From the reputation of car dealerships to the advancements in technology and the increase in gross margins, the industry has evolved in many ways. To gain insights into these changes and understand how dealerships can succeed in the current landscape, I had the opportunity to interview Nicholaos Gouvouniotis, the Chief Operating Officer of a billion-dollar dealer group with extensive experience in operations and variable ops.?The Changing Reputation of Car DealershipsOne of the most notable changes in the automotive industry is the improvement in the reputation of car dealerships. In the past, there was a negative stigma associated with car salespeople, but that perception has significantly improved over the years. Gouvouniotis shared his experience of witnessing this change, stating, \"I'm offended now when people have a negative connotation or a negative stigma of the automotive industry because there are more priests and police that have drama chaos and you don't see Geraldo Rivera jumping out of the bushes doing an expose on car dealers nowadays.\"This shift in perception is a result of the industry's efforts to improve transparency and customer service. Dealerships have become more educated and aware of the importance of providing a positive buying experience. An integrated nutrient budget for Lake Conway, Florida, was developed that integrated physical, chemical, and biological relationships. A hydrologic budget was constructed from measurements of stormwater runoff, subsurface seepage flows, and existing precipitation and evaporation data. It was determined that major sources of external nitrogen and phosphorus loadings were from atmospheric loadings, urban runoff, and subsurface seepage. Based upon a simulation model of the phosphorus dynamics of Lake Conway, it was concluded that sedimentation of phosphorus was occurring at higher than predicted rates, nutrient release by submerged macrophytes was salient to phosphorus dynamics, and release of phosphorus by sediments was not a significant internal source of this nutrient. The accuracy of the wind information used to generate trajectories for aircraft performing Interval Management (IM) operations is critical to the success of an IM operation. There are two main forms of uncertainty in the wind information used by the Flight Deck Interval Management (FIM) equipment. The first is the accuracy of the forecast modeling done by the weather provider. The second is that only a small subset of the forecast data can be uplinked to the aircraft for use by the FIM equipment, resulting in loss of additional information. This study focuses on what subset of forecast data, such as the number and location of the points where the wind is sampled should be made available to uplink to the aircraft.

On 9 September 1977, nearly 8000 white amur (Ctenopharyngodon idella) were stocked in Lake Conway, a five-pool, 1800-acre lake system near Orlando in Orange County, Florida. Stocking rate in each pool varied from 3 to 5 fish per surface acre; the fist weighed from 0.25 to 0.61 kg. The white amur were stocked to control the aquatic plant hydrilla (Hydrilla verticillata) and other macrophytes which had reached nuisance levels in the lake. The U. S. Army Engineer Waterways Experiment Station, under sponsorship from the U.S. Army Engineer District, Jacksonville, and the Office, Chief of Engineers, conducted a 5-year study on the effects of stocking white amur on certain biotic and abiotic variables in the lake ecosystem. Studies on the various components of Lake Conway were conducted under contractual arrangement with selected universities and State and local agencies in Florida. The study consisted of a baseline period prior to stocking (January 1976-September 1977), and at least three poststocking years (October 1977-September 1980). Additional studies were conducted on fish and herpetofauna in 1981 and 1982. The results of the Lake Conway project were complicated to some extent by two factors unrelated to the white amur. The most dramatic was uncharacteristically low water levels caused by below average rainfall from 1974 through the end of the study.

The U.S. government recognized the need for a more systemized method for managing the interagency response to complex contingency operations, after their experiences in Somalia, Haiti, and Bosnia. In 1997, President Clinton signed PDD 56: The Clinton Administrationαs Policy on Managing Complex Contingency Operations. To determine the impact of this directive, this thesis uses a pre-PDD 56 and post-PDD 56 case study comparison methodology treating PDD 56 as the intervention. U.S. participation in Bosnia from 1995 until 1996 is the pre-PDD 56 case study, and U.S. participation in Kosovo from 1998 until 1999 is the post-PDD 56 case study. The Bosnia and Kosovo case studies are compared using six variables (type, depth, and timing of planning, decision process, funding, and monitoring and modification). Subsequent improvements to PDD 56 illustrate the positive impact that PDD 56 has had on improving U.S. government civil-military unity of effort in complex contingency operations.

A contingency operation is an emergency in which military forces are used to address the outcome of natural disasters, terrorist attacks, subversions, or military operations. DoD involvement in deployed/contingency operations has increased and changed substantially in recent years: support of humanitarian and civic assistance missions and disaster relief has grown, as has the range of missions in which DoD engages. Ongoing support of the conflict in Afghanistan has also required a greater commitment from military personnel and greater diligence on the part of those tasked with the responsibility of financial management prior to, during, and following the missions. As a result of these changes, the need exists for establishing a nonrestrictive Deployed/Contingency Operations Financial Management Guidebook for Marine Corps continuity and consistency purposes. This will provide deployed/contingency Financial Management personnel with references for financial management during a contingency operation. This Guidebook provides nonmandatory guidance on best practices, lessons learned, and expectations.

Autonomous control systems represent a technological barrier from manual and automated operated control systems in an industry wide application. An increase in energy-efficient storage, transfer and use of cryogens and cryogenic propellants on Earth and in space has been observed in space related industries between NASA, government and commercial programs. An increase in efficiency of cryogenic systems demands an increase in the capabilities of the control and monitoring system that manages them. As new technologies are developed for cryogenic systems, complexity and capability increases. The increase in complexities are a natural drive to develop better and more capable health monitoring and control system management. Current research and development efforts lead the Cryogenics Test Laboratory at the Kennedy Space Center to improve its automated control and health monitoring system from a Programmable Logic Control (PLC) based-only system to a fully Integrated System for Health Management (ISHM) - Autonomous Control (AC) capable of performing autonomous operations on a cryogenic propellant transfer system. This ISHM-AC system has been developed and tested by controlling a complete simulated propellant transfer operation. The capabilities and test results of this fully integrated autonomous system for cryogenics propellant transfer operation will be presented in this paper.

This research assesses the contract management process capability of the United States Special Operations Command's (USSOCOM) Special Operations Acquisition and Logistics Directorate of Procurement (SOAL-K). The assessment uses two cross-sectional surveys covering contract management processes and mentorship/informationsharing. The purpose of this research is to analyze SOAL-K's contract management processes, provide a current assessment of the contract management process maturity level for each procurement division within SOAL-K, and recommend areas for improvement through application of the Contract Management Maturity Model (CMMM) to SOAL-K's senior leadership. A mentoring/information-sharing survey is administered to examine the current mentoring/information-sharing practices of SOAL-K.

To ensure sustainability and adaptability in managing training operations while minimizing impacts on watersheds, the U.S. Department of Defense (DoD) needs to identify activities that contribute to non-point source pollution, and strategically locate and schedule operations. During land-based training exercises, the potential exists for extreme spatial and temporal variability in hydrologic conditions. This can directly influence the level of associated environmental impacts from non-point-source pollutants such as eroded sediment, petroleum products, and heavy metals. We are developing decision tools to provide information to articulate tradeoffs between alternative management actions and resultant impacts and/or benefits to training range or adjacent downstream water bodies. These decision tools, and the data, science, technology, and knowledge upon which they are based, are necessary to bring the best science to bear on practical decision making. The overall approach to this project is to develop, assemble, link, and integrate the tool set for an adaptive management framework (AMF); demonstrate its use and value; and operationalize the framework for general application in arid and semi-arid regions. The site-specific demonstration is focused on managing training operations and minimizing impacts on training areas and downstream receiving waters at the Yakima Training Center (YTC) in south-central Washington State. This report presents a Geographic Information System (GIS)-based decision support framework. This framework provides the YTC stakeholders and DoD user community with the ability to plan training activities, map the erosion potential response in a system designed to be easy to use, and provide meaningful results to help formulate the decision-making process.

To ensure sustainability and adaptability in managing training operations while minimizing impacts on watersheds, the U.S. Department of Defense (DoD) needs to identify activities that contribute to non-point source pollution, and strategically locate and schedule operations. During land-based training exercises, the potential exists for extreme spatial and temporal variability in hydrologic conditions. This can directly influence the level of associated environmental impacts from non-point-source pollutants such as eroded sediment, petroleum products, and heavy metals. We are developing decision tools to provide information to articulate tradeoffs between alternative management actions and resultant impacts and/or benefits to training range or adjacent downstream water bodies. These decision tools, and the data, science, technology, and knowledge upon which they are based, are necessary to bring the best science to bear on practical decision making. The overall approach to this project is to develop, assemble, link, and integrate the tool set for an adaptive management framework (AMF); demonstrate its use and value; and operationalize the framework for general application in arid and semi-arid regions. The site-specific demonstration is focused on managing training operations and minimizing impacts on training areas and downstream receiving waters at the Yakima Training Center (YTC) in south-central Washington State. This report presents a Geographic Information System (GIS)-based decision support framework. This framework provides the YTC stakeholders and DoD user community with the ability to plan training activities, map the erosion potential response in a system designed to be easy to use, and provide meaningful results to help formulate the decision-making process.

Blow-in-place operations provide a proven method of handling unexploded ordnance, but they also deliver significant amounts of munitions constituents residues to the environment. These residues may persist and affect environmental sustainability on training ranges. Alkaline hydrolysis is a well-established method for the destruction of explosives compounds. The objective of this study was to measure the efficacy of on-site treatment of munitions constituents with hydrated lime following blow-in-place operations. Samples taken immediately following topical application of hydrated lime demonstrate that lime does have an immediate effect on RDX concentration. However, munitions constituents residues unaffected by lime treatment remained at the end of the study, probably because of poor contact between munitions constituents residues and hydrated lime. This study highlighted three challenges to consider as technology development moves forward on alkaline treatment of munitions constituents. First, inconsistent RDX concentrations obscured the results of the field study. Second, the application method will make an important impact on the success of the treatment. Finally, application rates will need to be tailored to individual applications so that enough alkaline material is delivered to effect complete destruction of the munitions constituent residues of concern.
