Increasingly, out-of-school time programs are being asked to provide data that documents their progress and demonstrates their results. But for many OST programs and their over-worked staff this added responsibility is the "straw that broke the camel?s back." Across the country there is a cry from programs for help in deciding what to measure and how to measure it. Although there is no formal consensus regarding realistic outcomes for all OST programs, one of the unintended benefits of the release of the first national 21st Century Community Learning Centers impact evaluation has been increased attention to the question "What is realistic for OST programs to be held accountable for?" Proceedings from a June 2003 After School Summit hosted by the U.S. Department of Education and Arnold Schwarzenegger indicate that researchers and policymakers alike are interested and invested in helping programs measure and improve their performance. This Snapshot contributes to that conversation by providing a comprehensive listing of the performance measures that OST programs nationwide are currently using as well as the sources that they use to collect data on each measure. It is based on a review of the outcomes reported in the evaluations posted in the Harvard Family Research Project Out-of-School Time Program Evaluation Database. While not an exhaustive listing of the universe of performance measures currently being used, this Snapshot provides information for programs making evaluation decisions as well as for researchers, evaluators, and others helping programs build evaluation capacity and improve performance.

That the English learner (EL) student population is growing is not a problem, but that ELs are not generally thriving in U.S. classrooms is. ELs score lower on tests, get poorer grades, take fewer advanced or college prep classes at the secondary level, and graduate from high school at much lower rates than do native speakers of English. Moreover, the likelihood that EL students will receive any post-secondary education or find and maintain stable employment is lower than for other students. One reason for this lower level of achievement is "time". ELs have to learn a new language, learn content through this new language, and learn about the culture of the school as well as the culture at large--all in the same amount of time English-fluent students have in which to learn only content. Out-of-school time (OST) programs have the potential to offer educational benefits to this growing EL population by devoting their valuable resource of "time" to research-based activities that can support ELs facing the dual challenge of learning both English and subject matter content. A number of research-supported strategies for improving EL achievement can potentially be applied in OST settings: (1) incorporating primary language use; (2) providing opportunities for practice and interaction in a relatively risk-free environment; (3) addressing ELs' individual differences including a wide range of backgrounds and English proficiency; (4) fostering student motivation and engagement; and (5) promoting connections with students' families and communities. In order to move from potential to positive outcomes for ELs, OST educators and administrators must plan how best to make use of the precious resource of extra time that OST programs provide. This article offers some recommendations.

Out-of-school time (OST) programs are being developed to provide safe places and constructive after school activities for children and youth from families in which a single parent or both parents work and neither parent would be home after school. This manual is intended to help program directors, child care providers, service members, school administrators, and leaders of community-based organizations to effectively integrate service in the development and implementation of OST programs. The manual discusses quality OST programs, highlights effective practices, discusses service and service-learning activities for children and youth in OST, and lists resources and contacts. Discussions among practitioners and researchers in the emerging fields of service and OST have developed a body of knowledge about what makes a high quality program, and some of these efforts to define quality standards are summarized. Existing service programs are presented as examples of effective practices that incorporate service and out-of-school time activities. (JPB)

A British study examined whether people's literacy and numeracy skills get worse if they are out of paid employment. It was based on a sample of adults aged 37, who are part of the major cohort study, the National Child Development Study. Only those persons who left school at age 16 were included. Some of the findings were as follows: (1) when men were out of work, their numeracy skills got steadily worse, with those who had poor skills to start with seeing their skills decline sooner and more; (2) time out of paid employment was also linked to a decline in numeracy skills in women, but to a lesser degree; (3) reading skills were more resilient for both men and women--unemployed women had a small decline in skills whereas men's skills declined only if they had poor skills to start with; (4) other influences, such as socioeconomic status, had great influence on whether skills declined during unemployment, but at least small skill losses were suffered at all levels. The study concluded that since reading is used all the time, being out of work has less impact. In addition, since some numeracy skills are used in work but not in everyday life, they are more likely to be lost when people are out of work. Finally, those who had a reached a skills threshold were less likely to lose their skills and training in work appeared to protect against skills loss. The findings underline the importance of opportunities for unemployed people to improve their basic skills. (KC)

Out-of-school time programs can enhance academic achievement by helping students learn outside the classroom. The purpose of this practice guide is to provide recommendations for organizing and delivering school-based out-of-school time (OST) programs to improve the academic achievement of student participants. The five recommendations in this guide are intended to help district and school administrators, out-of-school program providers, and educators design out-of-school time programs that will increase learning for students. These recommendations are: (1) Align the OST program academically with the school day; (2) Maximize student participation and attendance; (3) Adapt instruction to individual and small group needs; (4) Provide engaging learning experiences; and (5) Assess program performance and use the results to improve the quality of the program. The guide also describes the research supporting each recommendation, how to carry out each recommendation, and how to address roadblocks that might arise in implementing them. The scope of this practice guide is limited to programs that (1) serve elementary and middle school students; (2) are organized by or conducted in partnership with a school or school district; and (3) aim to improve academic outcomes. Appendices include: (1) Postscript from the Institute of Education Sciences; (2) About the authors; (3) Disclosure of potential conflicts of interest; and (4) Technical information on the studies. The afterschool community has long embraced the arts as part of the constellation of services offered to youth during nonschool hours. However, there has been much less comprehensive research in, and support for, the arts outside of school. Despite the fact that the United States has many local, regional, and state examples of excellent partnerships between the arts and afterschool, as well as model community-based afterschool youth arts programs, in the arts learning field these partnerships and programs are only beginning to foster evidence-based research and disseminate "best practices." This paper calls attention to community youth arts in order to address the need for more formal and research-based alliances between the arts learning and afterschool fields. The author concludes that the afterschool and arts communities need to work with state and local arts agencies to identify experienced arts educators and teaching artists; define high-quality arts participation; and integrate social, developmental, and academic goals with rigorous arts programming that meets 21st century goals.

When the Department of Defense was brought into counter-narcotics operations in the mid-1980s, our senior leadership perceived the drug war to be a very linear campaign. That is, senior decision makers believed that increases in detection and interdiction assets would produce proportionate increases in drug seizures. Thus, by employing the military to dramatically increase our interdiction capability, the leadership hoped to cripple smuggling organizations. But the impact of military support to interdiction was brief and indecisive. Smugglers have long since adapted, and it is now clear that the interdiction campaign's contribution to controlling the price and supply of drugs is, and will continue to be, negligible. This paper argues that, because of smuggler adaptation, drug interdiction has been an ineffective, sometimes counterproductive, element of our strategy, and that the military resources devoted to that effort should therefore be reprogrammed. Especially at this time, when our military is balancing diminishing resources and increasing operational demands, we must take a critical look at the need for continuing the current high levels of military support to drug interdiction. In fact, our national effort against drugs would lose little by releasing the bulk of the military's counter-narcotics assets to other, mainstream defense missions.

We study an analytically tractable model with long-range interactions for which an out-of-equilibrium very long-lived coherent structure spontaneously appears. The dynamics of this model is indeed very peculiar: a bicluster forms at low energy and is stable for very long time, contrary to statistical mechanics predictions. We first explain the onset of the structure, by approximating the short time dynamics with a forced Burgers equation. The emergence of the bicluster is the signature of the shock waves present in the associated hydrodynamical equations. The striking quantitative agreement with the dynamics of the particles fully confirms this procedure. We then show that a very fast timescale can be singled out from a slower motion. This enables us to use an adiabatic approximation to derive an effective Hamiltonian that describes very well the long time dynamics. We then get an explanation of the very long time stability of the bicluster: this out-of-equilibrium state corresponds to a statistical equilibrium of an effective mean-field dynamics.

We address the issue whether Single-Photon Avalanche Diodes (SPADs) can be suitably designed to achieve a trade-off between quantum efficiency and time resolution performance. We briefly recall the physical mechanisms setting the time resolution of avalanche photodiodes operated in single-photon counting, and we give some criteria for the design of SPADs with a quantum efficiency better than l0 percent at 1064 nm together with a time resolution below 50 ps rms.

Born in 1878, Thomas published his first book when he was 18. Having married while still at university, he supported his family by writing articles and books, some in the form of what we might call slow travel writing, compiled on walks throughout England and Wales. He came to poetry late, encouraged by Robert Frost, and wrote 144 poems between 1914, and 1917 when he was killed, two years after enlisting, and shortly after arriving in France. <br><br> His poetic life coincided with WW1, and though not a war poet, his is the poetry of loss, of life as it would never be again. What is powerful to the English imagination is his depiction of the fragility of the English countryside. This is inseparable from his deep understanding of the longings and regrets of those who would die. Transience and mortality are at the heart of his work. This is true in one of the country’s favourite poems, to be found on this recording: Adlestrop. He is important to other poets in that, at his best, his poetry is quietly, sometimes coldly, conversational, with a slow beat that takes us with him as he thinks through from line to line, and wraps us in his vision of life and the natural world. In terms of population, in terms of development and in terms of wealth, Victoria boomed in the 1850s and 1860s due to the Gold Rush. Undeniably, the colony had money to burn. Surprise port visits by the Russian corvette Bogatyr and the Confederate warship Shenandoah in the 1860s awakened in Victoria a deep sense of vulnerability, and Victorians set their minds to a new domestic project – a decades long pursuit of security. That effort would ultimately give rise to extensive coastal fortifications, militia and artillery formations both voluntary and professional, sea mines, and a small but not inconsequential naval flotilla whose backbone would be the formidable ironclad H.M.V.S. Cerberus. Not that these efforts were confined to Victoria alone. The not-infrequently perilous straits of the Mother Country as it navigated the treacherous shoals of European politics and global empire provided ample reasons for insomnia. To varying degrees the other states too had constituted forces, and most made a start at acquiring ‘warships’—an assemblage tending more to the ‘dinky’ side than that term might otherwise suggest. But where naval matters were concerned New South Wales made something of a false start, while Queensland and South Australia simply started late. Whether this is because the issue didn’t resonate as much in the other colonies, or whether Victoria simply had larger resources to sink into an inherently (economically) unproductive project is not immediately obvious. Efforts _were_ made in all the colonies, however and joint defence and a federal fleet would be a not insignificant impetus towards Federation. The Australian colonies would largely abandon armaments acquisition with the depression of the 1890s, but the arrival of Theodore Roosevelt’s Great White Fleet in 1908 exercised popular imagination, and the recently federated Commonwealth of Australia set about acquiring a new navy. This new Royal Australian Navy, lead by the battle-cruiser HMAS Australia, steamed into Sydney Harbour for the first time in late 1913. This new institution would be tested far more strenuously than the naval forces of the unfederated colonies ever were.
