The word "library" coupled with "politics" may seem a strange mixture, but this interview with Patrick Bazin, former director of the Municipal Library of Lyon, France (BML), gives an inside view of the controversial decision to partner with Google to digitize the BML's rich collection of public domain resources. The interview is in French. For the benefit of an English speaking audience, a rough summary of the interview has been provided at the following blog: http://disserrata.wordpress.com Some highlights will be posted below. Times provided are approximations only. In lieu of exact translation, I have chosen to paraphrase, summarize, and (when appropriate) do as close of a translation of his words as possible. --- Patrick Bazin: The Bibliothèque Municipal de Lyon (BML) is the most important library in France after the Bibliothèque National de France (BnF) in Paris. Lyon itself is the second largest metropolitan region in France. The BML contains a large collections of ancient books, the largest outside of Paris. Lyon is the capital in Europe for primers of the 17th century, in the time when primers were developed in Europe. ---- In terms of funding, the BML depends on the municipal government of Lyon. The policy makers of Lyon were in agreement with Google's offer. Then, in 2007 or 2008, came polemics from Jean-Noël Jeanneney who started a war against Google. (~15:56) The argument goes as follows: 1.Google is a giant enclosed sack (taking in resources and keeping them enclosed). (~16:11) 2 Google is American. 3.The only solution is to dedicate public French money toward digitization efforts. As for me, I had spent twenty years trying to get money for digitization projects in Lyon. I never received money. So, I made a public-private partnership. --- (~45:32) Patrick Bazin: ...For me, the digitization of our (cultural) heritage is essential for the democratization of access to our cultural heritage. Democratization, one would say, (increases) the enlargement of the uses of our cultural heritage... ...But the true revolution of digitization is the revolution of democratization of access to information - to knowledge (connaissance) and to cultural heritage. (~46:30) --- (I find it interesting that) they do not attack Elsevier, the other monopoly. Elsevier has a monopoly on scientific information. (~49:46) So, there are many monopolies - not just Google. --- Evelyn Bottando: Can you give these files (digital copies from Google) of public domain material to another place? Patrick Bazin: No, because this is a partnership. Another company could take this (these files) and it would hurt Google's business model. (~57:18) If the BML gives their digitized papers en masse to others...Google digitizes for free but (in exchange) Google must receive retribution in its own way...it must recuperate its investment.
