This report presents an evaluation instrument through which school districts and schools can identify and select computer-based school information management systems (SIMS) suited to their needs. These selection criteria were identified through a survey questionnaire and interviews at 18 representative schools in the Edmonton (Alberta) Public School District. As a result of analysis of these data, a three-level evaluation process has been devised, with progressively more detailed selection criteria. Level 1 defines the four basic functions of SIMS: school records, scheduling, student attendance, and grade processing. It also covers basic criteria such as cost, reliability of vendor, hardware capacity, and ease of use. The Level 2 selection criteria are more detailed, and are used to determine whether a system meets the needs of a particular school. Level 3 evaluation, aimed at the few systems that are finalists in the selection process, involves functional and performance testing of all system modules in a real life environment. Evaluation at Level 3 is a two-phase process: first, each system is evaluated against the most detailed criteria, and second, the outcomes of individual product evaluations are summarized and compiled for comparison and final selection. Accordingly, two separate instruments are included: the SIMS Selection Criteria Level 3 working form, and the Comparison Summary and Review Form. Appended are the questionnaire and interview forms used to gather the information from which these criteria were derived, and a detailed scoring comparison form. (TE)

The main goal of this paper is to use the geometric network in the ArcGIS system to build and management the distribution of the electricity network in the College of Engineering at Sudan University of Science and Technology, which includes load distribution control and management, maintenance, new extensions and decision support. The major source data is a 10 cm spatial resolution aerial photograph of the research region, as well as network data obtained in the field, which comprises transformers, supply sub stations, distribution keys and cables from various portions of the electrical network. Different thematic layers, such as building, vegetation and electrical network parts, were created to meet the papers goal. A digital map of the electrical network, including underground cables, was created and the loads for various sectors were estimated to manage maintenance and new extensions and to determine the networks weaknesses. The ArcGIS systems geometric network was proven to be useful and has the potential to be used in electricity network analysis and management the flow directions of electricity power in the network. This thesis investigates the opportunity for the establishment of a Management Information Systems research center at the Naval Postgraduate School and the unique purpose it would serve within the Department of Defense community. Following the analysis of five existing information systems research centers anD their various objectives and activities, pertinent issues regarding the Naval Postgraduate School are identified through interviews of relevant faculty and staff. A mission is identified for a Naval Postgraduate School Information Systems Research Center, and a strategy involving the center's objectives and activities is suggested.

The purpose of this handbook is to provide guidance in the application of human engineering to the design and development of management information (and related) software systems. The users of this document are intended to be any individual, or group, who participates in the development of software systems, including logicians, software engineers, end-system users, software development managers, programmers, system evaluators, and human factors engineers. This handbook provides analysis techniques and methodologies for management information system development and presents human engineering guidelines for detailed user-computer interface software design. This volume contains guidance for those C4I and information systems program management areas where OSE principles and standards should be incorporated in planning and management. This guidance applies to all DoD Components in the management of new C4I and information systems, the modernization of existing C4I and information systems, and the upgrade of existing C4I and information systems components under the direction of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (ASD/C3I). Dining facilities aboard naval vessels, generally referred to as messing facilities, are grouped into the two distinct categories of general messes and private messes. This thesis is directed towards automating the transaction processing in the area of private messes and generally providing improved decision support to the mess treasurer. Officers and chief petty officers are authorized to establish private messes and today every naval vessel maintains at least one and sometimes several private messes. Membership is restricted by regulation and the costs of operation are borne by the membership on a prorated basis. The methods for such prorating can vary from one mess to another and the assets held by each mess can range in value from several hundred to several thousands dollars. Financial management of the mess is performed by an elected mess treasurer. This thesis examines the design and development of an automated information system to support the records keeping and reporting functions for private messes afloat. A system life cycle method was used to develop the program, Private Mess Accounting System (PMAS). This computer program was then demonstrated for potential users and statistical information was gathered and analyzed on the program's potential impact.

Supply squadron training monitors have to monitor, maintain, and schedule large numbers of base and squadron personnel for many different training requirements. Included in these training requirements are customer block training, ancillary training, on-the-job training, mobility training, and various other unit-level miscellaneous training areas. The old method of managing these requirements via cards and manually generated rosters has become obsolete. One purpose of this thesis was to search for a training management information system that would alleviate the time-consuming tasks associated with training management. A second objective was, if no satisfactory system could be found, to design a system to meet the needs of the supply training monitors. Extensive interviews were performed with supply training monitors and MAJCOM training managers in search of a system already in existence and gathering information for the possible development of such a system. Since no satisfactory system could be found, a supply training management system was designed and programmed in dBase III Plus. Despite the success of some antipoverty programs, it is not evident that conditions in poverty areas have improved; in fact, some indicators show that living conditions in the slums are worsening. One of the biggest difficulties is a lack of data on the nature of, and solutions to, the problems of these areas. Frequently revised data at least as comprehensive as that provided by the decennial census are needed. This project was designed to determine possible means of gathering the needed data so that program planners could make decisions based on facts instead of intuition. Although this is a case study of an inner-city poverty area in Philadelphia, it can be generalized to describe any similar urban area. Both the need for data and the methodology for establishing a manpower information system are developed from a broad perspective. The purpose of this paper is to propose an innovative approach to engaged learning. Founded on the principles of a scholarly think-tank and administered along the lines of a consulting organization, the proposed "Research Group" framework is designed to facilitate effective and efficient undergraduate research experiences in Management Information Systems and other business areas. In doing so, the program better prepares students for success in graduate school and their chosen careers. In this paper, we introduce the research group framework and describe its four fundamental elements. Examples of are then presented to illustrate both scholar-based and organization-based research experiences. We conclude with a discussion on the challenges of developing a formal undergraduate research program. A list of references and recommended readings is included.

Developments in information technologies have been impacting upon educational organizations. Principals have been using management information systems to improve the efficiency of administrative services. The aim of this research is to explore principals' perceptions about management information systems and how school management information systems are used in primary schools. The respondents of this study were 98 elementary school principals in Edirne. Data were gathered using a five-part questionnaire. The first part collected demographic information about respondents. The others had statements about school management information systems. The data were analyzed using frequency, percentage, mean and standard deviation. Results indicated that although technologic infrastructures of elementary schools are insufficient, school management information systems have an important contribution to school management.

Collected are eleven presentations made at a workshop designed to expose college and university administrators participating in the Technical Assistance Consortium to Improve College Services (TACTICS) to new management techniques. Presentations addressed the following subjects: the role of planning and management systems in post-secondary education; program planning and budgeting for Management Information Systems; financial aid and grants management; research applications development; the status of model developments and model implementation procedures; an implementation case study; and the relationship of management information systems and institutional research. Other speakers focused on the topics of admissions, registration, and student records; personnel systems and budget decision-making; facilities and housing management; and TACTICS evaluation training.
