The international community is often challenged with stabilizing failing states that are incapable of providing security, health, food and water to their citizens. Humanitarian concern about starvation, rapes, massacres, and oppression of the vulnerable in these states must be addressed. These states may also provide safe havens for terrorists and other groups that become threats to global security. The international community establishes complex missions with both a \"soft approach\" of providing only humanitarian aid and a stronger version that exercises binding power over local stakeholders. This thesis analyzes these complex international interventions and argues that missions with binding power are more successful. It begins with theoretical reasoning on why missions with binding power are expected to be successful and continues with empirical data through the comparison of 13 international missions in eight different countries. Five of these international interventions in three countries are reviewed in detail. The UNMIK and EULEX in Kosovo and UNOSOM in Somalia are considered as successful examples while the UNOSOM II and AMISOM in Somalia are failures. Finally, this thesis analyzes the current situation in Yemen and provides policy recommendations by applying lessons drawn from the analysis and comparison of the case studies in Kosovo and Somalia.

This paper explores the divisive issue of providing effective workforce development services from within a traditionally run academic institution. Over the years, state funding levels for community colleges have decreased dramatically. As a result, college presidents have had to become more adept at finding alternative sources of revenue. Many presidents have chosen to move into workforce training, since local employers offer money to fund specialized training designed to keep their employees at a competitive edge in the global economy. But presidents have found that their faculty are not necessarily enthusiastic about this turn of events. Therefore, many community colleges set up separate, market-driven workforce units, often as an extension of their existing continuing education function. The authors argue that many employees receive only technical education and lack the soft skills needed to move into managerial positions. In the old paradigm, this was addressed through general education. The authors suggest that now, however, community college presidents should look into building workforce development programs that can be easily re-integrated into the college mainstream. (NB)

The 11-foot-8 bridge stood its ground for another year. In 2010, nine trucks and one RV crashed into this low-clearance bridge in Durham, North Carolina. The clearance of the bridge is clearly marked, yet drivers frequently don't realize that their vehicles are too tall. Transparency, clear expectations and compassion go a long way towards helping you find people who support your vision but can still bring new ideas to the table when it comes time to talk implementation. Your project's governance should reflect your values and empower individuals to succeed within its structure. Maintaining and scaling your project is easier when you've laid a good foundation. The community is mature enough that we can learn from what's already been done and set up new projects for success. This talk will cover some of the big red flags you'll want to avoid as well as some of the structural details that will help avoid issues later on. There are lots of ideas out there about how to run a free and open source software project... but not all strategies were created equal. Unfortunately, by the time they regret some of the bad ideas they're baked into the project and harder to change.
