A review of the problems and potential of the Federated States of Micronesia (FSM) elementary-secondary educational system and a brief summary of the postsecondary system are provided in this report. Methodology involved dialogues with approximately 1,500 citizens; a survey of 870 government leaders, school administrators, teachers, parents, and students; site visitation and observation; and document analysis. Part 1, the national report, an introduction to the study; relevant social, historical, and demographic issues; methodology, survey results, fifteen recommendations; and the estimated costs of implementation. In part 2, state reports and recommendations from Yap, Chuuk, Pohnpei, and Kosrae (FSM) are presented. Recommendations are made for increasing citizen participation in decision making, valuing employment and career progress, balancing economics and educational needs, and providing equal educational opportunities. Thirty tables and four figures are included. Appendices contain interview schedules and coding instructions. (26 references) (LMI)

Following. introductory background comments by Under Secretary James Buckley, the representatives approved, with only minor comment, the IG-prepared policy paper recommending that~the United States proceed with the negotiations fora Compact of Free Association with the three Micronesian states it currently administers under the UN Trusteeship, Accordingly, a National Security Decision Document will be circulated .shortly in preparation for an IaSC meeting. 2, Discussion of U.S. Governmental arrangements for managing. the relationship with the Micronesian states after the Compact is approved occupied the bulk of the meeting. This issue had not been resolved by the IG. Interior had insisted that it should manage the relationship with State and Defense arguing for broader interagency arrangements. Deputy Secretary Clark informed the meeting that he had worked out an arrangement with Interior which, in effect, endorsed the State/Defense position. According to his formula the management of the relationship will 6e on three levels: a, The IG will continue in existence as the principal policy formulating body, reporting to the SIG, It will continue to be chaired by State and will be comprised of representatives of Interior, Defense, JCS, OMB and other agencies as appropriate. b. Two subordinate committees both chaired by State and comprising members of the IG will also be established to manage the day-to-day relationship. The first will, in effect, be a committee of principals; the second an executive staff. The latter will be lodged at State.. The SIG approved this arrangement in principle with OMB withholding specific endorsement pending a review of the details involved.. 3. No intelligence issues or equities were discussed. It is clear from the arrangements, however, that the Intelligence Community will have full opportunity to participate in further IG deliberat_ions on Micronesia that may impact on its interests. Issue: The SIG meeting on Micronesia scheduled for 6 August is to consider policy recommendations prepared by the Micronesian IG to move ahead with the negotiations for the Compact of Free Association for the three Micronesian Governments the US currently administers under UN Trusteeship. The Compact was negotiated and initialed under the Carter Administration but not completed in detail nor formally approved by any of the concerned parties. 2. Background: There is general intergovernmental agreement to move ahead with the Compact formula and this will almost certainly be endorsed at the 6 August meeting. The only outstanding issue appears to be one of bureaucratic jurisdiction. Interior wants to be designated the Agency to manage the relationship after the Compact is approved. State and Defense differ strongly. Deputy Secretary Clark has been quietly and privately attempting to negotiate with his counterparts in Defense and Interior to reach an acceptable compromise whereby a committee chaired by State but including Defense and Interior would manage the relationship. He is receiving support from the White House for this effort. 3. Recommendation: The IG has been meeting for the past four months to develop the policy recommendations. There has been no CIA participation in these meetings. In view of the fact that Micronesia is essentially an internal US matter, I would recommend against participation in the SIG. At the peak of global colonialism no island however small was exempted from European greed. We conclude our Scramble for Oceania series with the scrambles for the many islands in the Pacific. Many of these are still colonies today, given names like "special overseas territory" to hide the fact. This publication follows the tradition of publishing selected papers from Pacific Islands Association of Libraries, Archives and Museums (PIALA) annual conferences. This 20th annual conference was held in Weno, Chuuk State, Federated States of Micronesia, November 15-19, 2010. The volume begins with a listing of the members of the PIALA 2010 Planning Committee and PIALA Officers and Executive Board, Acknowledgements, and the Conference program schedule. Joakim Peter, Director of the College of Micronesia-FSM Chuuk State campus, provided the keynote address "Building on Culture, Knowledge, and Information through Collaboration and Resource Sharing." Presentations include: (1) LEAP! The volume ends with an appended chronology of PIALA conferences (with links to fulltext availability) and selected photographs from the Conference.

By focusing on social and cultural backgrounds of the five U.S.-affiliated Micronesian states, this document highlight issues that pertain to education in this region. The first sections deal with the political history of the region, emphasizing the period of U.S. administration from the 1940's to the 1970's. The history of instititonalized education is also outlined, describing political, economic, and demographic factors that affect the future course of Micronesia. The document then examines ethnographic research on the various cultures of Micronesia. Emphasis is placed on aspects of traditional culture which particularly have an impact on education: traditional learning structures; factors in communication and self-presentation; and attitudes toward authority, work, and cultural contact. Traditional leadership structures and status relationships, now competing with the cash economy and status through wealth and education, are also discussed. Separate subsections deal with each of the Federated States of Micronesia (Yap, Truk, Ponape, and Kosrae) as well as the Marshall Islands, the Republic of Belau, the Territory of Guam, and the Commonwealth of the Northern Mariana Islands. The final sections address education in Micronesia, including educational needs and areas for future research and development. A population chart and tables showing trends in urbanization, age distribution, the relationship among languages, and language spoken in the home are provided. A bibliography listing over 180 resources concludes the document. (LH)

The Compact of Free Association (COFA), a 1986 treaty between the United States and the Federated States of Micronesia (FSM), formalizes a specific type of shared sovereignty: free association between politically independent nations. The COFA intentionally compromises some aspects of Micronesian sovereignty by ceding limited authority to the United States, backed by the FSM's international legal standing. In return, the FSM should gain the political and economic capacity to be more effectively sovereign than it could be without external assistance. Whether free association remains the best avenue for the FSM to pursue its national goals depends on how sovereign authority is maintained. Does the COFA undermine the FSM's political authority in order to support U.S. strategic interests, or does it properly leverage the FSM's international legal standing and greater U.S. capacity in support of mutual interests? A critical look at international legal norms and shared sovereignty regimes, followed by a qualitative cost-benefit analysis with respect to sovereignty, might best answer that question. The results suggest necessary modifications to the U.S.-FSM COFA, as well as a revised understanding of free association and its potential effects on sovereignty.

The annual conference of the Pacific Islands Association of Libraries and Archives addressed various topics of interest to librarians, archivists, and educators in the Pacific Islands. This document describes the East Caroline Islands lying in the Ponape District and the development of a Teacher Corps inservice program to aid public school teachers in professional development. Program objectives were to: (1) up-grade basic and professional skills of Micronesian interns; (2) implement a University Without Walls baccalaureate program in the Trust Territory for Micronesians; (3) demonstrate a model for teacher training which could be implemented in other parts of Micronesia; (4) utilize and support the teacher education programs at the Community College of Micronesia; and (5) develop culturally relevant teacher training curriculum materials. The project also sought to combine three elements into its degree process: academic, inservice, and community. The program dealt with instruction in Generic Teaching Skills, Interactional Analysis, English Improvement, Mathematics Improvement, Social Studies Methods, Lesson Planning, Evaluation, and Community Education. This instruction, in conjunction with course work at the Community College of Micronesia, previous course work at other colleges, and documentation of previous work and life experiences, comprise the total degree plan of each intern. Upon completion the intern receives a Bachelor of Science Degree with special emphasis on teacher training. (MJB)
