu and Madhya Pradesh the socially disadvantaged groups are as represented as the others whereas the poor continue to be largely under-represented. In all three states, women are under-represented. Secondly, creating awareness through political mobilisation seems to be the driving factor explaining the different outcomes across the three states. In fact, Kerala distinguished itself from the other two states significantly with respect to mobilisation possibilities through political parties, a denser network of self-help groups, better outcomes in basic education and literacy. The conclusion is that the success of institutional reforms aiming to increase political participation depends on the specific design of the process itself as well as on the local conditions. An effective devolution of resources to Panchayats seems to influence participation positively as does a vibrant political society characterised by a broad spectrum of political parties, active civil society and newspaper reading.
