This scoping review aims to systematically map national and international ethical, legal, and regulatory frameworks that govern the use of artificial intelligence (AI) in healthcare diagnostics, with a specific focus on privacy, data security, consent, and accountability in the Indian context. Using established scoping methodology (PRISMA-ScR, JBI), the review will extract clause-level data from official policy instruments (e.g., DPDP Act 2023, ICMR AI Guidelines, WHO and OECD reports) to identify convergence, gaps, and implementation challenges in the governance of AI-driven diagnostics in India's public health system. Results will inform safer, more equitable deployment of AI in Indian healthcare.

Our current federal postsecondary data system is incomplete and fails to provide today's students with the accurate, timely information that they need to inform their college choices and promote their success. As policymakers consider proposals to improve this federal data system, it is critical that they work in tandem to protect students' privacy and ensure that their information is secure. This paper, authored by Joanna Grama, Senior Consultant at Vantage Technology Consulting Group, provides an in-depth look at the current landscape for postsecondary data privacy and security at the federal level. These laws include: (1) The Privacy Act of 1974; (2) The E-Government Act of 2002; (3) The Confidential Information Protection and Statistical Efficiency Act of 2002; (4) The Federal Information Security Management Act of 2002; and (5) The Office of Management and Budget Breach Notification System. The brief explains the existing regulatory framework and explores how these laws and practices would interact with proposed changes to the federal postsecondary data system. [This report is based on research with support from Arnold Ventures.]

The education sector is beginning to embrace a culture that values, demands and uses data to support improved decisionmaking at every level--in classrooms, at kitchen tables and in state capitols. This shift is due in large part to state policymakers' leadership over the last six years in building statewide longitudinal data systems that collect and connect student-level data over the course of students' educational careers. States are now focused on critical actions to make sure these data can be used: linking data across disparate data systems, providing timely and appropriate access to stakeholders, and building stakeholders' capacity to use this information responsibly and effectively. While using education data is indispensable to policy, management and instructional decisions, this work must be balanced with appropriate protections for student data. The collective efforts to maximize the great potential of data must be accompanied by the necessary actions to: (1) Meet the moral and legal responsibility to respect the privacy and the confidentiality of students' personally identifiable information; (2) Mitigate risks related to the intentional and unintentional misuse of data; and (3) Ensure clarity around roles and responsibilities. This publication outlines three overarching responsibilities of state policymakers to protect the privacy, security and confidentiality of students' personally identifiable information and a series of questions about state policies and practices for state officials responsible for the stewardship of student data and state data systems to both protect student data and maximize their use to improve student achievement.

Analysis of student-level data to inform policy and promote student success is a core function of executive higher education agencies. Postsecondary data systems have expanded their collection of data elements for use by policymakers, institutional staff, and the general public. State coordinating and governing boards use these data systems for strategic planning, to allocate funding, establish performance metrics, evaluate academic programs, and inform students and their families. The State Higher Education Executive Officers Association (SHEEO) surveyed state coordinating and governing boards on their collection and use of postsecondary student-level data. Following this, SHEEO identified seven states whose survey responses indicated an exemplary use of data in specific subject areas. In-person interviews were conducted by SHEEO agency staff in seven states selected for follow-up. In 2015, SHEEO visited the Arkansas Research Center to discuss their efforts to promote privacy, confidentiality, and data security. Over the past decade, a broad consensus has emerged among researchers and policymakers that more and better data are needed to inform postsecondary education's various constituencies and improve performance and student success. In response to these calls for better data and greater access to information, and to changes at the state level, including the proliferation of performance funding models, postsecondary student unit records systems (PSURSs) are becoming more complex and are increasingly linked to other data systems. PSURSs practitioners must be aware of the evolving state legislative landscape. Responding primarily to parental concerns about protecting children's data privacy while engaged with K-12 systems, legislators in many states have introduced laws aimed at protecting data privacy. This report describes Arkansas Research Center's (ARC's) commitment to privacy and the innovative nature of their approach to security.

The State Higher Education Executive Officers Association (SHEEO) surveyed state coordinating and governing boards on their collection and use of postsecondary student-level data. Following this, SHEEO identified seven states whose survey responses indicated an exemplary use of data in specific subject areas. In-person interviews were conducted by SHEEO agency staff in seven states selected for follow-up. In 2015, SHEEO visited the Arkansas Research Center to discuss their efforts to promote privacy, confidentiality, and data security. Over the past decade, a broad consensus has emerged among researchers and policymakers that more and better data are needed to inform postsecondary education's various constituencies and improve performance and student success. In response to these calls for better data and greater access to information, and to changes at the state level, including the proliferation of performance funding models, postsecondary student unit records systems (PSURSs) are becoming more complex and are increasingly linked to other data systems. PSURSs practitioners must be aware of the evolving state legislative landscape. Responding primarily to parental concerns about protecting children's data privacy while engaged with K-12 systems, legislators in many states have introduced laws aimed at protecting data privacy. This report describes Arkansas Research Center's (ARC's) commitment to privacy and the innovative nature of their approach to security.

Security and privacy are vital aspects of smart transportation management with big data analytics because they assure the security of sensitive information, prevent unwanted access to essential systems, and retain public trust in the safety and dependability of the transportation infrastructure. Protecting data from cyber threats, ensuring secure communication and data transmission, protecting passengers' personal information and addressing privacy concerns related to data collection and usage to maintain transparency and accountability in data handling practices are all obstacles to smart transportation management using big data analytics. This paper proposes a Secure Data Encryption Control based Big Data Framework (SDEC-BDF) to strike a middle ground between data analytics and privacy protection, establishing the way for more private and secure transportation systems that benefit everyone involved. The intention of this approach is to offer strong security while simultaneously safeguarding people's privacy. The method has many potential uses in the Intelligent transportation sector (ITS), including traffic control, passenger security, fleet management, preventative maintenance, and road network design. It ensures privacy and security while facilitating effective data analysis. Furthermore, it protects the public confidence in the security and dependability of the transportation system, protects sensitive passenger data, and stops hackers from breaking into vital systems. The simulation analysis is conducted on the assumption that the system can maximize its security, privacy, and efficiency to create a more trustworthy transportation network.

The U.S. Department of Education is conducting several activities to address privacy and security issues related to education data. Earlier this year a contractor for the Department convened a group of privacy and security experts and produced a report with recommendations to the Department on ways they can address emerging challenges in protecting student data in education data systems. The Department released those recommendations on its website and is accepting feedback on them via its blog through August 13, 2010. The Department has indicated that these recommendations, and the feedback submitted on the blog, will serve as the basis for coordinated guidance and communication that will come out of the Department's new Privacy Technical Assistance Center. This scanned manuscript of a tutorial paper written in 1974 summarizes some thoughts current at the time, regarding data-security. It considers the problem of its managerial evaluation in terms of three basic approaches: practical, decision-theoretical, and systems-analytical. The conclusion is that some present practical approaches require a stronger rational basis as an insurance against future failures. There is weak evidence for the claim that data-security efforts will enhance a vaguely understood privacy. Data security may not be separable from other security and confidence in predictions. It may turn out to be and unfortunate concept which is intractable with scientific method. Scientific and ethical considerations suggest that security itself will become more meaningful if it is framed in terms of the alternative concept of (data-information)  accuracy . Privacy has to do more with freedom of expression and civil rights, rather than with confidentiality, authorization and isolation.  The plans for publication of the paper in Management Science as recommended by my scientific counselor West Churchman were spoiled by a death in the family and consequent events. The text, however, may be useful as a portrait of thinking about these matters at the time.

The entities that maintain these systems operate in a context of concern about the privacy and security of educational records. They have both an interest in making valuable information available to researchers and policy analysts and a duty to protect sensitive data. This paper outlines the use of benchmark privacy and security processes, standards, and practices in state postsecondary data systems, using results from the 2020 administration of the State Higher Education Executive Officers Association's Strong Foundations survey. This resource describes the various types of entities, laws, and regulations that ensure the data privacy and security of home visiting data when they are used or integrated. To get data integration leaders the information they need to ensure privacy and security, we also include a series of questions for leaders to ask, research, and seek to answer prior to integrating home visiting data with other early childhood data. Data privacy means that data providers (e.g., families, home visitors, or home visiting programs) are aware of how their data will be used, shared, or reported. One component of data privacy is ensuring the security of home visiting data or safeguarding these data from being accessed by individuals or organizations that do not have permission to use or share these data.

Data security and integrity are crucial issues for virtually every private corporation and government agency using data communications networks to transfer information from one point to another. This is especially true for agencies which employ distributed databases, electronic mail, and electronic funds transfers in their everyday activities. For most agencies, information is an asset to which value can be attributed, and the loss of assets which accompany the loss (through disclosure) of information can indeed be great. In this paper, a prototype implementation of a proposed standard for providing data security and integrity in an electronic mail system will be presented. The paper begins by examining some of the threats to data integrity and security in computers and networks. Next, methods of protecting against such threats are reviewed, and one method, data encryption, will be shown as having widespread popularity over other methods. The Data Encryption Standard (DES) is reviewed, and difficulties with its use are discussed. A recent invention, public key cryptology, is then reviewed in detail, and reasons for its preference over DES are presented. Next, the RSA Public Key Cryptosystem is briefly reviewed, and its use in a proposed standard for providing privacy and data integrity in an electronic mail system is discussed. A prototype implementation of the proposed Internet-standard privacy enhanced electronic mail is then presented.
