This paper provides an introduction to a particular systems-theoretical approach to problem-solving in the management of education usually referred to as soft-systems methodology (SSM), developed by Peter Checkland in the 1970s. SSM should provide a powerful tool for managers in education at any level who have a strategic role because it can be used to address many problems and questions such as whether current courses meet student needs, or how to introduce a college-wide quality improvement system. The paper begins by providing background information on systems theory and then moves on to discuss the educational context and micropolitics and to describe the methodology of SSM, first through an overview and then through a detailed description of its seven stages. A discussion of the use of SSM in strategic planning and quality assurance concludes the paper. Contains eight references. (GLR)

Mission analysis is the foundation of JFC campaign planning. This paper examines how planners determine effects necessary to yield desired endstate during the EBO mission analysis process. The paper questions the suitability of applying the traditional task-focused mission analysis process to EBO planning. EBO's conceptualization of the adversary as a Complex Adaptive System, the increased requirements for unified action between various actors (military, government, non-government, and coalition), and the amorphous 4th Generation Warfare environment each pose new mission analysis challenges. EBO mission analysis is shown to be more problem structuring than problem solving. A new mission analysis process is proposed using a modified version of Soft Systems Methodology to meet these challenges. The discussion includes a general overview of how the new mission analysis would work based on a simple scenario. The paper is relevant to EBO planners and practitioners, especially those dissatisfied with trying to force EBO to fit within the current mission analysis process.

This paper explores what educational technologists in one South African Institution consider innovation to be. Ten educational technologists in various faculties across the university were interviewed and asked to define and answer questions about innovation. Their answers were coded and the results of the overlaps in coding have been assimilated into a definition. Soft systems methodology (SSM) was used as a method to make visible the complex nature of innovation in educational technology in one setting. The initial definition formed the "situation definition" in SSM terms. The method proved useful in producing a picture (based on rich pictures drawn by each person) and a root definition (based on CATWOE, a mnemonic that enables the interviewer to ask each participant to identify processes and role players). Participants discussed changes in processes, structures and attitudes at the institution.

A data governance policy is a foundational document providing instructions to manage data assets and organizational information effectively. Within the field of data governance, data access is one of the most important aspects of data management and includes considerations such as the extent of access, how to access data, access position, and data control and application. This research focuses on the banking industry, as its multiple stakeholders, diverse attitudes, and intangible aspects have created a problematic situation. To better understand and improve the current situation, soft systems methodology (SSM) provides a rich picture of the complex situation of data access in the bank, extracts key system definitions, and leads to a correct understanding of purposeful activities. After identifying these purposeful activities, a support policy for each set of activities is evaluated based on the literature in the field of data governance, specifically regarding data access. A mapping is established between activities and the fundamental principles of the data governance policy. One important innovation of this research is that, instead of directly utilizing SSM in the policy development process, it describes the situation and fundamental actions to provide the foundation for the policy. In conclusion, the data access problem has been identified as having various dimensions that can be grouped into six categories: data application, risk, processing, infrastructure, route, and access. These categories have been used to develop 13 support policy rules.

There is widespread concern throughout many advanced nations concerning the potential for Information Operations to influence the outcome of Military Operations. This concern is shared by elements of the Australian Defence Force and other Australian government agencies. In order to ensure that any such potential does not adversely affect Australian interests, there is a need to develop an Australian Military Information Operations capability. This document uses concepts from Checkland's Soft Systems Methodology to explore methods through which such a capability could be achieved.
