This handbook is intended to assist postsecondary Kentucky vocational education instructors in determining the mathematics competencies that they should address in their courses. The competency listings and resource information included in the handbook are based on information obtained from 109 postsecondary vocational instructors throughout the state. The first section describes the development of the handbook and the importance of math competencies throughout the continuum of technical and nontechnical vocational education programs. The second section includes listings of accepted competencies for the following program areas: air conditioning, auto body, auto mechanics, carpentry, drafting, electricity, electronics, graphic arts, machine shop, masonry, and welding. Section 3 provides additional competencies and comments obtained at several points throughout the project. The fourth section lists resources for teaching math (including texts, audiovisual materials, and computer software), and the fifth section discusses ways in which the information provided can be used to improve vocational programs. Appendixes include the 10 surveys used to develop the handbook, tabulations of the survey responses, lists of competencies that were not selected, examples of competencies, and evaluation forms. This presentation outlines guidelines for developing and implementing an introductory course in computer-aided drafting (CAD) that is geared toward secondary-level students. The first section of the paper, which deals with content identification and selection, includes lists of mechanical drawing and CAD competencies and a list of rationales for selected competencies from the two preceding lists. Considerations in sequencing the content of the course are also discussed. Addressed in the second part of the paper are the following instructional considerations: purchasing CAD equipment, researching the basic concepts of CAD, having a clear rationale for purchases, forming a selection committee, selecting a CAD system, and negotiating prices. A list of CAD software vendors concludes the presentation. Appendixes to the paper include a lesson plan outline covering four skills addressed in the proposed CAD course. (MN)

In May 2007, the United States Government published its U.S. National Strategy for Public Diplomacy and Strategic Communication. The strategy, authored by the Policy Coordinating Committee (PCC) on Public Diplomacy and Strategic Communication, is the first attempt at coordinating Strategic Communication efforts across the interagency community. Although a good start, the current strategy is preoccupied with the war on terror, presents a miss match in mission and objectives, fails to recognize key strategic audiences, and accepts an adversarial relationship with the media. This Strategy Research Project (SRP) paper reviews the current Strategy in terms of ends, ways, and means and in terms of its suitability, feasibility and acceptability and provides recommendations for drafting the new U.S. National Strategy for Public Diplomacy and Strategic Communication.

Increased development and competition in the computer-aided graphics industry has produced many advanced systems for architecture and engineering (A/E). However, this growth in technology has come without standardization, making it difficult or impossible to transfer data between dissimilar systems. Graphics translators are studied for potential in transferring A/E information from one system to another. Two types of translators are considered--direct and nuetral--with neutral formats showing more promise industry-wide. Progress by professional organizations in standardizing a neutral graphics translator is discussed. Originator-supplied keywords include: Computer aided design, Computer graphics, and Drafting.

This guide, developed in Oregon, lists competencies essential for students in computer-assisted drafting (CAD). Competencies are organized in eight categories: computer hardware, file usage and manipulation, basic drafting techniques, mechanical drafting, specialty disciplines, three dimensional drawing/design, plotting/printing, and advanced CAD. Each of the four to eight competencies in each category includes a competency statement that describes the performance standard required to demonstrate proficiency in that skill. (KC)

An 8-week summer institute was conducted in 1967 by the University of Illinois College of Engineering to upgrade the professional competence of 24 high school drafting teachers from 15 states, and to estimate how many of such a group, after study in this and related programs, could successfully move into teaching technical institute level courses in mechanical technology and machine design. The program consisted of 24 class hours weekly in 3 courses: Applied Mathematics for Mechanical Systems, Introduction to Design, and Seminar in Technical Education. Courses were paced flexibly since participants' backgrounds were in education with no engineering sciences and limited mathematics. About l/3 of the enrollees demonstrated enough capability in mathematics that success could be predicted in further study of mathematics or engineering science requiring mathematics. About l/2 handled well the work in advanced production and design dimensioning, and l/3 clearly showed success in work in graphics and analytical statics, fundamental for kinematics or machine design. The seminar elicited group lament that past education courses had left them with little depth in technical subject matter to be taught. There was collective enthusiastic endorsement of the institute and recommendation for its continuance and extension into programs of four summers' duration. Discussions 1. The concept of the use of "skillful flexibility" in the application of export controls has to date been applied only unilaterally by the United States. On only one occasion was this flexibility used in connection with strategic export controls, eg. the relaxation of controls toward Yugoslavia in 19499 following Yugoslavia?s expulsion from the Cominfozm in 1918. On other occasions, United States export policies were relaxed, but not as re- gards strategic controls, eg. the food distribution to East Germany (against the expressed will of the East German government) in 1953, and the food and drug shipments to three Eastern Europ9an satellites as flood relief in the summer of 1954. No flexibility in controls or policies has been manifested with regard to Communist China, except in a few instances where import controls were relaxed for specific commodities to improve the U.S. stockpile position. 2. Creation of "disunity" could be taken to mean the fostering of "Titoism" or any tendency in that direction within the regime of Communist China or any of the Eastern European satellites. Experience in the case of Yugoslavia indicates that this tendency arose from an inter-governmental conflict which was influenced neither by (1) any extra-Soviet bloc activities of any kind or (2) the attitudes of the Yugoslav population. There has been no subsequent demon- stration that new opportunities have arisen which would make Soviet bloc regimes more susceptible to either of these influences as a determinant of decisions on intra-bloc political or economic relationships. 3. The relaxation of controls toward Yugoslavia in 1949 strengthened the position of Yugoslavia after its breach with the Soviet bloc had already occurred and undoubtedly helped prevent punitive subjugation of the Yugoslav regime by the Soviet bloc. This experience demonstrates the value of "flexibility" in the application of strategic controls as a means of eMloit- ing enhancing disunity that had already arisen from internal conflicts within the bloc. It demonstrates -nothing regarding the ability of the West to initiate any such disunity. Its principal lesson would appear to be the pointing up of the need for alertness in detecting the early portents of disunity, arising from causes independent of Western policy, which might then be exploited and enhanced by Western trade policies at an earlier stage than was the case with Yugoslavia. Sanitized - Approved For Release : CIA-RDP63-00084AO00100050004-7 Sanitized - Approved For Release : CIA-RDP63-00084AO00100050004-7 I Food distribution to East Germany and flood relief shipments to East Germany, Czechoslovakia and Hungary were useful as a means of demonstrating to Soviet bloc populations the continued friendship of the United States, in tempering their feeling of isolation from the Western world, and in reinforcing their already existing hostility to their present regimes. It must be assumed, however, that the satellite regimes had little fear that these actions would operate to "decrease the political and economic unity of the Soviet bloc." The examples of East German (1953) and Albanian (1955) refusals of U.S. food shipment offers suggests that satellite governments decide, probably under in- structions from the U.S.S.R., when and whether it would be in their interests to accept such offers. Acceptance under such circumstances can be taken to signify an over-all Soviet bloc judgment that the shipments involved would not have adverse repercussions for the bloc's political or economic unity. Non acceptance, on the other hand, might well indicate some degree of fear of enhancing the populations' low regard for the regimes through a demonstrations of the regimes' inability to cope with supply problems, but it may also be an oblique indication of the regimes' security, in that they feel able to dis- regard the dissatisfactions engendered by knowledge of a Western offer which the regime has rejected. In either case,, the regimes hold the trump card in that they can decide on acceptance or nonacceptance, and thereby neutra- lize any approach that might, in their minds, have a chance of creating disunity. But it would be very difficult in such a case to estimate whether acceptance of such trade would work toward creating a breach between this single member and the rest of the bloc or whether it would in fact signify this member's intention, acting in concert with the rest of the bloc, to secure supplies for re-export within the bloc. Even if a commodity could be identified which was in short supply in only one bloc country, relaxation of control on that commodity to that country alone could merely serve to solve a bottleneck in intra-bloc trade (eg. total bloc supply), thereby possibly enhancing rather than de- creasing bloc unity. The key question remains that of the pre-existing situation with regard to unity. At present Soviet control over satellite political and economic affairs is sufficiently effective that it is hard to conceve of its being weakened to any appreciable degree by Western economic approaches. 6. Communist China stands in a different relationship to the U,S.5.Re than do the European satellites. The Sino-Soviet alliance is based on a mutuality of interests rather than on Soviet control of Chinese economic and political affairs. Furthermore, the relative severity of Western trade con- trols with regard to Communist China allows more scope for the application of fl.exibdlity.,~However, possible areas of conflict between the USSR and Communiy China are probably not now at a stage where they are susceptible While grants of Soviet economic aid may not have met initial Chinese Communist exploitation or enhancement through flexibility in Western trade controls.
