This paper provides a historical overview of sheltered workshops and presents information about service innovations and mission expansion. The first workshop in the United States was the Perkins Institute, opened in 1837 for individuals with visual handicaps. This workshop was typical of "categorical" workshops that were established during this time to serve people with particular disabilities. Many workshops were private non-profit organizations, and almost no workshops were fully funded by public or private sources. Rural community sheltered workshops that have operated for over 20 years have changed and are now more likely to resemble a small business than a rehabilitation facility. Many facilities are involved in service contracts related to collating, mailing, packaging, labeling, and maid/janitorial services. Many employees or clients of today's workshops transitioned from school without the benefits of a free and appropriate education (mandated under PL-94-142, the Individuals with Disabilities Education Act) and program options such as vocational education. One southeastern rural state has developed well managed and innovative community sheltered workshops. This state has 29 workshops that serve over 2,000 individuals. The shops recently reported $5.25 million in annual sales of goods and services and placed 8 percent of their employees or clients in competitive employment. Only 13 percent of their budgets come from state dollars, leaving 87 percent to be raised by contracts, sales, and services. This paper suggests that rural community or regional workshops should be evaluated in three major areas: the workshop as a business, service to potential employers, and service to employees and clients. After a brief review of various mappings of fermion pairs to bosons, we rigorously derive a general approach. Following the methods of Marumori and Otsuka, Arima, and Iachello, our approach begins with mapping states and constructs boson representations that preserve fermion matrix elements. In several cases these representations factor into finite, Hermitian boson images times a projection or norm operator that embodies the Pauli principle. We pay particular attention to truncated boson spaces, and describe general methods for constructing Hermitian and approximately finite boson image Hamiltonians, including effective operator theory to account for excluded states. This method is akin to that of Otsuka, Arima, and Iachello introduced in connection with the Interacting Boson Model, but is more rigorous, general, and systematic.

This essay reviews quality of work life as a management technique and argues that quality-of-work-life programs, conceptualized multidimensionally, offer a unique mechanism for improving working conditions in schools and within districts. A brief analysis of major management ideologies concludes that some techniques advocated under the label of quality of work life share the limitations of earlier theories, such as failing to consider a positive image of the worker as active and knowledgeable. Three quality-of-work-life themes--control, participation, and cooptation--are significant in school districts. Involving a reconceptualization of the fundamental elements of an organization, major aspects of a holistic approach to quality of work life are the integration of levels of analysis, the reduction of structure to action, the linkage of perception to behavior, and the interdependence and integration of actors in the organization. Broadly conceived, quality-of-work-life programs involve a process of diagnosis based on empirical data, intervention tailored to the specific needs of the organization, and evaluation. For further development of quality-of-work-life programs, issues including communication, supervision, role conflict, intergroup relations, physical work environment, participation, compensation, and career development should be considered in relation to various consequences of work itself, such as stress or job satisfaction. For the major part of its history Australia's national defence policy has relied upon alliances with major world powers to ensure its security. The Nixon Doctrine and withdrawal of United Kingdom forces from East of the Suez persuaded Australia to develop a more independent strategy, which attempts to develop regional balances of power and cooperative security agreements. Australia's defence forces are required to become self reliant, but within a framework of alliances. Although contemplated throughout the 1970s, this strategy was first articulated in 1986, and was most recently reinforced through the release of the 1994 Defence White Paper "Defending Australia." The paper examines this strategy, its history and objectives, and reviews it in relation to Australia's regional setting and proposed objectives. Limitations such as constraining the area from which threats to Australia are assumed to occur, the definition of the nature of the threats, and the time frame within which major threats may occur are examined. A series of questions suggest that the strategy does not reflect current or potential future regional balances of power, perspectives and culture, while also failing to address emerging threats and actors such as non-state institutions, information warfare and economic warfare. The paper concludes that the strategy is flawed because it assumes the outcome of political, military and diplomatic liaison will be as hoped, and falls to provide any alternative in the event that unanticipated regional tensions or hostilities eventuate which may threaten Australian interests. Stopping short of suggesting an alternate strategy, the paper recommends approaches to defining the region, including the use of alternate futures development.

Despite the almost equal proportion of females to males who receive doctoral degrees in the U.S., women remain underrepresented in senior positions--faculty and administrative--in institutions of higher education. Unlike the more blatant discrimination extant before the era of civil rights legislation, barriers today are less obvious to the untutored observer. This paper will explore the gendered schemas that impede the equitable representation of women in senior administrative roles in higher education. Current formulations suggest a variety of rationales for this underrepresentation, including: traditional devaluation of women's abilities; beliefs about the appropriateness of roles and behaviors for women; unconscious biases which disadvantage women in multiple settings despite evidence of success; failure to appreciate the precedents provided by women administrators who created pathways for contemporary women in administration; as well as the reluctance to reconsider the requisite skill sets for a successful institutional leader in the 21st century. A consideration of leadership theory and research on the impact of stereotypes suggests ways in which women can develop the resilience necessary to challenge the traditions of the academy, traditions which remain heavily reliant on dated beliefs of male superiority and the rightness of the majority culture.

Educational practice is influenced, in part, by the constant visualization of gender stereotypes throughout society in various forms, in both the old and new technologies. The imagery of computer technology as male turf has been carried into the World Wide Web through graphic advertisements. Male administrators make decisions about school practice that influence the implementation of new distance education technologies. The pervasive message of gender stereotypes has a tremendous influence on children and adults, and can bring biased value systems into what seems to be otherwise technologically innovative environments. The paper discusses developing male and female stereotypes; culture and groups; and gender stereotypes in print media, television, cyberspace, and ITV educational environments. Instructional designers can influence the educational industry, home market, school environment, and practices in business and military environments. Instructional designers can influence educational practice by designing instructional environments that attend to the needs of the female population as well as those of the males. Even though the majority of network users are males, females must be encouraged to learn skills and be provided with opportunities to have equal access to information. (Contains 41 references.) This monograph analyzes classical warfare and modern warfare to determine whether there is a theoretical shift occurring that is blending the tenets of both of these theories of war. Exploitation of the inherent strengths of each of these theories of warfare could lead to a more cogent form of warfare appropriate for the U.S. Army as it implements its current transformation. The use of military force, or the threat of military force, has been a dominant feature of societies from the most primitive to the highly advanced. Whether organized along primitive tribal groupings for use only during time of war, or whether organized from complex industrial societies as professional standing armies, all military forces have theoretical underpinnings. Without a coherent theory of war, it is impossible to employ organized military force in an effective fashion. The military force operating from the most effective and appropriate military theory has the greater chance of victory. The two most dominant theories of war for conventional forces are those of classical warfare, enumerated by decisive battle, and modern warfare aptly defined within the operational art. The use of the concept of tenets is most useful as the monograph defines decisive and operational warfare. The monograph must first explore the definition of classical warfare and decisive battle. The monograph develops a definition for decisive battle utilizing historical example and then determines the tenets that propagate the theory of classical warfare. Analyzing in detail the component parts or tenets of the theory of classical warfare determines the theoretical basis for how the militaries of the past conducted warfare either successfully or unsuccessfully. This study was conducted to determine if viewing a commercially prepared videotape containing written and aural subliminal messages was more effective at producing weight loss than a videotape containing the same content, but without the subliminals. Participants included undergraduate and graduate students from Iowa State University (N=51) who were randomly assigned to two treatment groups: the experimental group who viewed the 22-minute weight loss videotape with subliminals, and the control group who viewed the same tape without the subliminal messages. After 25 viewings, within a 37-day period, subjects were measured to see if changes occurred in these areas: (1) attitude toward food and exercise (FEAT); (2) behavior toward food and exercise by change in weight and percentage of body fat; and (3) behavior toward food and exercise by incidence of high calorie-low nutritional food intake (FIR). The first two hypotheses were not supported as the tape containing the subliminal messages was not found to be more effective at producing weight loss or loss of body fat in viewers than a tape without the subliminals. Although the experimental group did show more improvement in their attitudes toward food and exercise, the difference was not significant, and the third hypothesis was also rejected. Four recommendations for further study are suggested, a list of references and two sample questionnaires are appended, and seven tables are contained in the text. (JB)

Factors affecting upper and lower limits to graduate enrollment are identified, including the number of faculty available for graduate advising. Graduate student recruiting should be coordinated through the graduate school office for a number of reasons, including the effectiveness of combining or coordinating recruitment efforts in closely related fields. General recruiting efforts must be supplemented by work at the departmental or program level. Faculty members can refer students to graduate departments at other schools and can tap potential graduate students from the pool of public school teachers, practicing professionals, and companies. Alumni are another recruitment resource; successful alumni from the program is a persuasive advocate. Applicant pools include undergraduates at the institution and from other institutions and professional groups outside the college. When a focus of recruitment is women, minorities, or foreign students, adequate services should be available to retain them. (SW)

By using a wave packet approach, this paper reviews the Jaynes-Cummings model with and without the rotating wave approximation in a non-standard way. This gives new insight, not only of the two models themselves, but of the rotating wave approximation as well. Expressing the models by field quadrature operators, instead of the typically used boson ladder operators, wave packet simulations are presented. Several known phenomena of these systems, such as collapse-revivals, Rabi oscillation, squeezing and entanglement, are reviewed and explained in this new picture, either in an adiabatic or diabatic frame. The harmonic shape of the potential curves that the wave packets evolve on and the existence of a level crossing make these results interesting in a broader sense than only for models in quantum optics, especially in atomic and molecular physics.

Japan stands as a rare country in which ESD has been incorporated as mainstream policy. However, looking back on the United Nations Decade of Education for Sustainable Development (UNDESD), ESD has not brought about the transformation in Japan that one expects ESD to aim for, despite this support at the policy level. The cause may be that pouring the "new wine" of ESD into the "old bottle" of the traditional educational system has diluted the dynamism contained in ESD. Both "shallow ESD" and "deep ESD" exist. The former stems mainly from widely shared interpretations of ESD that emphasize the overlap and connections with existing school subjects and types of education. The latter is needed to avoid this loss of dynamism and to gain access to the full potential of ESD. Holistic educational approaches that replace conventional ones, as well as system-level transformation, are indispensable to realize this "deep ESD."

Abstract Aim:: Hyperparathyroidism (HPT) is a condition that occurs due to exacerbated activity of the parathyroid glands. According to the etiology it may be primary, secondary or tertiary hyperparathyroidism (pHPT, sHPT, tHPT). This is a study done to document and evaluate the presentations of primary and secondary HPT, with the associated complications and the approach to management in these patients, at our hospital. Materials and Methods:: Twenty-one patients with HPT were encountered at Sri Ramachandra Medical College and Research Institute between January 2000 and January 2010. Operative notes, histopathology files, and medical records were used for the retrospective analysis of the patients with HPT. Parathormone, calcium, and phosphate levels were estimated on all the patients, to determine the primary or secondary etiology of this endocrine abnormality. Furthermore, these patients were subjected to ultrasonography (USG) of the neck and Technetium (99 mTc) scan of the neck to identify the parathyroid gland. Results:: This study revealed that about 76, 19, and 5% of the patients suffered from pHPT, sHPT, and tHPT, respectively, with a female preponderance (62%).The neoplasm in all patients with pHPT was parathyroid adenoma. The patients presented with renal, bony, and menstrual abnormalities. Cases with sHPT had a 15 – 20 year history of chronic kidney disease and they subsequently developed bony abnormalities. Even as all the patients with pHPT were managed with parathyroidectomy, individuals with sHPT were treated conservatively. Postoperative features of hypocalcemia were noted in only one patient. Conclusion:: This study re-emphasizes that pHPT is more common and is often due to an adenoma. Recent advances in parathormone sampling operatively and minimal access surgery, along with accurate and prompt clinical diagnosis, is necessary for the cure of these patients presenting with obscure abdominal, bony, and renal ailments.

In recent years, the Green New Deal has moved from relative obscurity to front and centre of policy discussions and public debates about how to respond to the climate crisis. It has been credited with radically changing the nature of the conversation on climate change and with re-energizing the environmental movement at a critical time. All Green New Deal proposals share an emphasis on the need for governments (rather than markets) to lead the energy transition. However, they differ in other respects. This Handbook analyses the fundamentals underlying all Green New Deals as well as exploring national and regional variations. It is divided into three parts. The first part examines the political economy of the Green New Deal focussing not just on how proposals will be costed but also on opportunities for a fundamental transformation of both national economies and the global economic system.
