To test the relationship between levels of participation and organizational effectiveness, 166 secondary school teachers completed Likert's "Profile of an Organization" and an adaptation of Belasco-Alutto's""Decisional Participation Scale." It was assumed that Equilibrium (participating as much as desired) was the most satisfying state. Saturation (participating more than desired) was next, and Deprivation (less participation than desired) was least satisfying. This continuum of "Decisional-Deviation" correlated with perceived organizational effectiveness at .21 (significant at .001). The "Decisional-Deviation" modification indicates that over-participation as well as the more frequent decisional deprivation both detract from teacher satisfaction. (Author)

The DoD is a large, bureaucratic, rule-intensive organization that may no longer be best suited for its new environment. Building upon prior, multidisciplinary research, we draw upon the best knowledge and practice in change management, and analyze transformation from the classic Hierarchy to the Edge-like Holonistic organization, which offers excellent potential for performance improvement. Such analysis focuses on the processes of change from one organizational form to another and leads to the generation of transformational plans, which can be used by acquisition leaders, practitioners and policy makers to outline steps-and leaps-required to affect fundamental organizational change. We also build upon prior work on computational modeling and experimentation to develop models of the transformation process, and we explore such models to emulate the behavior of the alternate transformational plans noted above. By modeling and experimenting with processes of change, as opposed to processes of ongoing organizational routines, we begin to extend the state-of-the-art in computational modeling and experimentation. Practically, answers to our research questions have direct and immediate application to acquisition leaders and policy makers. Theoretically, we generalize to broad classes of organizational transformations and prescribe a novel set of organizational redesign guides.

An Information System for Vocational Decisions (ISVD) is described and discussed. The system is intended to accommodate, in potential, the vocational needs of users extending from kindergarten to retirement. With ISVD, occupational facts/data can be converted into vocational information by means of personal inquiry which is at least initially conducted under supervision of a professional counselor. Two major goals of ISVD subsume much of what is elaborated throughout the paper: (1) to bring a person to a condition of readiness and confidence at each of the several discontinuities of vocational development; and (2) to permit the accumulation of data about vocational decision-making, as experienced and undertaken by the individual. The author recapitulates the line of thinking which has led him to his current beliefs about vocational development. For the rest, he discusses the organization and functional intention of ISVD, its machine routines, and some of its materials. Finally, he considers the existence of ISVD in relation to problems of vocational readiness and placement of college students. (TL)

Efforts at introducing innovations in the public schools are hampered by the organizational structure of the schools and the attitudes of some school personnel toward change. The power to effect change is lodged with administrators and board members, but teachers, who are charged with the ultimate responsibility of implementing innovations, often resist changes. To modify opinions about decision-making responsibilities in the schools, teams of change agents, each team consisting of an administrator and several teachers from a school, consulted with staff members from the University of Pittsburgh Learning Research and Development Center. Questionnaires administered to these teams show equivocal results, with some opinion shifts in the desired direction and some in the opposite direction, and few differences between experimental and control groups. There has been a great deal written about how individual cognitive biases effect decision making. However, there is little empirical evidence to show how such heuristic patterns affect decision making within organizations. This thesis reviews the literature concerning heuristics and behavioral decision theory and then examines budgetary forecasting decisions within two large organizations to see if these biases can be observed in forecasts produced within organizations. There is a conflict between the growing burdens that humans place on the environment and the resources of knowledge and money at hand to modify and adjust these burdens. Growth in population and economic activity suggests that simply keeping pace with environmental needs is likely to become harder. This report focuses on institutions for the development of knowledge about environmental problems and for the synthesis and assessment of this knowledge for the purpose of informing policy. Proposals made in the report include a recommendation to strengthen the international assessment of environmental issues and the integration of scientific and technical assessments in international policy-making. One suggested approach is through building the advisory capacity of such international nongovernmental scientific organizations as the International Council of Scientific Unions. Another approach would be to strengthen the role played in countries other than the U.S. by foreign counterparts of the U.S. White House Office of Science and Technology Policy, the Congressional Office of Technology Assessment, and the National Research Council and by establishing or improving international links between these organizations. The report contains five chapters: (1) Introduction; (2) Environmental Lessons of the Past 20 Years; (3) Strengthening the Worldwide Environmental Research Capability (including the need for research and training); (4) Strengthening International Assessment and Advisory Mechanisms; and (5) Coda. The appendixes present a section on environmental trends since 1970, biographies of principal contributors to this report, and a list of participants in the Workshop on International Environmental Organization: The Science and Technology Dimensions, held in June 1990 at Rockefeller University that initiated this report. This study provides a review of the elements considered sufficient to build and operationalize a decision support system (DSS) designed to assist managers at various organization levels with their decision making requirements. It categorizes capabilities of various decision aids and correlates these capabilities with the characteristics of specific organizational variables in order to examine the context in which DSS's operate. The concept of the three- dimensional contingency matrix is used as an initial point of model development. Expansion of the matrix to n-dimensional is suggested and n = 6 is used to extend the paradigm. A conceptual six-variables organization framework is proposed where the interrelationships among characteristics of the six variables and general capabilities of decision aiding systems are described by a series of IF...THEN production rules. Finally, data are collected and a computer model based on artificial intelligence heuristics (production systems) is created to examine the consequences of various organization - DSS interactions. This prototype decision aiding system is referred to as DECAIDS. Many conceptual organization models and DSS schemes have been developed. Operationalizing these concepts has not been accomplished due to the lack of an adequate tool or device to manipulate such complexity. DECAIDS is intended to demonstrate the feasibility of applying modern heuristic methods to effectively and dynamically model organizational interactions.
