3DTIC ADA171866: Cultural Resources Investigation Of Three Archaeological Sites Along The Roseau Flood Control Project: Roseau County, Minnesota

Phase 1 cultural resources inventory was conducted in the summer of 1973 by UND. In 1977 the University of Minnesota conducted a follow-up investigation of the area to be affected by the Roseau River modifications. In the second study a prehistoric occupation site (Vistad) was given a second legal location, an additional site (Ojibwa cemetery) was discussed, and two additional burial mounds were recorded in the Olson Mound Group. University of North Dakota Archaeological Research (UNDAR) aspired to locate, identify, and map the three sites discussed in the 1977 Minnesota report with the following results: 1) the Ojibwa cemetery was located and plotted on the Corps map in relation to the proposed modification of the Roseau River; 2) only two mounds in the Olson Mound Group could be located and mapped and these are believed to be the remains of historic structures; and 3) the Vistad site was located and considered to be ineligible for nomination to the National Register. The U.S. Army Corps of Engineers has modified channelization plans of the Roseau River to avoid the Ojibwa cemetery and the Olson Mound Group. Avoidance of the Vistad site is not necessary.

This report is a cultural resource investigation of three areas within the State Road Coulee-Pammel Creek flood control project area. The three areas include a downstream section of the mississippi River floodplain at the mouth of Pammel Creek, and two adjacent areas upstream at the mouth of State Road Coulee. In project area I, shovel testing was unfeasible because of the high water table. It is recommended at a qualified archaeologist monitor the construction of the stilling basin in case cultural resources are located. Project area II should be spared disturbance because of the findings of Oneota cultural remains. Much of the sand rise in Project Area III was found to be disturbed from previous scraping. Therefore, this area appears not to contain significant cultural resources, and does not require additional investigation.

7DTIC ADA191885: Cultural Resources Investigation Of A Proposed Flood Control Project Along The Sheyenne River, At West Fargo, Cass County, North Dakota. Phase I.

The St. Paul District of the U.S. Army Corps of Engineers has proposed a flood control project at West Fargo Cass County, North Dakota. The project will permit flood waters to be diverted through a separate channel at times of high flow of the Sheyenne River. A phase one cultural resources inventory was conducted along the Sheyenne River near the city of West Fargo. All historic and archaeological sites within the area were recorded and the general nature of those resources were assessed. The Phase I survey resulted in the location of three prehistoric sites, one historic site, one prehistoric isolated find and one historic isolated find. Neither of the isolated finds are considered significant, an no further work is recommended at these locations. The historic site, the Lund Farmstead, is not eligible for nomination to the National Register of Historic Places. Three prehistoric sites are of undetermined NRHP eligibility. Their significance can not be determined without subsurface testing. One landowners refused permission to survey on this property. It is recommended that the Corps of Engineers obtain landowner permission and inventory these additional 18 acres.

This paper provides a brief history of the Educational Resources Information Center (ERIC), as well as an overview of the present status of the ERIC system, i.e., its management, technical operations, current products and services, current plans, and projected new activities. After an account of the legislative mandate that resulted in the formation of ERIC, the organization's beginnings and early developmental history are recounted. A management perspective on the present state of ERIC is then presented, which includes an outline of ERIC's organizational mission, objectives, and functions; a summary of ERIC's structure; and a description of the governmental environment within which ERIC functions. The operational aspects of ERIC are also addressed, with specific attention devoted to ERIC system components (Central ERIC, the ERIC Clearinghouses, the ERIC Processing and Reference Facility, the ERIC Document Reproduction Service, the CIJE Publisher, the U.S. Government Printing Office, and online retrieval vendors), the roles of system components, controls for system coordination, and output products and services. Prospects for future ERIC activities are then addressed. Accompanying the text is a set of nine figures, tables, and graphs. (JL)

The goal was to locate, identify, and evaluate historical and prehistoric cultural resources within the project area and to make specific recommendations as to the potential need for further testing. A thorough and comprehensive literature search and records check was conducted at the Office of the State Archaeologist, State Historic Preservation Office, Moorhead State University, Norman County Historical Society, Clay County Historical Society, Norman and Clay County Soil Conservation Service as well as the Mankato State University Library. Additionally, several interviews were conducted with professional archaeologists knowledgeable of the project, county historical society and Soil Conservation Service personnel, local collectors and several landowners. Ground surface reconnaissance was conducted at a 15 meter interval on the 100' corridor of the 65.5 linear miles included in the project. Also, 104 subsurface shovel tests were placed in areas (1) where the ground cover did not allow for adequate visual examination; (2) which had a high potential for site location; and (3) as a verification of the surface reconnaissance results. No cultural material was recovered as a result of either the ground surface reconnaissance or the shovel testing. Based upon these results, no significant cultural resource will be altered, damaged, or destroyed as a result of proposed construction activities.

The pros and cons of decentralization of decision-making authority to the school-site level as a public school management technique are intended to serve as an informational summary for the members of the California State Board of Education, and as a resource for school district governing boards and district administrators to use to determine the most appropriate level at which to place decision-making authority. Sections of the report discuss key considerations that must underlie any decision to move toward decentralization; individual rights and management decisions; and the legal aspects of decentralization. Comments about decentralization submitted by school business officials are summarized. The final section presents descriptions of site management implementation in four other states. A cultural resources survey was conducted in connection with the proposed Aloha-Rigolette flood control project. Geomorphological and historic documents were reviewed and a field survey was carried out. Field work involved: survey of a 28 acre area near the confluence of Bayou Rigolette and Sam's Bayou; canoe survey along 8.2 mi of Bayou Darrow; search for Site 16GR4, which had been reported by Fisk; and survey of a 23 acre area east of the mouth of Bayou Darrow. Terrestrial survey of the 28 acre tract revealed the presence of two cultural properties, the Bynum Cemetery (16GR469) and a prehistoric chipping station (16GR423). Both these were located outside the survey area proper. Due to the lack of stratified deposits and the general paucity of artifacts, 16GR423 was adjudged ineligible for nomination to the National Register of Historic Places. Riparian survey along Bayou Darrow failed to reveal cultural properties, but the search for site 16GR4 (Indian Hill) succeeded. This site was found to be well outside the survey area, and was determined to have been mislocated on the Division of Archaeology site form. The site is described as a prehistoric lithic quarry, but initial examination revealed that it has suffered considerable disturbance, insofar as it is currently used as a gravel quarry. Current data do not support nomination of this site to the National Register of Historic Places, but further exploration of the site is recommended.

We experimentally and numerically study the dependence of different navigation strategies regarding the effectivity of an active particle to reach a predefined target area. As the only control parameter, we vary the particle's propulsion velocity depending on its position and orientation relative to the target site. By introducing different figures of merit, e.g. the time to target or the total consumed propulsion energy, we are able to quantify and compare the efficiency of different strategies. Our results suggest, that each strategy to navigate towards a target, has its strengths and weaknesses and none of them outperforms the other in all regards. Accordingly, the choice of an ideal navigation strategy will strongly depend on the specific conditions and the figure of merit which should be optimized.

This report presents verbatim, a hearing before the Subcommittee on Children, Family, Drugs and Alcoholism. The hearing featured a series of testimonies and stories on violence among young people in the United States. It opened with remarks by Subcommittee Chairman, Christopher Dodd. This report is Vol. 9 of a comprehensive survey of the water resources of the Delaware River Basin undertaken in the 1950's by the U.S. Army Corps of Engineers. Philadelphia District. Appendix P is an investigation of water use projections for domestic, municipal and industrial water needs plus a study of surface water deficiencies in the Lehigh, Upper Schuylkill, Trenton-Philadelphia, Wilmington and Northern New Jersey areas. Formation of plan development is reported in Appendix Q. Water control problems, economic development, dimensions of the flood problem, hydroelectric power markets and both basic and alternative measures to augment supplies of useable water are given. Appendix R focuses on cost estimates for flood control measures. Studies described in Appendix S show that it would be feasible from an engineering standpoint to construct, operate and maintain a salt water barrier across the Delaware River near New Castle, Del. to halt the intrusion of salt water and create a large fresh water lake which would provide a suitable source of water supply for Northern Delaware. The article attempts to describe the features of a person’s volitional regulation regarding the aspect of the implementation and realization of his intention in action in a challenging situation of the modern world: complexity, uncertainty, stress. The approaches to the study of will in psychology and philosophy have been analyzed. The role of trust in the implementation of a person’s choice and the realization of intention in action has been shown . The following empirical methods were used: the psychometric technique “Self-confidence” by T.P. Skripkina, the Scale of interpersonal trust by J.Rotter in the adaptation of S.G. Dostovalov, the methodology of “Life orientations, SOHO” D. A. Leontiev, express diagnostics of propensity to unmotivated anxiety (V.V. Boyko), “Control in action” by Yu. Kull in S.A. Shapkin’s adaptation. According to the results of our study, we can conclude that there are differences in the realization of the intention to act, depending on the different ratio of the level of trust in oneself and in the world. Self-trust can be a component and an important resource of self-regulation.

Case management services under NYS PROMISE are provided by a robust and diverse network of case managers and family coaches. Case managers work predominantly with youth in the research demonstration sites, while family coaches work exclusively with the families of intervention group youth enrolled in NYS PROMISE through regional Parent Training Centers. Regardless of the title of the practitioner, or their organizational placement, they provide similar critical care, coordination and access to the core services and supports provided under the NYS PROMISE intervention, as well as information and referral for other needed services and supports. While "field guides" have traditionally been employed in the study of plants and fauna, they have increasingly been created to support practitioners in an array of professional fields as they face the obstacles and challenges that can arise while accomplishing specific tasks. The NYS PROMISE Case Management Field Guide was designed for the express purpose of assisting case managers and family coaches in navigating their day-to-day roles, functions, and expectations, while adhering to high quality standards, and managing the impact of their work on their own health and wellbeing. 46DTIC ADA116764: A Preliminary Assessment Of The Cultural Resources In The Brazos Natural Salt Pollution Control Project, Kent, King And Stonewall Counties, Texas.

The results of a 25 percent sampling survey of areas expected to be affected by the proposed Brazos Natural Salt Pollution Control Project are described. The cultural resources assessments were conducted by Prewitt and Associates, Inc. during May and June 1981 under terms of a contract with the Fort Worth District, Corps of Engineers. The project is located in Kent, King and Stonewall counties in northwestern Texas and includes portions of the Brazos River drainage basin. The areas examined include samples of three proposed reservoirs and an interconnecting pipeline route in the Croton, Salt Croton and North Croton creek drainages. The 121 prehistoric and 17 historic sites identified to date are described and are evaluated in terms of their integrity and scientific information y ield potential. On the basis of these evaluations, further work is recommended at 21 prehistoric and 5 historic sites. Ancillary studies of the geology, soils, and vegetation in and near the project area are combined with the cultural resources studies to provide an analysis of the prehistoric settlement patterns. Although Historic-period use of the study area began in the eighteenth century, identified historic sites reflect intensive exploitation of the region beginning in the late nineteenth century and extending into modern times. Sites related to ranching are predominant. However, evidence of mining activities and possibly buffalo hunting is also present.

An intensive cultural resources inventory was performed on a proposed flood control project at Argusville, North Dakota (Section 6, T141N, R49W). The investigations were conducted on November 15, 1983, in order to determine whether significant cultural resources were present within the project area. Approximately 9500 feet of levees and four ponding areas will be constructed to prevent future flooding of the Argusville community. The on-the-ground survey was accomplished by two investigators walking parallel transects across all areas of proposed construction. A small concentration of burned bone was located in a plowed field at the site of a proposed ponding area. The origin of the bone is uncertain, but does not appear to represent a National Register eligible property. No other cultural resources were encountered and no further archaeological work is recommended. (Author)
