The Town of Manassas Park (Virginia) officially became a city in 1975; shortly thereafter the State Board of Education certified the city as a separate school division. This report provides data regarding the method of initiating a viable and legal school division for 2,200 students to be in operation by September 1, 1976. Parameters set by city officials are that the total annual budget for the operation of the school division must not exceed $1.8 million, and the base salary for teachers be set at $7,500. Two contingency plans are contained in the report with staffing patterns, salaries and benefits, existing facilities and facilities that could be converted to educational use, a master calendar, and a proposed budget. The ICP is a highly functional document, divided into three sections: an introduction, the core plan elements, and a series of detailed annexes. At the end of the ICP are Regulatory Compliance and Cross-Reference Matrices that document the sections of the plan in which various federal and state regulations are satisfied. The core plan is the heart of the ICP, listing, in a user-friendly way, the steps necessary to initiate, conduct, and terminate an emergency response action. The annexes provide supporting details and instructions for implementing an emergency response under the core plan. This ICP is designed to minimize hazards to human health and the environment from fires, explosions, or any unplanned release of hazardous waste or hazardous waste constituents to air, soil or surface water. Various discharge scenarios are considered and appropriate response detailed for each. The provisions of the ICP must be carried out immediately whenever one of these emergency events occur which could threaten human health or the environment. The ICP also covers the actions employers and employees must take to ensure employee safety in an emergency. Note that, in several sections of the ICP, requirements specific to an oil spill response are detailed.

The purpose of the Accession Contingency Planning Process (ACPP) is to enhance the DoD's capability to adjust recruiting and advertising resources to meet changes in recruiting conditions that occur during the Planning, Programming, and Budgeting System (PPBS) cycle. A previous study evaluated the Services' recruiting experiences from 1973 through 1984. It found that there were periods with more resources than were needed and periods with inadequate resources. These conditions resulted primarily from changes in recruiting conditions that occurred during the PPBS cycle. The study found that 24 to 36 monthhs elapsed between the time a change in recruiting conditions occurred in the filed and the time that resource adjustments reached the field to meet that change. By this time, conditions were changing again. The present report developed a set of procedures that would reduce the delays found in Phase I. The ACPP would formalize procedures that now exist informally. The contingency planning and resource adjustments that have been developed in the 1980s seem to be working rather well, but they are based on personal relationships among the current incumbents. The ACPP proposes to formalize these procedures and incorporate them into DoD's Planning, Programming, and Budgeting System (PPBS). The ACPP would employ the Recruitment Early Warning System to reduce the time required to recognize changes in recruiting conditions (reduce recognition delay) and would establish procedures to accelerate needed resource adjustments (reduce response lag).

The Apollo 9 preflight nominal and contingency deorbit and reentry data are based on the Apollo 9 spacecraft operational trajectory. These data are designed not only as a contingency deorbit study, but also as a tool for flight control and flight dynamics SSR personnel use in simulation support and mission control. In addition to data for the mass properties, data are presented for GO - NO-GO area and general reentry studies for the nominal reentry into the prime Atlantic recovery area, 151-1. Volume I of this document gives the abort data for the launch phase.

The study examines goal preferences regarding emergency educational programs such as the Columbus School Without Schools Program conducted during the energy shortages of 1977. Preferences of diverse educator groups were analyzed by the multi-dimensional scaling program MDPREF. A two-dimensional solution was obtained, the first dimension being an ideal vs. practical dimension, the second being an administrative vs. social concerns dimension. Consensus existed on the ideal program goals; however, ideal goals were perceived as having less chance of succeeding during alternative emergency programs than more practical, short-term goals. These outcomes are of import for persons concerned with crisis-related school closings. (Author)

The Plan provides for a pattern of coordinated and integrated response by Departments and Agencies of the Federal Government to protect the environment from the damaging effects of pollution spills. and also provides for: (a) assignment of duties and responsibilities, (b) establishment and identification of strike forces and emergency task forces. (c) a system of notification, surveillance and reporting, (d) establishment of Regional Centers to coordinate and direct operations in carrying out this Plan, (e) a schedule of dispersants and other chemicals to treat oil spills, (f) enforcement and investigative procedures to be followed, (g) directions on public information releases and (h) instructions covering on-scene coordination. The Plan is effective for the coastal waters, and their adjoining shorelines, of California, Hawaii, Guam, American Samoa, and the U.S. Trust Territory of the Pacific Islands.

The Joint Planning Process (JPP) by doctrine does not include Contingency Contracting Support Plans (CCSPs) as an annex within Joint Operation Plans (OPLANs) or Joint Logistics Plans (LOGPLANs) thereby limiting Combatant Commander (COCOM) flexibility and responsiveness. Current OPLANS at the Joint-level generally discuss how forces will be contractually supported in-theater, but are not specific enough within the framework of the Joint Planning Process (JPP). This project analyzed the effectiveness of the Joint OPLANS with respect to contracting relationships in a contingency contracting environment. Conclusions and recommendations for the formal, detailed inclusion of CCSPs within the JPP include: The CCSP should be formally detailed in the Deliberate Planning Process (DPP) and Crisis Action Planning (CAP) Process from the National-level to the small unit-level; The formal, detailed inclusion of CCSPs within the planning process at the Joint-level would be a force-multiltiplier in terms of proactive vice reactive planning to contingencies within the Joint arena; and, Utilizing the experience of Contracting Officers (COs) within Joint planning cells would result in the ability to leverage time and provide the COCOM flexibility and responsiveness early on in the planning process within the framework of the CCSP.
