The purpose of this policy study is to determine how the Corps of Engineers' various planning processes and criteria might adjust to severe Federal budget constraints. A corollary purpose is to investigate whether budget driven changes in Corps procedures appear imminent. The first conclusion of this study is that, if Federal budget constraints become truly binding, then selection of plan alternatives for all projects will have to be done at the national level. The decision rule of recommending a project alternative which maximizes net benefits will not lead to national optimality. Plan elements and alternatives will have to be referred to a central authority for evaluation and selection based on criteria developed from data on budgets and funding availability. The second conclusion is that there is little evidence of imminently binding Federal budget constraints on the Corps' Civil Works program, the policies which guide it, or the water resources projects selected for construction. Although action to change planning policies does not appear necessary in the near future, the effects of current efforts to balance the Federal budget should be closely monitored to ensure appropriate changes can be put in place effectively, if and when required.

This book analyzes some of the major manpower and social problems encountered by developing countries during industrialization. The first part of the book examines the skill requirements for industrial development in low-income countries, the aims and characteristics of industrial manpower training programs at the national level, the measures needed to ensure a more effective use of manpower, and vocational and technical training for small-scale industrial enterprises and their personnel. The second part, after advocating the development of new employment opportunities and the achievement of full productive employment for the whole of the labor force in the industrial sector, brings out the importance of choosing the appropriate form of industrial technology to attain these objectives. The main considerations that affect any wage policy designed to promote industrialization are listed, and the aims and nature of social participation schemes through which workers' and employers' organizations may contribute actively to the elaboration and application of industrialization programs are examined. This report contains a partial summary of the findings and recommendations resulting from research of the Child Development Associate (CDA) Training Program performed by the National Planning Association (NPA). A brief overview of the following areas is presented: (1) demand and supply of trained personnel in child development programs; (2) issues and strategies related to utilization of CDS's in Head Start; (3) development of evaluation and information systems; (4) supportive role of related federal agencies; (5) analysis of existing state regulations related to the utilization of CDA's; and (6) development of methodology for the analysis of cost/effectiveness of the CDA programs. (Areas 1 and 3 are presented in detail.) The main thrust of the Area I investigation was to project to 1980 the potential demands for CDA's in preschool programs; discussed are the factors influencing the demand, potential users of CDA's, demand data taken from the literature, and other considerations. In the sections on evaluative systems, three evaluative tasks are presented which include the: (1) CDA Appraisal Guide; (2) CDA Pilot Project On-Site Evaluation Guide; and (3) CDA Pilot Project Information System. Indonesia's land-use and land-cover change (LULCC) is a global concern. The relocation plan of the capital city of Indonesia to East Kalimantan will be becoming an environmental issue. Knowing the latest land cover change modeling and prediction research is essential for fundamental knowledge in spatial planning and policies for regional development. Five articles related to integrated technology of geographic information systems (GIS) and remote sensing for spatial modeling were reviewed and compared using nine variables: title, journal (ranks), keywords, objectives, data sources, variables, location, method, and main findings. The results show that the variables that significantly affect LULCC are height, slope, distance from the road, and distance from the built-up area. The artificial neural network-based cellular automata (ANN-CA) method could be the best approach to model the LULCC. Furthermore, by the current availability of global multi-temporal and multi-sensor remote sensing data, the LULCC modeling study can be limitless.

While the preceding conferences had recommendations pertinent to human settlement planning, it is the Habitat conference which dealt directly with the topic. The report which emerged was impressive in scope, not only because of its content but because of the substantial agreement on its strong declaration of principles, guidelines for action,  and recommendations for national action and international cooperation.  My concern, and the central focus of this monograph, is to contribute to the advancement of Habitat's recommendations in all the subscribing nations.

Rigorous research provides information that will allow ECE (Early Childhood Educator) programs to select interventions that have a scientifically based track record of effectiveness in increasing teachers' skills and teaching quality. This paper shares implementation and impact results as well as the lessons learned in conducting an evaluation of an intervention developed to increase ECEs knowledge and skills and ultimately improvements in children's language and readiness skills as a result. Evaluators developed the rigorous design and external evaluation plans to assess the effectiveness of this community advocacy-service delivery organization's professional development program. The evaluation was organized as two studies: (1) an "Impact Study" designed to estimate the effects of participating in the professional development program on early education providers as well as the children in their care; and (2) an "Implementation Study" designed to provide information about the way in which the professional development interventions were implemented (i.e., fidelity of implementation or fidelity to plans/model). The evaluation plan employs a cluster-randomized trial (CRT) at the classroom level, to assess the effectiveness of the program in improving ECE practice as well as children's early reading skills. In addition, the consideration of implementation context in the interpretation of the results and what should be done when planning to implement will also be discussed. As a result evaluators hope to provide important information to those planning similar studies in such programs and other complex social settings. (Contains 10 figures.)

This work suggests that better organization of existing sources of information available in Europe and better application of these sources to training can result in improved understanding of how information systems work, and it provides an annotated list of some of these sources. The guide opens with an introduction to public policy and urban planning in the context of developing countries, and explains that because this subject area is so focused and interdisciplinary it is difficult to locate information in a consistent manner; thus, the information needs of the people living in urban areas of developing countries are little known or catered to. Definitions for the field are explored, and the prospective users of information networks within this field are identified, e.g., academics and researchers, funding agencies, students in Europe, consultants, and planners in the third world. Subsequent sections of the guide describe the types of materials included as reference sources (e.g., people, grey literature, and geospatial databases), and then list the resources by international organization or geographic location (United Kingdom, Scandinavia, Germany, France, Italy, Eastern Europe and the Benelux countries) from which the resources originate. This article is from Human Resources for Health , volume 12 . Abstract Background: Australia’s health workforce is facing significant challenges now and into the future. Health Workforce Australia (HWA) was established by the Council of Australian Governments as the national agency to progress health workforce reform to address the challenges of providing a skilled, innovative and flexible health workforce in Australia. HWA developed Australia’s first major, long-term national workforce projections for doctors, nurses and midwives over a planning horizon to 2025 (called Health Workforce 2025; HW 2025), which provided a national platform for developing policies to help ensure Australia’s health workforce meets the community’s needs. Methods: A review of existing workforce planning methodologies, in concert with the project brief and an examination of data availability, identified that the best fit-for-purpose workforce planning methodology was the stock and flow model for estimating workforce supply and the utilisation method for estimating workforce demand. Scenario modelling was conducted to explore the implications of possible alternative futures, and to demonstrate the sensitivity of the model to various input parameters. Extensive consultation was conducted to test the methodology, data and assumptions used, and also influenced the scenarios selected for modelling. Additionally, a number of other key principles were adopted in developing HW 2025 to ensure the workforce projections were robust and able to be applied nationally. Results: The findings from HW 2025 highlighted that a ‘business as usual’ approach to Australia’s health workforce is not sustainable over the next 10 years, with a need for co-ordinated, long-term reforms by government, professions and the higher education and training sector for a sustainable and affordable health workforce. The main policy levers identified to achieve change were innovation and reform, immigration, training capacity and efficiency and workforce distribution. Conclusion: While HW 2025 has provided a national platform for health workforce policy development, it is not a one-off project. It is an ongoing process where HWA will continue to develop and improve health workforce projections incorporating data and methodology improvements to support incremental health workforce changes.
