The purpose of this research is to develop and implement an economic and geographic approach to forming and developing geographic (territorial) industrial clusters in regions of Kazakhstan. The purpose necessitates the accomplishment of the following scientific objectives: to investigate scientific approaches and experience of territorial economic development; to investigate the developmental trends and territorial concentration of the economy in the West Kazakhstan region; to determine the prospects of formation and recommendations regarding the development of geographic (territorial) industrial clusters in the West Kazakhstan region. The general methodology of the present research is based on philosophical and ecological-geographic ideas and concepts, which, in turn, are based on the concept of sustainable development of an area and the principle of polycentric development of production forces in the country. The given paper presents an economic and geographic approach to the formation and development of geographic (territorial) industrial clusters in Kazakhstan regions. Recommendations are developed regarding territorial and structural transformation and modernization of the West Kazakhstan region economy, based on mobilization and an effective use of natural resources, new forms of productive forces territorial organization (geographic (territorial) industrial clusters).

In the absence of a uniform industrial and cluster policy in developing countries like Pakistan, a framework for the identification of viable clusters (with a balance of profitability and Sustainability) in an economy is vital to focus resources and policy recommendations on them. This research identified indicators based on a literature survey that define the viability of industrial clusters and prioritized the indicators based on experts’ recommendations through the Delphi technique with 0.5 and 4.00 cut-off points for Level of Consensus and Weighted Average respectively. The results reflect that involvement in child labor, environmental impacts of firm’s operations, and corroborating with corrupt regimes were considered the most important indicators of a firm’s viability considering the sustainability dimension whereas all the measures of centrality and linkages of firm with various actors were rated highly by the respondents followed by nnovation and R & D dimensions which were also considered critical. Finally, the limitations and de-limitations are discussed and policy recommendations are made.

The study purpose is to present Environmental Law and policies for problems in industrial clusters. Method: qualitative and analytical methods, descriptive method for primary model, synthesis and discussion methods in this paper. The Law has devoted an article to stipulating information disclosure and community participation in prevention and response to environmental incidents. Specifically, the Law has added the principle that environmental protection activities must be public and transparent; stipulate clearly the responsibility to publicize information related to air quality, soil quality, hazardous waste, waste monitoring results; responsibilities of ministries, ministerial-level agencies, provincial-level People's Committees and project owners, production and business establishments, concentrated production and business zones, and industrial clusters in providing and publicizing information on the environment.

The city attaches great importance to investment and planning. The city soon has a plan, orientation, plan and determination to rapidly develop the industry in order to transform the economic structure towards industrialization and modernization. The city has identified industrial development and industrial infrastructure development as an important task in the strategy and plan for socio-economic development, industrial development as well as rural development. The planning and construction of industrial zones has created excitement and confidence of production households and businesses in Hanoi's economic development policy. The biggest difficulty is that the production ground is gradually solved with the active support of local authorities. Production households have actively invested in developing industries and expanding production scale.

The goal of this paper is to evaluate limitations of development of industrial clusters in Hanoi Vietnam. From that authors will propose suitable solutions for development plans of industrial clusters (CCN) in the region. Authors will use qualitative, analysis, synthesis research methods. Specifically, Among solutions is that we will recommend including but not limited to adjusting and extending the project implementation schedule for expired industrial clusters; procedures for land, site clearance; elaboration and appraisal of project feasibility study reports; environmental impact assessment report, etc. Next, Leaders of departments, agencies and chairpersons of People's Committees of districts and towns strengthen inspection, urge and take full responsibility before the city for the implementation of plans according to their assigned functions and tasks; implement solutions to remove obstacles, shorten at least 50% of the time to carry out administrative procedures as prescribed.

In the past thirty years, China has achieved phenomenal economic growth, an unprecedented development “miracle” in human history. How did China achieve this rapid growth? What have been its key drivers? And, most important, what can be learned from China’s success? Policy makers, business people, and scholars all over the world continue to debate these topics, but one thing is clear: the numerous special economic zones and industrial clusters that emerged after the country’s reforms are without doubt two important engines of China’s remarkable development. Our study objective is to propose recommendations for technology infrastructure of industrial clusters in Hanoi Vietnam. In industrial clusters there will be businesses specializing in the production of industrial goods and providing services for the production of industrial goods by using qualitative, analysis, synthesis research methods. Study results show that for developing industrial clusters, we would suggest to apply modern technology such as: applying Big Data, automation technology, robotic tech in order to reduce risks for workers in industrial park. Last but not least, we will pay attention to: Technical infrastructure works related to fire prevention and fighting are the traffic system for fire trucks, water source, fire-fighting water supply system outside the house, power source for fire prevention and fighting system, and equipment for firefighting, motorized fire and rescue solutions.

First we recognize we need to have consistent overall planning of clusters. The planning and development of industrial zones has not been determined on a balanced basis by industry and region. This is the main cause of the weakness in the development of social infrastructure for the development of industrial zones. Second, we need suitable training programs qualified for laborers and select professional advisers for proper projects. Last but not least, we need adding "product" in the concept of "goods and services" (to "products, goods and services” to ensure adequate adjustment of all stages of the business process - consumption as well as not omitted for new objects arising in business processes such as digital services and digital products. Also, Adding new regulations on international cooperation in dispute settlement disputes between consumers and foreign organizations and individuals, in which, principles of cooperation, scope of cooperation between consumer protection agencies used in countries.

In Hanoi, there are currently 70 industrial clusters (CCNs) operating, contributing significantly to economic growth and ensuring social security. Hanoi has good infrastructure in terms of traffic, electricity, water, post office, etc. Besides, Hanoi has been invested heavily in infrastructure development, this is a good condition. to develop CCNs (industrial clusters). CCN is the geographical concentration of production - business establishments, organizations related to each other in terms of production, use of infrastructure and limiting environmental pollution. Therefore, CCN can be considered as the focal point for implementing internal linkages between industries and services and linking industry with rural areas in the region and locality. Therefore, CCN is the nucleus that promotes regional and local socio-economic development.

One purpose of this study is to present lessons and experiences from other countries in developing clusters and industrial zones (IZ). According to OECD, they stresses that “cluster polices exist at the border of industrial policies, regional development policies and science & technology policies, and their ultimate goal is to strengthen industrial competitiveness through enhanced interconnection between the industry and the research sector.” By using qualitative analysis, our study findings show that for example, in case of Thailand, they have many industrial clusters in which they can transfer technology and training programs enhanced from workers across industrial parks. They also focus on sustainable development of industrial clusters. Different from traditional concept of industrial park, Thailand industrial clusters have areas for manufacturing, services, industries, resident, etc.

Abstract. Elena A. Antipina, General Director of the Institute for Public-Private Planning, Head of the Interdepartmental Working Group on Dual-Use Scientific and Industrial Clusters, Member of the IWG on Diversification and Development of Market Mechanisms in Organizations, spoke about the network of dual-purpose scientific and industrial clusters as a mechanism for strengthening the technological sovereignty of the Russian Federation of the military-industrial complex for the purpose of import substitution and implementation of national projects of the Collegium of the Military Industrial Complex of the Russian Federation.

The study assembled up-to-date facts by questionnaire about major types of tasks actually performed by merchandising employees working in department, variety, and general merchandise stores in King and Pierce Counties, Washington. This population closely matched the national percentages, and responses of 609 employees provided data for the study. Data were obtained regarding 12 categories of work performed by supervisory and non-supervisory personnel: selling, stockkeeping, checkstand operation, receiving and marking merchandise, delivery, keeping records, computing, display, advertising, buying, pricing, and merchandise control. Substantial percentages of non-supervisory personnel perform the tasks of selling, keeping and counting stock, operating the checkstand, and receiving and checking merchandise. Substantial percentages of supervisors regularly perform all the activities of non-supervision as well as tasks associated with keeping records, planning and arranging displays, buying, pricing and controlling merchandise. Data suggest that women have limited opportunity for early employment in the supervisory category, but proportions of older women supervisors indicate opportunity is enhanced for women who persist in a retailing career. Only limited opportunity exists for non-college youth to move into supervisory positions. (MM)
