1DTIC ADA512203: NOAA Ocean Exploration Digital Video And Image Data: Archiving, Preserving, And Accessing Online Oceanographic Information

To address the increasing requirements for archiving, preserving and managing digital video, still images, and audio resources, the National Oceanic and Atmospheric Administration's (NOAA) Office of Ocean Exploration (OE) embarked on the Video Data Management System (VDMS) Pilot Project, in collaboration with the National Oceanographic Data Center (NODC), National Coastal Data Development Center (NCDDC), and the NOAA Central Library (NCL). Since 2002, the OE Integrated Product Team (IPT) has been developing a standardized capability for archiving these disparate types of data and information. NCL staff led the development of the Video Data Management System (VDMS) Project Plan. The VDMS team developed metadata guidelines for digital video (DV12) and digital still images (DI12) to help scientists and data managers in the field create complete metadata about their data. These guidelines also facilitate creation of MARC21, FGDC, or Dublin Core standard metadata records. They proposed a work-flow for managing digital video by defining the process for moving video data from ship to library to archive, including steps for creating archival backup copies and web-accessible video clips and highlights.

The problem of preserving digital information and the strategies that are and might be employed to address it are the focus of this fifth issue of "Transforming Libraries." Twenty-one individuals involved at the technical or policy level in developing strategies for preserving digital information were interviewed. There is consensus on a number of points, including: the problem is growing faster than solutions are being worked out; often confusing is the difference between digitizing for preservation and digitizing for access, and preserving digital-only information; and more analysis of the problem, including further assessment of the technical issues, costs, options, and risks needs to be undertaken in a collaborative manner. Ten stakeholder groups who will play a role in designing and testing possible models are: researchers or originators of information; publishers; repositories; libraries and museums; the national libraries and archives who operate legal deposit programs; the cooperative service agencies; private storage providers; the scholarly associations; indexing and abstracting services; segmented market providers; and certified digital archives as proposed in a study by the Commission on Preservation and Access and the Research Libraries Group. The "Reports from the Field" section of this document features some of the varying institutional approaches to preserving digital information. (AEF)

5ERIC ED395602: Preserving Digital Information. Report Of The Task Force On Archiving Of Digital Information.

The 21-member Task Force on Archiving of Digital Information was formed in December 1994 and spent a year studying what is needed to make digital libraries stable, accessible, and valid. Their final report is divided into the following sections: (1) "Introduction," which examines the fragility of cultural memory in a digital age and the limits of digital technology; (2) "The Challenge of Archiving Digital Information," a discussion of the obsolescence of certain digital media, migration of digital information to other hardware/software configurations or generations, legal and institutional issues, and the need for deep infrastructure; (3) "Information Objects in the Digital Landscape," which examines the issue of integrity of digital information, and stakeholder interests in that question; (4) "Archival Roles and Responsibilities," about the operating environment, migration strategies, and managing costs and finances; and (5) "Summary and Recommendations." One of the major findings of the study was that a process of certification was needed to create a climate of trust in this field of endeavor. The future needs a sufficient number of people who can be trusted to go to great lengths to store, migrate, and provide access to digital collections. A series of pilot projects and support structures are recommended. Appendices include copies of the charge of the task force and of a detailed analysis of a cost model. (Contains 75 references.) 7Preserving Digital Information Task Force Report 1996
In December 1994, the Commission on Preservation and Access and the Research Libraries Group created the Task Force on Digital Archiving. The purpose of the Task Force was to investigate the means of ensuring “continued access indefinitely into the future of records stored in digital electronic form.” Composed of individuals drawn from industry, museums, archives and libraries, publishers, scholarly societies and government, the Task Force was charged specifically to: -- “Frame the key problems (organizational, technological, legal, economic etc.) that need to be resolved for technology refreshing to be considered an acceptable approach to ensuring continuing access to electronic digital records indefinitely into the future. -- “Define the critical issues that inhibit resolution of each identified problem. -- “For each issue, recommend actions to remove the issue from the list. -- “Consider alternatives to technology refreshing. -- “Make other generic recommendations as appropriate” (see Appendix A for the full charge). The document before you is the final report of the Task Force. Following its initial deliberations, the Task Force issued a draft report in August, 1995. An extended comment period followed, during which a wide variety of interested parties located both here in the United States and abroad contributed numerous helpful and thoughtful suggestions for improving the draft report. The Task Force benefited greatly from the comments it received and incorporated many of them in this final report.
