An ultimate purpose of education is human resource development to provide society with a critical mass of intellectual capital and competent workforces. To accomplish this end, leaders implement planning processes to guide policy-making, develop institutions, and allocate resources. Although new information technologies are becoming commonplace in business and many homes, they remain largely unused in traditional education. Without access to the latest contemporary technology, learners are being shortchanged. Moreover, necessary skills such as collaboration and formation of strategic alliances are usually not encouraged in traditional education. Contemporary communication and information technologies can reengineer traditional education and create entirely new information-era learning communities. This paper discusses strategic planning and solution-based learning and suggests strategies for restructuring establishments, emphasizing learning readiness and math, science, and technology. The paper also includes organizational development and resources development tasks for learning communities to create superschools focusing on internationalized curricula and graphic communications. Included are an abstract; appendices providing information on effective establishments, visions, graphic arts technical foundation certification, child and youth studies, and creation of learning communities. For the past decade, MDRC has evaluated a number of interventions designed to improve the outcomes of community college students, including enhanced counseling, learning communities, and financial incentives. Encouragingly, many of these strategies have produced positive effects, affirming that changes in institutional practices and policies can help more students succeed. At the same time, however, it is becoming increasingly clear that the effects of modest, short-term interventions tend to be small and to diminish after the program ends. Increasing in popularity are instructional reforms aimed at accelerating students through the developmental course sequence, for example, by compressing the material into fewer semesters, allowing students to move through it at their own pace, or placing students directly into college-level courses with extra support. Reforms that make such deep changes to course structure and classroom instruction--like those profiled in this report--may have the potential for larger and more sustained impacts on student outcomes. This report describes the experiences of two colleges in designing, implementing, and scaling acceleration programs in developmental math. The authors hope that lessons learned from these two programs are useful to practitioners considering acceleration programs as well as to policy-makers seeking new and effective strategies to significantly increase the number of students who earn a credential. 16 SIGGRAPH Technical Papers Fast Forward Pt 2

Neural machine translation (NMT) aims at solving machine translation (MT) problems using neural networks and has exhibited promising results in recent years. However, most of the existing NMT models are shallow and there is still a performance gap between a single NMT model and the best conventional MT system. In this work, we introduce a new type of linear connections, named fast-forward connections, based on deep Long Short-Term Memory (LSTM) networks, and an interleaved bi-directional architecture for stacking the LSTM layers. Fast-forward connections play an essential role in propagating the gradients and building a deep topology of depth 16. On the WMT'14 English-to-French task, we achieve BLEU=37.7 with a single attention model, which outperforms the corresponding single shallow model by 6.2 BLEU points. This is the first time that a single NMT model achieves state-of-the-art performance and outperforms the best conventional model by 0.7 BLEU points. We can still achieve BLEU=36.3 even without using an attention mechanism. After special handling of unknown words and model ensembling, we obtain the best score reported to date on this task with BLEU=40.4. Our models are also validated on the more difficult WMT'14 English-to-German task.

A permutation P on {1,..,N} is a_fast_forward_permutation_ if for each m the computational complexity of evaluating P^m(x)$ is small independently of m and x. Naor and Reingold constructed fast forward pseudorandom cycluses and involutions. By studying the evolution of permutation graphs, we prove that the number of queries needed to distinguish a random cyclus from a random permutation on {1,..,N} is Theta(N) if one does not use queries of the form P^m(x), but is only Theta(1) if one is allowed to make such queries. We construct fast forward permutations which are indistinguishable from random permutations even when queries of the form P^m(x) are allowed. This is done by introducing an efficient method to sample the cycle structure of a random permutation, which in turn solves an open problem of Naor and Reingold.
