The optimal strategy at decision points in the singles game of squash played by North American rules is specific to the scoring system and the tie point at which the decision must be made. The actual decision should be based on the scoring potentials of the two players, from which projected outcome values of various length games are derived. One of the most interesting points from this analysis of tie points in squash is that the better player does not always increase his/her advantage by choosing the longer game. From the projected outcomes, the circumstances under which a player should choose the set and no-set options are determined, providing the optimal strategy for decision points in singles squash. This optimal strategy provides a player with the best possibility of winning a game. (Author/JS)

Professional development that aims to transform teaching and build substantial knowledge of science and mathematics content is not a simple task of "design and implement"; rather, it involves remaining alert to the changing context in which professional developers are working, the stages of development teachers move through as they develop new knowledge and skills, and a host of other dynamics at work. Four case studies of professional development are synthesized in this report which discusses those decision points or dilemmas common to the cases. Professional development decisions related to philosophical versus pragmatic focus, depth versus breadth of the teacher target audience, and adoption versus development of curriculum are discussed. A framework for planning and analyzing professional development programs is also presented. (WRM)

Effective teachers can have a significant impact on student success; unfortunately, low-income students, students of color, English learners, and students with disabilities are more likely to be assigned to unqualified, less experienced, and less effective teachers. Inequitable access to effective educators is one contributing factor that reinforces achievement gaps for disadvantaged students. Defining, calculating, and addressing equity gaps includes the following four policy decisions: (1) Define "ineffective," "inexperienced," and "out-of-field" teachers; (2) Design comparison groups and decide on levels of analysis; (3) Define what constitutes an "equity gap" and set targets; and (4) Decide what to require from identified districts with identified equity gaps and how to support them. This Special Issues Brief from the Center on Great Teachers and Leaders (GTL Center) provides a resource to states based on the GTL Center's extensive experience supporting states in their design and implementation of equitable access plans, and is focused on the four sequential decision points. This brief can guide states as they work to revise and strengthen existing plans by leveraging lessons learned. State education agencies can use this brief to: (1) Guide and inform equitable access planning and implementation; (2) Explore examples of state-level initial equity planning and results reporting; and (3) Consider ways to support districts.

Complex contagion research provides an exciting avenue of research in social decision-making. Tipping points research and threshold models posit that a behaviour change will occur when a big enough minority (25-35%) of the group consistently follows the specific behaviour. In this research project, a social decision- making task based on a public goods game will be created with manipulation regarding the particular size of the consistent minority with a different contribution strategy. Using this task, research will try to answer whether individual contribution strategies in the public goods game can be changed by consistent minorities who use different contribution strategies. This research will provide further insights into social motivations in social decision-making and social norm formation, which could be further utilised in the behavioural public policy.

A demonstration prototype Decision Support System (DSS) has been developed, documented, and validated for interactive selection of water supply point locations by the U.S. Army Division Engineer. The DDS aids the user in digitizing, from a map, a network having nodes at each possible supply point, each possible customer (combat unit) location, and each relevant crossroads, with distances automatically entered as roads are traced. It also assists in providing and revising problem-specific data on demands, supplies, and customer locations. It aids in performing an interactive optimization procedure based on the location-allocation optimization model to identify efficient solutions, in investigating the consequences of uncertainties or changes in data, and in the integration of considerations not reflected in the location-allocation formulation, e.g., factors not practically quantifiable such as mission, enemy, terrain and command guidance.

Racial disparities in rates of exclusionary school discipline are well documented and seemingly intractable. However, emerging theories on implicit bias show promise in identifying effective interventions. In this study, we used school discipline data from 1,666 elementary schools and 483,686 office discipline referrals to identify specific situations in which disproportionality was more likely. Results were largely consistent with our theoretical model, indicating increased racial and gender disproportionality for subjectively defined behaviors, in classrooms, and for incidents classified as more severe. The time of day also substantially affected disproportionality. These findings can be used to pinpoint specific student--teacher interactions for intervention.

Since this background paper is concerned with the formative decision makers, the humanities project is presented through the public statements of the project team in order to convey the nature and quality of the project. Three major decision points provide a framework for curriculum development. First is adoption of an input model that focuses on process education, rather than cognitive learning that answers to behavioral objectives. When used for evaluation the behavioral objectives approach sets up preconceived notions of intended achievements. Advocated in this non-objective approach is the tracing of the different outcomes and the linking of patterns of effects to patterns of teaching. Second is the selection of content. The content has implications for the aim of the project, which is to develop an understanding of social situations and human acts and of the controversial value issues, for student achievement, teacher role and response, and for schools which must be non-authoritarian. Handling controversial issues implies not only a discussion method but, moreover, an objective, democratic teacher. The third decision point is to produce a curriculum which challenges teachers rather than a curriculum which is teacher proof. (Author/SJM)

We investigate the problem of finding confidence sets for split points in decision trees (CART). Our main results establish the asymptotic distribution of the least squares estimators and some associated residual sum of squares statistics in a binary decision tree approximation to a smooth regression curve. Cube-root asymptotics with nonnormal limit distributions are involved. We study various confidence sets for the split point, one calibrated using the subsampling bootstrap, and others calibrated using plug-in estimates of some nuisance parameters. The performance of the confidence sets is assessed in a simulation study. A motivation for developing such confidence sets comes from the problem of phosphorus pollution in the Everglades. Ecologists have suggested that split points provide a phosphorus threshold at which biological imbalance occurs, and the lower endpoint of the confidence set may be interpreted as a level that is protective of the ecosystem. This is illustrated using data from a Duke University Wetlands Center phosphorus dosing study in the Everglades.

We give polynomial time algorithms for quantitative (and qualitative) reachability analysis for Branching Markov Decision Processes (BMDPs). Specifically, given a BMDP, and given an initial population, where the objective of the controller is to maximize (or minimize) the probability of eventually reaching a population that contains an object of a desired (or undesired) type, we give algorithms for approximating the supremum (infimum) reachability probability, within desired precision epsilon > 0, in time polynomial in the encoding size of the BMDP and in log(1/epsilon). We furthermore give P-time algorithms for computing epsilon-optimal strategies for both maximization and minimization of reachability probabilities. We also give P-time algorithms for all associated qualitative analysis problems, namely: deciding whether the optimal (supremum or infimum) reachability probabilities are 0 or 1. Prior to this paper, approximation of optimal reachability probabilities for BMDPs was not even known to be decidable. Our algorithms exploit the following basic fact: we show that for any BMDP, its maximum (minimum) non-reachability probabilities are given by the greatest fixed point (GFP) solution g* in [0,1]^n of a corresponding monotone max (min) Probabilistic Polynomial System of equations (max/min-PPS), x=P(x), which are the Bellman optimality equations for a BMDP with non-reachability objectives. We show how to compute the GFP of max/min PPSs to desired precision in P-time. We also study more general Branching Simple Stochastic Games (BSSGs) with (non-)reachability objectives. We show that: (1) the value of these games is captured by the GFP of a corresponding max-minPPS; (2) the quantitative problem of approximating the value is in TFNP; and (3) the qualitative problems associated with the value are all solvable in P-time.

This methodology mandates that aircraft design specifications be driven by mission-related, pilot information requirements. This report provides the pilot information requirements for advanced fighter/attack aircraft (year 2005+) missions (combat air patrol, deck launched intercept, and strike). The procedures employed identified decision points in mission task analyses and subsequently the information needed by the pilot to make the decisions. Also, a pilot cognitive workload correlate to decision points is discussed.
