Booklet published in May 1992 by the Organizzazione Comunist Internazionalista. The Organizzazione Comunist Internazionalista (OCI) seems to have its origins in a small split from the Internationalist Communist Party (Programma comunista) in the late 1970s. This splitting group, centered around Paolo Turco, founded Nucleo comunista internazionalista (NCI). The NCI took up some of the ideas of developed by the Italian left in exile in the 1930s. They published a journal called Partito e Classe . The NCI participated in the Second International Conference of the Communist Left (1978). By the time of the Third International Conference (1980), the NCI had merged with an Italian group called Il Leninista, which had itself been invited to participate at the Second International Conference. The merger resulted in the Nuclei Leninisti Internazionalisti (NLI). The NLI had some leninist and third-worldist ideas in addition to ideas from the Italian left. In particular they were attached to the ideas and attitude of the Communist International's Baku Congress. Soon the NLI merged with the Marxist Initiative Center of Naples to form the Organizzazione Comunista Internazionalista (OCI). The OCI still exists today, having apparently completed capitulated to leftism and third-worldism, even if they still refer back to some of the ideas and persons of the Italian left. A group around Turco, defending a more internationalist orientation, split with the OCI in 2007 to form a group that took up the old name and publications of Nucleo comunista internazionalista. They still exist today. In this monograph, Dr. Richard Krickus provides the historical background to the Afghanistan Question and assesses current events in the Afghan war with three objectives in mind. The first objective is to determine whether Russian-American cooperation in Afghanistan has been successful. Toward this end, he revisits the rationale behind the Soviet invasion of Afghanistan 30 years ago; shows how it and the civil war that followed it helped give rise to al-Qaeda and the Taliban; and assesses the failure of authorities in Washington and Moscow to prevent an evil partnership that led to September 11, 2001. he second objective is to identify and evaluate the successes and failures of the counterinsurgency (COIN) strategy as the transition from U.S. to Afghanistan authority gains traction in the 2011-2014 time frame. Among other things, he considers three scenarios that characterize current operations in Afghanistan and assesses two plausible alternative outcomes. He claims that while the goals of COIN have not been fully realized, the capacity of al-Qaeda in Afghanistan has been dismantled for all intents and purposes, and, through our counterterrorist operations, the Taliban have experienced serious reversals. Successes against the Taliban, however, remain fragile, and the road ahead is a difficult one. The third objective is to provide conclusions and recommendations bearing on developments in Afghanistan. Dr. Krickus submits a number of provocative observations and policy preferences in anticipating the difficult withdrawal of U.S. troops from Afghanistan. He proposes that the road to a successful resolution of the Afghanistan conflict must include political reconciliation with the Taliban through a diplomatic initiative that enlists the support of all major stakeholders in the region. At the same time, Pakistan must be put on notice that it cannot continue to provide sanctuaries to jihadists that are killing Americans without consequences.

The Republic of Moldova may face a situation similar to the one Ukraine is facinga Russian hybrid threat. Elements of such a threat are already present in Moldova. This study argues that the Republic of Moldova can and must prepare to successfully oppose a Russia supported hybrid threat. The paper first describes the threat. It then analyzes the current situation in the Republic of Moldova using a PMESII framework in order to identify if current conditions favor a successful opposition of a potential Russia supported hybrid threat. The paper also examines, using counterinsurgency theories, if there are conditions in Moldova that could favor development of an insurgency as part of the overall hybrid threat. As the research identifies, there are both advantages and disadvantages for the Republic of Moldova in regards to preventing or addressing a potential Russia supported hybrid threat. The disadvantages are numerous and they are significant. The greatest disadvantage is the political and societal polarization of the population. This then drives lack of national consensus, corruption, indecisiveness, extensive reliance on partners and international community, political focus on winning popularity, and ultimately affect the national security. However, as the paper ascertains, Russia's lack of direct access to Moldova is a great advantage and increases Moldova's probability for success. The research identifies that the current situation is complicated, dangerous, and requires an immediate whole-of-government approach. The conclusion is that the Republic of Moldova can successfully oppose a Russia supported hybrid threat only if it improves its current situation. By fixing the current situation, Moldova will obtain the national will to oppose a potential Russia supported hybrid threat.
