General a. It is desirable that all students, both military and civilian be of equal or relative rank. With one or two exceptions, military students are either Colonels in the Army, Air Force and Marine Corps, or Captains in the Navy. Civilian students are is GS, Grade 14 or higher. h. The average age of the current entire student body is about 42 years. The average age of the civilian group only is also about 42 years. c. Prospective students should be nominated on the basis of outstanding past performance of duty and the definite prospect of outstanding service in the future. a. The course of study is concerned solely with the formulation and execution of National Security Policy. In implementation, this involves detailed analysis of the various political, economic, psychological and military factors included in such policy. b. The methods employed generally parallel those of a high liberal arts uni- versity. 3. The majority of the military students are or will be promoted during the academic year to Colonel in the Army, Air Force or Marine Corps, or to Captain in the Navy. Civilian students are career personnel in General Schedule, Grade 15 or Foreign Service Officer - 3 or higher; however, personnel in grade GS-14 (or equivalent) who have demonstrated an exceptionally high potential for advancement may be considered for selection. b. The average age of the Class of 1973 is 42.3 years; its civilian membership, 43.6 years. Nominees should be at least 35 years of age, preferably between 38 and 45 years. c. The prerequisite for Service selection of military students is 15 to 25 years of commissioned service. Equivalent experience for civilian students contributes a balanced and diversified representation for the entire student body. d. The graduate-level character of the College curriculum relies heavily on educational background; a Bachelor's Degree or its equivalent is the normal minimum for responsive participation in the College academic program. e. Most importantly, as evident in the above statistics, students should have arrived at a point in their career development where advanced study of national security policy and strategy offered by the College will add appreciably to their future value to the sponsoring department or agency. A student nominee should have demonstrated a potential for higher level responsibility in his department or agency when selected for National War College attendance. 2. Teaching Methodology and Emphasis. The College emphasis upon discussion group and seminar methodology requires the student's active participation as the representative of his department or agency concerned with the formulation and conduct of national security policy. It is only through such individual contribution and the resulting interchange of ideas among all student members that a rewarding academic program is possible. The demanding course of study, involving detailed analysis of the varied political, psychological, military, economic, social and scientific factors of national security, depends on generally common backgrounds of education, broad experience and maturity. a. The course of instruction for the coming academic year extends from 7 August 1973 through 5 June 1974. It is requested that directives assigning students to The National War College require that they report between 0800 and 0900 hours on 6 August 1973 (Registration Day). b. All students are required to have a TOP SECRET clearance prior to reporting, and in addition, all non-Department of Defense personnel are required to possess a Q clearance. c. It is requested that nominations be made as early as practicable to the Commandant, National War College, Washington, D.C. 20315. In the event that a quota or portion thereof cannot be filled by fully-qualified career officers, it is requested that the Commandant be informed as expeditiously as possible in order that allocations may be reassigned to other departments or agencies. Approved For Release 2001/07/28 : CIA-RDP78-04488AO00200070008-2 GUIYSE FOR SELECTION OF STUDENTS TO ATT00END THE NATIONAL WAR COLLEGE AUGUST 1973-JUNE 1974 a. The majority of the military students are or will be promoted during the academic year to Colonel in the Army, Air Force or Marine Corps, or to Captain in the Navy. Civilian students are career personnel in General Schedule, Grade 15 or Foreign Service Officer - 3 or higher; however, personnel in grade GS-14 (or equivalent) who have demonstrated an exceptionally high potential for advancement may be considered for selection. b. The average age of the Class of 1973 is 42.3 years; its civilian membership, 43.6 years. Nominees should be at least 35 years of age, preferably between 38 and 45 years. c. The prerequisite for Service selection of military students is 15 to 25 years of commissioned service. Equivalent experience for civilian students contributes a balanced and diversified representation for the entire student body. d. The graduate-level character of the College curriculum relies heavily on educational background; a Bachelor's Degree or its equivalent is the normal minimum for responsive participation in the College academic program. e. Most importantly, as evident in the above statistics, students should have arrived at a point in their career development where advanced study of national security policy and strategy offered by the College will add appreciably to their future value to the sponsoring department or agency. A student nominee should have demonstrated a potential for higher level responsibility in his department or agency when selected for National War College attendance. 2. Teaching Methodology and Emphasis. The College emphasis upon discussion group and seminar methodology requires the student's active participation as the representative of his department or agency concerned with the formulation and conduct of national security policy. It is only through such individual contribution and the resulting interchange of ideas among all student members that a rewarding academic program is possible. The demanding course of study, involving detailed analysis of the varied political, psychological, military, economic, social and scientific factors of national security, depends on generally common backgrounds of education, broad experience and maturity. a. The course of instruction for the coming academic year extends from 7 August 1973 through 5 June 1974. It is requested that directives assigning students to The National War College require that they report between 0800 and 0900 hours on 6 August 1973 (Registration Day). b. All students are required to have a TOP SECRET clearance prior to reporting, and in addition, all non-Department of Defense personnel are required to possess a Q clearance. c. It is requested that nominations be made as early as practicable to the Commandant, National War College, Washington, D.C. 20315. In the event that a quota or portion thereof cannot be filled by fully-qualified career officers, it is requested that the Commandant be informed as expeditiously as possible in order that allocations may be reassigned to other departments or agencies. General a. It is desirable that all students, both military and civilian, be of approximately the same rank. The majority of the military students are Colonels; in the Army, Air Force and Marine Corps, or Captains in the Navy. Civilian students are career personnel in GS, Grade 14 or higher. b. The average age of the current entire student body is about 43 years. The average age of the civilian group only is approximately the same. c. Prospective students should be nominated on the basis of oiutstandipast performance of duty and the definite prospect of outstanding service in the future. 2. Field of Interest a. The course of study is concerned primarily with the conduct of national security affairs. It involves detailed analysis of the various political, economic, psychological, and military factors included in national security policy-making. 3. Administrative Matters - The course of instruction for the coming year covers the period 19 August 1968 to 13, June 1969. Registration d-ay is 19 August 1968. It is requested that orders assigning students to the National War College direct that they report not later than 0800 hours on 19 August 1968. 4.
