CSD is pleased that the overall problem of an integrated Information/Materials Handling Systems Program relating to the imagery exploitation processes has been conceptualized and forwarded for com- ment. Since, the IMHS is so all encompassing this Division obviously is not prepared to comment in detail in so short a period of time. How- ever, this Division is prepared to comment in general. 2. We heartily endorse the program objectives as generally stated in the paper but feel that to limit the research and development exclu- sively to the problems of information handling, materials handling, and a data link system is too restrictive. We feel strongly that to ignore the functional and organizational relationships will result in a system only partially satisfactory to the Center's needs. 3. How the Center is organized functionally has a bearing on the equipment needed; conversely the kind of equipment procured can in part determine how functions are organized. There should, we believe, be more of a total systems approach than proposed. 4. We further feel that since the proposal affects this Division's requirements in several areas, a meeting between representatives of this Division and your Staff regarding our needs would be most useful. We would be thereby assured that problems critical to the CSD operation would be recognized and provided for. Memorandum NPIC/P&DS-370-65 dated 13 October 1965 Memorandum PAG/M-1025-65 dated 23 September 1965 1. The Photographic Analysis Group agrees that there exists within NPIC an urgent requirement for a review and probably revision of its entire information processing system. The PAG recommendation concerning this subject is contained in reference (b), a copy of which is attached. How- ever, we can not endorse, at this time, a Government sponsored research and development program in the field of information/material handling as it relates to imagery exploitation processes as proposed in reference (a). This position is predicated on several factors as follows: a. This problem is too important to be coordinated on a crash basis with a one or two day deadline as proposed in your cover memorandum (reference a). b. The proposal presented in reference (a) appears to be in obvious conflict with an Information Processing Division proposal on System Analysis. In the opinion of PAG, a Systems Analysis should be conducted prior to launching a program such as proposed in reference (a). Certain important in-house actions are necessary prior to any system analysis and, again, these actions are outlined in reference (b). Any program of system analysis and development must be based upon a Comprehensive System Plan which remains to be established. The Plan must be designed to provide total support to the NPIC's national Mission. It is imperative that this planning be accomplished by experienced NPIC personnel who are relieved of their normal tasks and responsibilities and able to devote full time to the design of this Comprehensive System Plan. A suggested composite planning group is listed in the last para- graph of reference (b). It is generally accepted that the problem of handling information and materials will grow in direct proportion to the increase in the volume and quality of acquisitions and the attendant increase in exploitation requirements. It is further accepted that the problem must be dealt with on a priority basis through a well coordinated approach. Having accepted these points, it follows that a research and development effort in this area is desirable and, in fact essential, if the NPIC is to avoid choking on its own life blood. 2. Some concern arises over the wisdom of addressing the information/ material handling problem prior to an overall systems analysis study of the NPIC to define specific target areas for such an R&D effort. It would seem desirable to conduct a systems analysis of the NPIC prior to attacking specific elements of the NPIC's operations, or at least to conduct the two programs concurrently. 3. Your proposal would lead one to believe that the information/ material handling systems program is to be studied as a separate entity without regard to the results of the other programs within the P&DS "Seven Major Programs" effort; it is felt that this program will have several areas of overlap with the other six programs, and this fact should be brought out in the proposal as it goes to prospective contractors. CSD is pleased that the overall problem of an integrated Information/Materials Handling Systems Program relating to the imagery exploitation processes has been conceptualized and forwarded for com- ment. Since, the IMHS is so all encompassing this Division obviously is not prepared to comment in detail in so short a period of time. How- ever, this Division is prepared to comment in general. 2. We heartily endorse the program objectives as generally stated in the paper but feel that to limit the research and development exclu- sively to the problems of information handling, materials handling, and a data link system is too restrictive. We feel strongly that to ignore the functional and organizational relationships will result in a system. ..only partially satisfactory to the Center's needs. 3. How the Center is organized functionally has a bearing on the equipment needed; conversely the kind of equipment procured can in part determine how functions are organized. There should,,.we believe, be ,more of a total systems approach than proposed. 4. The major equipment and steps in the production of combat rations have been individually addressed in the CRAMTD demonstration site, such as filling and sealing Tray Pack cans, filling and sealing MRE pouches and retorting for sterility. The introduction of materials and ingredients into the process and movement between operations has been accomplished manually and expeditiously, but the methods and equipment used would not support normal production rates. Further, there was a need to optimize product safety and overall efficiency. This project covered documentation and analysis of current technology, and resulted in the development of integrated systems for moving product and material in and between specific process areas. A Hi-Speed Checkweigher Pouch Inspection Conveyor, Brenter Retort Loader, Roll Hoist Machine, Intermittent Bucket Conveyor and Centralized Control Station were developed and demonstrated during the project. Non-Traditional Capital Investment Criteria (NCIC) studies were made of Product Feeders, Retort Crate Loading, and a Centralized Control Station.

The 300,000 lbs/hr steam capacity multicell fluidized-bed boiler (MFB) utilizes complex material handling systems. The material handling systems can be divided into the following areas: (1) coal preparation; transfer and delivery, (2) limestone handling system, (3) fly-ash removal and (4) bed material handling system. Each of the above systems are described in detail and some of the potential problem areas are discussed. A major potential problem that exists is the coal drying system. The coal dryer is designed to use 600 F preheated combustion air as drying medium and the dryer effluent is designed to enter a hot electrostatic precipitator (730 F) after passage through a cyclone. Other problem areas to be discussed include the steam generator coal and limestone feed system which may have operating difficulties with wet coal and/or coal fines.
