Joint Vision 2010 builds upon information age advances to transform the traditional functions of maneuver, strike, protection, and logistics into four new operational concepts: (1) dominant maneuver, (2) precision engagement, (3) full dimensional protection, and (4) focused logistics. This paper defines dominant maneuver as American maneuver warfare for the early 21st century. The roots of modern U.S. maneuver theory are found in the German school of maneuver warfare. The U.S. Armed Forces learned the value of properly integrating operational concepts with technological advances from the German combat experiences in both world wars. Three considerations were key to the successful employment of German maneuver warfare in World War 2. Auftragstaktik provided decentralized execution through task oriented orders to increase freedom of action and initiative. Schwerpunkt required decisive strength at the focus of effort. Finding surfaces and gaps ensured placing Schwerpunkt against the enemy weakness. The current U.S. concept of maneuver is very similar to the German maneuver concept in World war 2. American maneuver theory and doctrine urge careful thought on the considerations of maneuver warfare and highlight the impact of technology. This eight-week action research project examined how art can be a possible intervention to memory loss. Five octogenarians with dementia participated in a qualitative phenomenological case study exploring the connections between memory and making art. Various methods of data collection were employed, including survey, interview, artifacts, journals, note-taking, and video recordings. As the participants shared stories of favorite desserts and treats, they created Pop Art sculptural works of those desserts, which activated memories of songs, images, and events from their pasts. The findings section elucidates specific successful strategies and outcomes. Everyone reported enjoying the experience, and for some participants, new memories were created regarding working with the sculptural material, understanding color mixing techniques, and subsequent identification of their artworks. In November 2008, a flight of four CV-22 Ospreys, along with corresponding maintenance/ logistics support, deployed to Bamako, Mali, in Africa to participate in Flintlock-the premier exercise to support future training and engagement in the Trans-Saharan region. Not only was this exercise significant in the fact that it was the first time U.S. Air Force Special Operations Command (AFSOC) CV-22 aircraft had deployed across the Atlantic Ocean to support special operations forces (SOF), but its importance lay in the achievement of combatant commander objectives: assisting partner nations in establishing and developing military interoperability and strengthening regional relationships in support of future combined humanitarian, peacekeeping, and disaster relief operations. While in Mali, Malian and U.S. military personnel conducted Medical Civic Action Programs and Veterinary Civic Action Programs aimed at providing select medical and veterinary services to rural communities in Mali. This story provides only one example of how AFSOC continues expanding our capabilities to provide the combatant commander with the full spectrum of specialized airpower. Providing airlift for access to rural populations represents a paradigm shift in thinking about how SOF airpower is applied to meet the commander's objectives. The context of irregular warfare is expanding perceptions of the term the art of the possible.

Cultural awareness is a critical shortfall identified by senior Army leaders. The current training of cultural awareness at the tactical level is limited and geared toward data collection and not application. In order to be an enhancement to mission success, cultural competence needs to be developed through a cultural training model and in line with our current doctrine. A unit must train collectively in a physically and culturally simulated environment in order to apply cultural skills as a base foundation for cultural competence.

Many communities in Oregon are conservative in their attitude toward appropriateness of materials in public libraries. This heightened the need to bring to the attention of librarians in small communities their role of leadership in cultural affairs and to develop a sense of responsibility to consider the "problem" book. The publication of the report of the President's Commission on Obscenity and Pornography made this an auspicious time to consider the problem. Much has been written on censorship, intellectual freedom and librarians' responsibilities in these matters. Therefore, the emphasis of the workshop was on reading examples of current fiction and discussion of specific works on their merits in relation to the philosophical concepts that were generally known. An attempt was made to bring librarians attitudes toward the contemporary novel out into the open for criticism or justification. (Author)

MORGAN: When you're standing there doing your thing -- I mean, this looks like the senate to me -- when you're standing there doing your thing, you must -- your mind must occasionally flash forward to a slightly bigger stage, doesn't it? CHRISTIE: What it -- MORGAN: What it would be like to do a State of the Union also. CHRISTIE: I'll tell you what it does, what I think. I sit here and think to myself, how did a guy from like two regular middle class parents in Livingston get here? That's what -- it's inescapable. It's time I've given -- now, two state of states and three budget addresses. MORGAN: Unlike Barack Obama, you know, often to leave his (INAUDIBLE) die on arrival, for you, your reputation is that you get these things through and delivered. That must bring with it a certain, I guess a nerve, that comes with it where you think, it's going to be a bit tougher to live up to my reputation. CHRISTIE: Yes, I think it does. You know, I think it's good, though, to have that edge, to not to take anything for granted. Like I have to sing for supper, Piers, I've got to prove to the people of this legislature, to the people of the state, that my plan is to right direction to take our state in, that I'm willing to fight for it. MORGAN: That's a key thing for any politician at any level, and we touched on this earlier. It's not just having good ideas, you've got to have the negotiating skill to actually get passed and delivered and come into practice. I mean, that is really what being a politician is all about, isn't it? CHRISTIE: Yes, it's about accomplishments, yes. MORGAN: That's why you're called politicians. CHRISTIE: Yes. I think, listen, politics -- I've always thought politics as the art of the possible. And it's not my phrase, it's someone else's, but I've always believed it's the part of the possible. You know, what can -- what is possible that you can make a reality? To me, it's not just about giving speeches because if you do that, people are going to tire of that relatively quickly. It's about -- in the American parlance, it's about putting touchdowns in the end zone, you know? It's about scoring, it's about accomplishing. And it's what relationships you develop along the way that allows people to trust you. that when I look across to the senate president and I say to him, if you do this, I promise you I'll deliver that, he's got to know that I will. He's got to trust me. And that's doesn't happen like this, especially with people in the opposite party. So, you have to spend time on relationships. And I try to do that, and I think it's been successful to some extent.

Although the Space Infrared Interferometric Telescope (SPIRIT) was studied as a candidate NASA Origins Probe mission, the real world presents a broader set of options, pressures, and constraints. Fundamentally, SPIRIT is a far-IR observatory for high-resolution imaging and spectroscopy designed to address a variety of compelling scientific questions. How do planetary systems form from protostellar disks, dousing some planets in water while leaving others dry? Where do planets form, and why are some ice giants while others are rocky? How did high-redshift galaxies form and merge to form the present-day population of galaxies? This paper takes a pragmatic look at the mission design solution space for SPIRIT, presents Probe-class and facility-class mission scenarios, and describes optional design changes. The costs and benefits of various mission design alternatives are roughly evaluated, giving a basis for further study and to serve as guidance to policy makers.

PDDL2.1 was designed to push the envelope of what planning algorithms can do, and it has succeeded. It adds two important features: durative actions,which take time (and may have continuous effects); and objective functions for measuring the quality of plans. The concept of durative actions is flawed; and the treatment of their semantics reveals too strong an attachment to the way many contemporary planners work. Future PDDL innovators should focus on producing a clean semantics for additions to the language, and let planner implementers worry about coupling their algorithms to problems expressed in the latest version of the language.

America is at a crossroad in its history. Termination of the Cold War, globalization, the global war on terror and the recent deterioration of U.S. financial markets have created a need and a unique opportunity for launching a new grand strategy. The events described above and the 2008 presidential campaigns have created an expectation for change within this country and abroad. The new administration could successfully leverage these expectations and adjust the course of the United States for the next 30 years or longer. This paper examines successful past grand strategies and the events which caused their consideration and eventual modification for insights to crafting strategy at the grand level. It explores potential grand strategies against the backdrop of current and potential strategic challenges and presents an outline of a new grand strategy for the United States.

Coalition warfare has been, and will continue to be, a matter of course for the U.S. military. Developing and maintaining coalitions of politically and militarily diverse members is, at its most elemental level, a matter of human relationships--the person-to-person give and take that characterizes all human endeavor. It is often complex, inexact, and tedious, perhaps more art than science. The frustration encountered by policymakers and military professionals alike argues strongly for an earnest examination of the personal characteristics and professional principles used by successful coalition builders, liaisons, and advisors. This paper examines the contributions made by T. E. Lawrence to the art of coalition liaison during his service as the British advisor to the Arabs during World War I. Specifically, it identifies the personal characteristics that helped Lawrence work so effectively with the Arabs, as well as the professional principles that guided his actions as he helped form the coalition of Arab tribes and the alliance between those tribes and Britain.

In September of 1970, Anwar el Sadat found himself in a precarious position as he assumed the presidency of Egypt. In the 1967 War, the Israelis successfully executed a preemptive attack that defeated the Egyptian army and seized large parts of the Sinai and the Suez Canal, greatly humiliating the Egyptians. The Egyptian people expected solutions, and many among the military and public were critical of Sadat's leadership. With his country on the verge of bankruptcy, Sadat had to find a way out of the 'no-peace, no-war' stalemate that had trapped his country since the end of the 1967 War. By the summer of 1972, despite his best efforts, time was running out. Sadat knew that he would be ousted unless he could find solutions. In response, Sadat developed a comprehensive, coherent strategy that skillfully employed all the elements of statecraft to create a favorable international environment that would resolve his difficulties and secure his political power.

This research paper uses a problem/solution framework to identify how Air Force Space Command (AFSPC) can integrate and improve cybersecurity for legacy and modern weapon systems to reduce the cybersecurity attack-surface. With Department of Defense (DOD) networks and mission systems undergoing nearly 250,000 attacks a day, AFSPC must take immediate action to thwart the attacks from adversarial nation states and non-state actors alike. While there are numerous cybersecurity concerns, or non-compliant cybersecurity controls across all weapon systems, not all non-compliant controls contribute equally to the cyber-attack surface and overall vulnerability of weapon systems. For this reason, the major contributors or key issues surrounding the current cybersecurity attack-surface have been identified as policy, defense-in-depth, threat intelligence, and the DOD mandated transition from the DOD Information Assurance Certification and Accreditation Process to Risk Management Framework (RMF). Utilizing RMF and the National Institute of Standards and Technology (NIST) framework for improving critical infrastructure cybersecurity three alternative solutions are evaluated to identify the best option for AFSPC to systematically implement to reduce the overall cybersecurity attack-surface for its modern and legacy weapon systems.

Drawing on a comparative ethnography of four New Zealand urban secondary schools, this article suggests that school mix probably does impact on school organizational and management processes so as to drag down the academic effectiveness of schools in low socioeconomic settings and boost effectiveness in middle class settings. The four schools represent a range of socioeconomic status populations, with varying proportions of White, Maori, and Pacific Islander students. Evidence of the influence of school mix on daily routines, curriculum management, and guidance and discipline matters is discussed. The article provides a framework for explaining why school mix might influence school organization and management, and it suggests implications for educational markets, school self-management, and school evaluation.
