Adapting to the changes that occurred in the strategic environment after the end of the Cold War and in order to solve its security needs Romania's fundamental national interest is to join NATO the single structure capable of providing guarantees for peace and stability in its regional area of interest. To achieve this interest Romania started to implement a comprehensive reform process in all domains of national power - political economic military and psychological. In the military realm the main policy by which the reform is applied is the transformation of the Armed Forces. Through this process Romania aims to create a compact efficient and flexible military force that is fully capable of meeting its national security needs and NATO's expectations as a full Alliance member. This paper analyses Romania's objectives for its Armed Forces transformation envisages ways and means leading to their achievement and recommends a possible option that can be considered.

The Vorotilov core was drilled in the central uplift of the Puchezh-Katunki astrobleme to a depth of 5.1 km. Impactites are revealed in the rocks of the core beginning from a depth of 366 m: suevites (66 m), allogenic breccias (112 m), and autogenic breccias (deeper than 544 m). Core Transformation explanation

This study examined the micro-level contextual factors that impact the process of large-scale, transformational, intentional change at institutions of higher education. The study used an organizational culture framework to examine use of change strategies from the "general" literature on change, to identify micro-level issues and strategies that facilitate transformational change, and to investigate the importance of and relationships among these micro-level issues and strategies. Ethnographic longitudinal methodology was used to examine organizational change at six institutions. Data analysis identified five themes: (1) certain strategies or conditions are central (senior administrative support, collaborative leadership, robust action, staff development, and visible action); (2) core and secondary strategies and conditions are interrelated; (3) sense-making emerged as the main vehicle for accomplishing transformational change; (4) balance is an important principle for effecting transformational change; and (5) culture of the campus appears to influence the change process. These principles are illustrated in two case studies depicting change at a community college and at an urban, private research university. Recommendations are made concerning the importance of institutions conducting internal analysis and reflection, the need for institutions to exploit and build upon interconnections, and the need to recognize that transformational change is about organizational sense-making. Abstract PURPOSE: The purpose of the present study was to evaluate the effect of thermocycling and mechanical loading on the biaxial flexural strength and the phase transformation of one Ce-TZP/Al2O3 and two Y-TZP core materials. MATERIALS AND METHODS: Thirty disc-shaped specimens were obtained from each material. The specimens were randomly divided into three groups (control, thermocycled, and mechanically loaded). Thermocycling was subjected in distilled water for 10000 cycles. Mechanical loading was subjected with 200 N loads at a frequency of 2 Hz for 100000 times. The mean biaxial flexural strength and phase transformation of the specimens were tested. The Weibull modulus, characteristic strength, 10%, 5% and 1% probabilities of failure were calculated using the biaxial flexural strength data. The controlled environment soil-core microcosm unit (CESMU) methods embody a collection of techniques that began with soil sampling in the field, and continued throughout laboratory investigations of chemical fate, migration, and transformation in site-specific soils. Intact soil cores were collected in the field using a hydraulically-controlled probe, delivering intact soil-cores with minimal disturbance directly into high density polyethylene pipe (HDPE; 10. 3-cm ID). The HDPE remained an integral part of the soil-core column. Each soil column was fitted with a porous ceramic plate in an HDPE endcap, so that a tension could be applied (30-35 kPa) to mimic field conditions, thus preventing the undue buildup of water within columns that otherwise would change soil chemical, physical, and biological properties. The intact soil-cores were under controlled temperature, and synthetic rain was added at rates simulating rainfall. Leachates were collected in darkness via Teflon tubing into flasks inside the CESMU chamber. Soil columns were harvested at intervals for sectioning by depth, extraction, and soil analyses. The CESMU methods are applicable to investigations of chemical fate, water movement, soil chemistry, solute transport/transformation, and plant effects. The U. S. Army is undergoing a substantial departure from its historical underpinnings to adapt and succeed in the emerging arena of asymmetric warfare-i.e., migrating from a traditional 'heavy' approach to an agile and responsive capability. Changes are not limited to equipment and doctrine, but are pervasive throughout all aspects of infrastructure and processes, including leadership. Army Transformation is outlined by the Department of Defense (DoD) April 2003 Transformation Planning Guidance and the subsequent 2004 Army Transformation Roadmap. One tenet of leadership transformation includes increased capability to develop and sustain innovation. This paper analyzes civilian leadership competencies and capabilities related to the current Army training environment and identifies leadership competencies and capabilities deemed crucial for civilian leadership transformation. A researchers-developed survey and interviews revealed noteworthy conclusions, including the following: (1) Civilian and military personnel share a common view of core leadership competencies required for transformative change; (2) Diversity of leadership experiences was widely regarded as a core leadership competency and is generally considered inadequate for civilian leadership; and (3) Cultural differences between civilian and military leadership are narrowing, but momentum must be nourished and encouraged to affect positive and permanent leadership improvements for Army civilians.

The Navy seeks to create an organization of high moral quality. It has chosen to instruct all personnel on the Navy's core values of honor, courage, and commitment. These values are to direct all naval activities. The author uses a curriculum framework that has become popular in the last twenty years in order to evaluate the Navy's core values charter. An analysis of the Navy's core values, in light of Elliot W. Eisner' 5 conceptual framework of curriculum, will provide helpful tools for the improvement of training officers in the core values of honor, courage, and commitment.

This paper discusses the importance of civic education in the transformation from totalitarian communism to constitutional democracy in Central and Eastern Europe. The primary question of civic education for this great transformation is: What are the few core ideas of democratic civic education that learners must know and support to prepare them for citizenship in a democracy? This discussion highlights fundamental elements of any workable and conceptually sound curriculum. These elements may be elaborated and practiced variously to suit social and cultural differences. The assumption is that the ideas presented about curricular content are necessary, if not sufficient, to democratic civic education in Central and Eastern Europe or anywhere else in the world. The first task of democratic civic education is the clarification of the key idea, democracy. The intended educational outcome is to provide students with criteria to assess and appraise proposals and practices for which democratic claims are made. Educators should introduce a minimal definition of democracy and elaborate upon it through explication of a set of core concepts with which it is inextricably associated in the operations of any authentic democratic polity. Students in possession of these key ideas would have intellectual tools for interpreting and judging the extent to which political systems (including their own) are, or are not, exemplifications of democracy. Constitutionalism and individual rights, separation of powers, civil society, and economic freedom have become important facets of all authentic modern models of democracy. (DK)
