A fire on board a ship presents special challenges. It requires not only special anti-fire devices but well-trained teams of firefighters. Since crews rotate periodically, there is a need for ongoing personnel training and not all crew members have the same amount of training. A significant problem is how to assess the effectiveness of a team of firefighters with different skills in a real situation. A team should work together efficiently and follow standard procedures correctly if it is to successfully extinguish the fire within a reasonable period of time and with minimum damage. The question is: What skills are of most importance to a successful team of firefighters? It is difficult to carry out physical experiments without risking human lives and material losses. This thesis uses a reactive agent-based simulation to study the possible importance of different firefighting skills and anti-fire devices to the prosecution of fire on board a ship.

This investigation studied the ship impacts of adding an automated damage control system to a Coast Guard vessel. The available new technology may allow better damage control systems to be utilized aboard Coast Guard vessels, with potential accompanying manning reductions. This study attempts to quantify some of the expected changes in parameters and how they may be applied to other new ship designs. This study was carried out in three distinct parts: 1) A technology assessment of existing and proven damage control technologies for possible use on future Coast Guard vessels was conducted. Systems available commercially or through the U.S. Navy were included. Long term R & D efforts were excluded from this study. 2) A preliminary automated damage control system design was completed. The design used a Total Ship System Engineering design approach. The Coast Guard 270' Medium Endurance Cutter was the baseline platform utilized. 3) The new design was compared to the existing baseline ship to investigate and determine the ship parameters impact. Specifically, the parameters monitored were displacement, interior volume, cost, electrical load and manning levels. Conclusions concerning the potential value of an automated damage control system aboard ships, were drawn and presented in this report

What does it mean to work in a shared service role in the United States Military? There are some intellectuals who believe a shared service is interchangeable between branches of the military, while others believe there is opportunity for interoperability but not interchangeability based upon how the military branches employ personnel. This paper will discuss the definitions of interchangeability and interoperability variables in the military regarding employment of medical personnel and examine the shared service role of Damage Control Surgery (DCS) when leveraging medical capability in the Joint health service environment.

The need for a damage control monitoring system is discussed in detail and the design requirements for a system are identified. A number of alternatives for a monitoring system are examined, and one of these alternatives is recommended for implementation and prototype testing. The proposed system, which uses a network of fire and flooding detectors in individual compartments connected via a power line carrier to a central processor, can be developed at exceptionally low risk using existing technology and at a price that can be afforded. This paper examines the feasibility, potential benefits and implementation issues associated with retrofitting a neural-adaptive flight control system (NFCS) to existing transport aircraft, including both cable/hydraulic and fly-by-wire configurations. NFCS uses a neural network based direct adaptive control approach for applying alternate sources of control authority in the presence of damage or failures in order to achieve desired flight control performance. Neural networks are used to provide consistent handling qualities across flight conditions, adapt to changes in aircraft dynamics and to make the controller easy to apply when implemented on different aircraft. Full-motion piloted simulation studies were performed on two different transport models: the Boeing 747-400 and the Boeing C-17. Subjects included NASA, Air Force and commercial airline pilots. Results demonstrate the potential for improving handing qualities and significantly increased survivability rates under various simulated failure conditions.

This report reviews the capabilities of the Navy's full-scale damage control RDT&E platform, ex-USS Shadwell (LSD-15). The ex-USS Shadwell serves as the ultimate test platform in the development of fire fighting agents, DC systems, predictive models and technology stemming from basic and theoretical concepts developed through naval research. As a complete Navy platform, it enables consolidation of research developments from laboratories, system commands, industry and the fleet to assess technology and DC doctrine in a realistic shipboard damage environment. Thus, the ex-USS Shadwell provides a very versatile and realistic test bed for finalizing the fruits of research and development that are on their way to the fleet.

Damage control communications and watchstander log taking practices need to be improved for onboard submarines and ships. Currently, damage control rely on a slow, error prone process involving sound powered telephone talkers and grease pencil annotated white board. Also log taking practice suffers from similar problems. Logs are taken on paper forms, corrected daily, and filed in cabinets. Wireless network and mobile computing devices can be a solution to improve the efficiency of these practices along with some others. In this thesis, a distributed Java prototype software is developed to utilize the benefit of an onboard Intranet utilizing wireless LANs and pen based handheld computers. For both practice areas, data could be entered into a handheld computer and then wirelessly transmitted to a database server. Those data can be used by powerful main platforms and different supervisors can reach it any time in parallel. An applet and a servlet program modules are created to provide small, user friendly, platform independent electronic forms. Since handheld computers have some limitations like screen dimensions, computing power, and Java Virtual Machine, features of these software approaches are tested on a few different handheld computers to find the best software approach and computer product.

Ships underway face the constant risk of sudden fires that can quickly spread and endanger both the vessel and crew. Effective firefighting requires prompt action, teamwork, and knowledge of proper procedures. Crew members are assigned to fire parties responsible for attacking the fire and providing backup support. Key steps include locating and reporting the fire, isolating the affected area by establishing fire boundaries, securing ventilation, and fighting the fire using appropriate methods depending on the fire class—fog and solid streams for combustibles (Class A), foam for fuel fires (Class B), and CO2 or dry powder for electrical fires (Class C). After extinguishing, thorough overhaul is essential to prevent reflash, followed by maintaining a reflash watch. Special spaces like magazines and machinery rooms have dedicated systems such as sprinklers and steam smothering for fire control. As an alternative to developing exclusionary performance-based selection standards, the approach of this study was to modify the demands of shipboard damage control tasks by using mechanical aids. Tasks selected included a manikin drag (maximum distance in 30 sec) and a CO2 bottle extinguisher carry (sec). A tether device and a shoulder strap were developed to improve performance on the respective tasks. Subjects were 24 women and 23 men stationed onboard the USS Emory S. Land (AS-39). Results indicate that average manikin drag distance was 8.1 m for men and 25.2 m for women. Although no difference was observed between the two drag techniques, use of the tether significantly reduced overall RPE. On average, CO2 bottle extinguisher carry times for women were 59% slower for women than for men. Use of the shoulder strap did not significantly affect time to complete the task or overall RPE. However, RPE for the right arm and right hand were reduced significantly during the strap-assisted carry (38% and 48%, respectively). Future work will focus on refining these prototype devices and assessing their utility in similar and sustained damage control task scenarios.

A design guide is presented to provide the design engineer, structural analyst, manufacturing engineer, and test engineer with the engineering know-how and technology to design, analyze, manufacture, and test ballistic-damage-tolerant flight control components molded of a short-fiber glass/ epoxy composite material. The design guide provides data on the effects of variable material parameters such as resin type, fiber length, fiber type, fiber finish, and composite thickness on the ballistic response of the composite (i.e., the extent of damage and residual load capacity after damage). Fully tumbled caliber .30 ball M2 and untumbled caliber .50 AP M2 projectiles were evaluated at several impact temperatures and velocities. Methods of design to maximize ballistic tolerance and design analysis techniques are described. Designs, tooling and manufacturing techniques, and a test and evaluation program for three typical flight control components are presented.

While the vast majority of bleeding trauma patients who arrive in emergency departments are either hypercoagulable or only slightly injured with normal coagulation parameters, a small segment of trauma patients (10%) are hypocoagulable. This small segment of severely injured patients comprises the majority of in-hospital trauma deaths. They are frequently hypothermic with acidosis and hypothermia-induced coagulation factor and platelet dysfunction, combined with coagulation factor consumption, and culminating in a profound coagulopathy. The most severely injured are more coagulopathic. Though it has long been recognized that the lethal triad of hypothermia, acidosis and coagulopathy is associated with a significant increase in mortality, coagulopathy has been viewed as a byproduct of resuscitation, hemodilution and hypothermia. We know now that coagulatpathy is in fact present on admission.

Objectives: Military casualties with vascular injuries often present with severe acidosis and coagulopathy that can negatively influence limb salvage decisions. We previously reported the value of a damage control resuscitation (DCR) strategy that can correct physiologic shock during simultaneous vascular reconstruction. The effect of recombinant factor VIIa (rFVIIa) on the repair of injured vessels and vascular grafts when used as an adjunctive therapy during DCR is unclear in the setting of wartime vascular injuries. The primary aim of this study was to assess the effect of rFVIIa use during DCR for vascular trauma and the impact on vessel repair. Methods: A retrospective two cohort case control study was performed using the Joint Theater Trauma Registry to identify patients with major vascular injury and DCR. Group 1 (n = 12) had DCR and repair of the injured vessels. Group 2 (n = 41) included early rFVIIa as an adjunctive therapy with DCR to control bleeding and perform simultaneous vascular reconstruction. Results: Age, injury severity score, presenting physiology, and operative time were similar between groups. Postoperative data show that early physiologic recovery from acidosis, coagulopathy, and anemia was associated with rFVIIa and DCR. Extremity graft failures in groups 1 and 2 (follow-up range, 10 26 months) were either from early thrombosis (1 vs. 5 p = 1), graft dehiscence (1 vs. 2 p = 0.55), or infection (1 vs. 1 p = 0.41) and were the result of inadequate soft tissue coverage or technical factors that eventually resulted in eight (15%) amputations. All cause mortality (group 1: 0% vs. group 2: 7.3%, p = 1) and amputation rates (group 1: 25% vs. groups 2: 12.2%, p n= 0.36) were similar between the two groups. Conclusions: DCR using rFVIIa is effective for controlling hemorrhage and reversing coagulopathy for severe vascular injuries. Early graft failures seem unrelated to rFVIIa use in the setting of wartime vascular injuries.

Freeze-dried plasma was developed by the US Army for the resuscitation of combat casualties during World War II. The French Military Blood Institute began producing French lyophilized plasma (FLYP) in 1949, in accordance with French blood product guidelines. Since 2010, a photochemical pathogen inactivation process has been implemented to reduce the remaining transfusion-related infectious risk. All quality controls for this procedure verify that the hemostatic properties of FLYP are conserved. FLYP is compatible with all blood types, can be stored at room temperature for 2 years, and its reconstitution requires less than 6 minutes. As a result, FLYP allows quick delivery of all the coagulation proteins and the application of a 1:1 ratio of FLYP and red blood cells in the context of a massive transfusion. Hemovigilance data collected in France since 1994 have included FLYP. Results indicate no reporting of infection related to the use of FLYP. Clinical monitoring with a focus on hemostasis was implemented in 2002 and expanded in 2010. The data, obtained from overseas operations, confirmed the indications, the safety and the clinical efficacy of FLYP. Further research is needed to determine specific indications for FLYP in the therapeutic management of civilian patients with severe hemorrhage.

The object of the Damage Control (DC) Triad program was to develop a Damage Control Communications system, which would be damage tolerant and remain operable in casualty situations where DC communications are vital. The current state of the art in communications technologies (WLAN, enhanced VoIP Power Line Communications, and Sound-Powered Phone implementations) should allow the implementation of the system without a costly R&D program. This report details the communications technologies and their application and testing in a shipboard environment to implement and demonstrate a true uninterruptible and survivable DC Communications system.

This report summarizes results from the second baseline series of damage control tests involving pipe patching, shoring, dewatering, and hull repair. In pipe patching, the EWARP patch was more effective on isolated (non-pressurized) systems than the soft patch and Fleetpak kit. The Fleetpak kit was ineffective on all of the isolated systems and required more material than recommended. The combination K-shore was constructed in less time than any of the other shoring methods. The wooden K-shore required significantly more time to construct than the combination K-shore. There were no significant differences in the times required to construct wooden and combination H-shores. There were significant differences in the rigging times for the various pieces of dewatering equipment. There were also substantial differences in the total time required to begin dewatering and the dewatering rate. None of the hull repair methods evaluated were consistently effective in repairing actively flowing hull ruptures. The plate patch was an effective repair method for hull ruptures when installed without water flowing through the rupture.

Damage control systems are evolving rapidly into large, complex systems having the potential for collecting vast quantities of detailed information. To handle this information effectively, damage control systems will be transformed from their traditional centralized architectures to more efficient and more survivable distributed architectures. A coherent method of transferring information across distributed networks is required in the form of an interface protocol that can be used by damage control systems and personnel to quickly assess damage situations and initiate corrective actions. This report addresses the requirements of such a protocol and discusses related network and computer architecture issues, and their impact on the overall system design. This report consists of two chapters. Chapter I discusses minority carrier lifetime degradation in silicon as a result of 200 Kev argon and 80 Kev silicon implantation. The lifetime degradation is studied for the implantation dose range of 10 to the 11th power to 10 to the 16th power ions/cm sq. The lifetime degradation is different for argon and silicon implantation. For low argon implantation the decrease in lifetime is impurity controlled. At a higher dose the decrease in lifetime is caused by the argon impurity and by the crystal defects generated by the recrystallization of the amorphous damage layer. For silicon implantations the decrease in lifetime is caused by crystal defects only and is minor up to a dose of 10 to the 14th power Si(+)/cm sq. Chapter II reports results on buried layer gettering through high energy oxygen and argon implantations. High energy argon gettering depends on the implantation dose. Maximum gettering is obtained for high dose implantation. Oxygen gettering shows no implantation dose dependency. Remarkable gettering efficiencies are obtained for an implentation dose of 10 to the 11th power 0(+)/cm sq.
