Across the globe, students with disabilities have been increasing in prevalence in higher education settings. In the twenty-first century the struggle to include individuals with disabilities into nursing schools and workplaces continues in different parts of the world. Historically, entry criteria in nursing schools have been based on essential functions, which were primarily designed to be used in the workforce, rather than technical standards for education. In other health professions, such as medicine, this is not necessarily the case. For example, the American Association of Medical Colleges has worked over the past two decades to develop appreciation among medical schools for the need to admit and accommodate students with disabilities. We argue that nursing has not followed suit. This paper presents an integrative literature review, consisting of material from the United States, Ireland, United Kingdom, and Australia, investigating compelling stories, legal mandates, websites, and extant literature looking at essential functions or technical standards as entry criteria for nursing schools. The results show that, when essential functions for employment are used in nursing education, they may be a barrier to entry into that program. The paper concludes with recommendations for well-defined technical standards for nursing schools to be used primarily as entry criteria.

This paper developes a methodology to estimate, by Air Force specialty code, the full steady state replacement cost for trained Air Force personnel. At present the Air Force computes a replacement cost based on acquisition through completion of Basic Military Training and Technical School. Our Model extends these costs by adding the cost of on-the-job training, to include both the loss of the supervisor's and trainee's time, as well as field training detachment and career development course costs. The data is taken from the Occupational Survey Questionnaire which is administered on an ongoing basis and is available from the Human Resources Lab Data Base. Simplifying assumptions include using average values and assuming a straight line approach to full productivity. All other assumptions have been kept on the conservative side (lower costs). The methodology can be expanded to include the costs of unanticipated attrition.

The U.S. Army Major Commands (MACOMs) and installations have programmed over 1,000 environmental projects to upgrade OWS/washracks. Many of these projects involve installing or replacing existing OWS with commercial off-the-shelf (COTS) oil/water separators. If retrofitting with treatment-enhancing technology can adequately improve the performance of certain units, there is a potential for significant cost savings over replacement. This study examines one installation's approach to retrofitting OWS and identifies lessons learned from their experience. Although a complete characterization of the project's background was not possible, a number of important conclusions are derived based on the available information. The observations and performance test results highlighted the critical importance of effective maintenance programs, especially with the coalescing tube technology, and of proper OWS chamber design to control water levels and solid materials.

This is an interim report describing in detail two mill runs and the associated laboratory work on the effects of replacing esparto with yucca fiber in the Navy H-60 filter paper. It is shown that a satisfactory filter paper can be manufactured using the domestic yucca fiber. The presence of rayon in the filter paper is shown to be objectionable. The effect of "flexing" the filter paper requires further study.

A popular trend in computer vision, graphics, and machine learning is to replace sophisticated statistical models with simpler generic ones, and to compensate for the missing domain knowledge with huge datasets. These huge datasets in turn require us to solve huge numerical optimization problems that tax popular off-the-shelf implementations of popular algorithms. I describe a randomized way to solve these large scale optimization problems quickly, in a few lines of code, and with provably good performance guarantees. For example, a randomized version of Adaboost and of kernelized Support Vector Machine can fit millions of data points within a few minutes with almost no loss in classification accuracy. Similarly, very large Semi-Definite Programs can be solved quickly by approximating them with suitably randomized linear programs. All of these tricks randomize over most of the variables of optimization and carry out a much cheaper optimization over the remaining variables. A theoretical analysis of these tricks relies on the concentration of measure phenomenon in Banach spaces, and guarantees that in the cases I describe, these tricks work almost as well as carrying out the full optimization. I'll also describe a curious and related way of constructing numerical algorithms that execute reliably on unreliable CPUs that run at subthreshold voltages. ©2009 Microsoft Corporation. Abstract Background: Lignin is one of the three major components in plant cell walls, and it can be isolated (dissolved) from the cell wall in pretreatment or chemical pulping. However, there is a lack of high-value applications for lignin, and the commonest proposal for lignin is power and steam generation through combustion. Organosolv ethanol process is one of the effective pretreatment methods for woody biomass for cellulosic ethanol production, and kraft process is a dominant chemical pulping method in paper industry. In the present research, the lignins from organosolv pretreatment and kraft pulping were evaluated to replace polyol for producing rigid polyurethane foams (RPFs). Results: Petroleum-based polyol was replaced with hardwood ethanol organosolv lignin (HEL) or hardwood kraft lignin (HKL) from 25% to 70% (molar percentage) in preparing rigid polyurethane foam. The prepared foams contained 12-36% (w/w) HEL or 9-28% (w/w) HKL. The density, compressive strength, and cellular structure of the prepared foams were investigated and compared. Chain extenders were used to improve the properties of the RPFs. Conclusions: It was found that lignin was chemically crosslinked not just physically trapped in the rigid polyurethane foams. The lignin-containing foams had comparable structure and strength up to 25-30% (w/w) HEL or 19-23% (w/w) HKL addition. The results indicated that HEL performed much better in RPFs and could replace more polyol at the same strength than HKL because the former had a better miscibility with the polyol than the latter. Chain extender such as butanediol could improve the strength of lignin-containing RPFs.

Georgia's school funding formula currently provides additional funds for academically struggling students through Early Intervention (EIP) and Remedial Education Programs (REP). These programs drastically underserve the number of students who are not proficient on state assessments, and participation is inconsistent across districts. Georgia could dramatically improve the allocation of resources to non-proficient students by replacing these programs with a poverty-based opportunity weight. A formula weight that increases the per pupil allocation for low-income students would more effectively deliver resources to academically struggling students, while also giving districts the flexibility to design academic and social interventions that address students' unique circumstances. We recommend that the Georgia Legislature 1) commission an independent cost study to determine the appropriate weight, 2) revise the funding formula to replace EIP and REP with the opportunity weight, and 3) develop an accountability framework to ensure that the funding generated is well spent.

The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. These papers are from the CIAE 2020 Virtual International Pre-Conference. The global aberration, called COVID-19, defined 2020 beyond national borders. COVID-19 reshaped the format of the 69th annual AAACE conference by replacing the traditional bustling human interaction with virtual meetings and presentations. These "Proceedings" contain 12 papers from 17 authors. The preeminence of COVID-19 in the 2020 International Pre-Conference papers demonstrates CIAE's commitment to being globally responsive and relevant. It is a commonly held assumption that Harvard-trained rhetoricians during the late 19th and early 20th centuries were concerned mainly with superficial mechanical correction, and, further, that they dissociated student writing from any meaningful context and contributed to the division between composition and literature. Howard James Savage was one such Harvard-trained rhetorician brought into Bryn Mawr College to replace the well-respected head of the essay department, Dr. Regina Crandall. Some investigative work shows that one of the main reasons M. Carey Thomas made the personnel change was that she was convinced the essay department could be run in a more cost efficient manner. What Savage established at Bryn Mawr was a new set of requirements for writing instructors: they had to work harder than other teachers, make less money, and consider themselves separate and, therefore, subordinate to the literature faculty and have no hope of advancement beyond the rank of Essay Reader. He also narrowed the writing teacher's range of concerns by institutionalizing a set of symbols to be used when grading and by discouraging extensive comments on papers as "uneconomical." He believed that the most desirable qualities in a composition instructor were physical strength and endurance, "horse sense," patience and tolerance. Such unflattering attributes justified keeping salaries low and the potential for advancement non-existent. (TB)
