1NASA Technical Reports Server (NTRS) 19990046389: Use Of An Existing Airborne Radon Data Base In The Verification Of The NASA/AEAP Core Model

By

The primary objective of this project was to apply the tropospheric atmospheric radon (Rn222) measurements to the development and verification of the global 3-D atmospheric chemical transport model under development by NASA's Atmospheric Effects of Aviation Project (AEAP). The AEAP project had two principal components: (1) a modeling effort, whose goal was to create, test and apply an elaborate three-dimensional atmospheric chemical transport model (the NASA/AEAP Core model to an evaluation of the possible short and long-term effects of aircraft emissions on atmospheric chemistry and climate--and (2) a measurement effort, whose goal was to obtain a focused set of atmospheric measurements that would provide some of the observational data used in the modeling effort. My activity in this project was confined to the first of these components. Both atmospheric transport and atmospheric chemical reactions (as well the input and removal of chemical species) are accounted for in the NASA/AEAP Core model. Thus, for example, in assessing the effect of aircraft effluents on the chemistry of a given region of the upper troposphere, the model must keep track not only of the chemical reactions of the effluent species emitted by aircraft flying in this region, but also of the transport into the region of these (and other) species from other, remote sources--for example, via the vertical convection of boundary layer air to the upper troposphere. Radon, because of its known surface source and known radioactive half-life, and freedom from chemical production or loss, and from removal from the atmosphere by physical scavenging, is a recognized and valuable tool for testing the transport components of global transport and circulation models.

3The Core Collapse Supernova Rate From 24 Years Of Data Of The Large Volume Detector

By

The Large Volume Detector (LVD) at INFN Laboratori Nazionali del Gran Sasso, Italy is a 1 kt liquid scintillator neutrino observatory mainly designed to study low energy neutrinos from Gravi- tational Stellar Collapses (GSC) with 100% efficiency over the entire Galaxy. Here we summarize the results of the search for supernova neutrino bursts over the full data set lasting from June 1992 to May 2016 for a total live time of 8211 days. In the lack of a positive observation, either in standalone mode or in coincidence with other experiments, we establish the upper limit to the rate of GSC event in the Milky Way: 0.1/year at 90% c.l.

4NASA Technical Reports Server (NTRS) 19950005717: FORTRAN Programs To Process Magsat Data For Lithospheric, External Field, And Residual Core Components

By

The FORTRAN programs supplied in this document provide a complete processing package for statistically extracting residual core, external field and lithospheric components in Magsat observations. To process the individual passes: (1) orbits are separated into dawn and dusk local times and by altitude, (2) passes are selected based on the variance of the magnetic field observations after a least-squares fit of the core field is removed from each pass over the study area, and (3) spatially adjacent passes are processed with a Fourier correlation coefficient filter to separate coherent and non-coherent features between neighboring tracks. In the second state of map processing: (1) data from the passes are normalized to a common altitude and gridded into dawn and dusk maps with least squares collocation, (2) dawn and dusk maps are correlated with a Fourier correlation efficient filter to separate coherent and non-coherent features; the coherent features are averaged to produce a total field grid, (3) total field grids from all altitudes are continued to a common altitude, correlation filtered for coherent anomaly features, and subsequently averaged to produce the final total field grid for the study region, and (4) the total field map is differentially reduced to the pole.

5Implication For The Core Collapse Supernova Rate From 21 Years Of Data Of The Large Volume Detector

By

The Large Volume Detector (LVD) has been continuously taking data since 1992 at the INFN Gran Sasso National Laboratory. LVD is sensitive to neutrino bursts from gravitational stellar collapses with full detection probability over the Galaxy. We have searched for neutrino bursts in LVD data taken in 7335 days of operation. No evidence of neutrino signals has been found between June 1992 and December 2013. The 90% C.L. upper limit on the rate of core-collapse and failed supernova explosions out to distances of 25 kpc is found to be 0.114/y.

6NASA Technical Reports Server (NTRS) 19950018346: Technical Report Series On Global Modeling And Data Assimilation. Volume 5: Documentation Of The AIRES/GEOS Dynamical Core, Version 2

By

A detailed description of the numerical formulation of Version 2 of the ARIES/GEOS 'dynamical core' is presented. This code is a nearly 'plug-compatible' dynamics for use in atmospheric general circulation models (GCMs). It is a finite difference model on a staggered latitude-longitude C-grid. It uses second-order differences for all terms except the advection of vorticity by the rotation part of the flow, which is done at fourth-order accuracy. This dynamical core is currently being used in the climate (ARIES) and data assimilation (GEOS) GCMs at Goddard.

10ERIC ED566104: Documentation To The NCES Common Core Of Data Public Elementary/Secondary School Universe Survey: School Year 2009-10. Version Provisional 2a. NCES 2011-348rev

By

The Common Core of Data (CCD) nonfiscal surveys consist of data submitted annually to the National Center for Education Statistics (NCES) by state education agencies (SEAs) in the 50 states, the District of Columbia, Puerto Rico, the four U.S. Island Areas (American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands), the Department of Defense (DoD) dependent schools (overseas and domestic), and the Bureau of Indian Education (BIE). In order to provide data comparable across states to the maximum extent feasible, NCES and SEAs have worked since the 1950s to develop and accept common data items and definitions. SEAs report school-, agency-, and state-level education data for the CCD through the U.S. Department of Education's EDFacts collection system. The purpose of the CCD nonfiscal surveys is to provide a listing of all schools and agencies providing free public elementary and secondary education, along with basic descriptive statistical information on each school and agency listed. The CCD includes all settings in which free public education is provided to children. The Public Elementary/Secondary School Universe file includes data for the following variables: NCES school ID number, state school ID number, name of the school, name of the agency that operates the school, mailing address, physical location address, phone number, school type, operational status, locale code, latitude, longitude, county number, county name, full-time-equivalent (FTE) classroom teacher count, low/high grade span offered, Congressional district code, school level, free lunch eligible students, reduced-price lunch eligible students, total free and reduced-price lunch eligible, student totals and detail (by grade, by race/ethnicity, and by sex), and pupil/teacher ratio. This report contains an introduction to the NCES Common Core of Data Public Elementary/Secondary School Universe Survey: School Year 2009-10, Version Provisional 2a and a user's guide. The following are appended: (1) Record Layout for the Common Core of Data Public Elementary/Secondary School Universe Survey: School Year 2009-10; (2) Value Distribution, Field Frequencies, and Data Tables for the Common Core of Data Public Elementary/Secondary School Universe Survey: School Year 2009-10; (3) Glossary for the Common Core of Data: School Year 2009-10; and (4) State Notes for the Common Core of Data: School Year 2009-10.

11On The Fidelity Of The Core Mass Functions Derived From Dust Column Density Data

By

Aims: We examine the recoverability and completeness limits of the dense core mass functions (CMFs) derived for a molecular cloud using extinction data and a core identification scheme based on two-dimensional thresholding. Methods: We performed simulations where a population of artificial cores was embedded into the variable background extinction field of the Pipe nebula. We extracted the cores from the simulated extinction maps, constructed the CMFs, and compared them to the input CMFs. The simulations were repeated using a variety of extraction parameters and several core populations with differing input mass functions and differing degrees of crowding. Results: The fidelity of the observed CMF depends on the parameters selected for the core extraction algorithm for our background. More importantly, it depends on how crowded the core population is. We find that the observed CMF recovers the true CMF reliably when the mean separation of cores is larger than their mean diameter (f>1). If this condition holds, the derived CMF is accurate and complete above M > 0.8-1.5 Msun, depending on the parameters used for the core extraction. In the simulations, the best fidelity was achieved with the detection threshold of 1 or 2 times the rms-noise of the extinction data, and with the contour level spacings of 3 times the rms-noise. Choosing larger threshold and wider level spacings increases the limiting mass. The simulations show that when f>1.5, the masses of individual cores are recovered with a typical uncertainty of 25-30 %. When f=1 the uncertainty is ~60 %. In very crowded cases where f

13On The Joint Inversion Of Geophysical Data For Models Of The Coupled Core-mantle System

By

Joint inversion of magnetic, earth rotation, geoid, and seismic data for a unified model of the coupled core-mantle system is proposed and shown to be possible. A sample objective function is offered and simplified by targeting results from independent inversions and summary travel time residuals instead of original observations. These data are parameterized in terms of a very simple, closed model of the topographically coupled core-mantle system. Minimization of the simplified objective function leads to a nonlinear inverse problem; an iterative method for solution is presented. Parameterization and method are emphasized; numerical results are not presented.

15DTIC ADA609614: Depot Maintenance: Accurate And Complete Data Needed To Meet DOD's Core Capability Reporting Requirements

By

DOD Instruction 4151.2012 prescribes a depot maintenance core capabilities determination process to identify, in part, the (1) required core capabilities for depot maintenance and (2) planned workload needed to support those capabilities. Within OSD, the Assistant Secretary of Defense for Logistics and Materiel Readiness is responsible for, among other things, maintaining the instruction. The instruction describes a series of mathematical computations and adjustments which the military services use to compute their core capability requirements and to identify planned workload needed to support these requirements. The military services identify the weapon systems required to execute the Joint Chiefs of Staff contingency scenarios, which represent plans for responding to conflicts that may occur in the future. After the systems are identified, the military services compute annual depot maintenance capability requirements for peacetime in direct labor hours to represent the amount of time they regularly take to perform required maintenance. Next, the military services make contingency requirements and resource adjustments to account for applicable surge factors during the different phases of a contingency, such as preparation/readiness and sustainment. The military services make further adjustments to account for redundancy in depot capability. For example, a military service may determine that repair capabilities for specific systems maintained in military depots are so similar that they share common base repair processes, technologies, and capabilities that can effectively satisfy the repair requirements of other systems. The military services adjust the core capability requirements when one service s maintenance requirements will be supported by the maintenance capabilities of other military services.

17ERIC ED467438: Our Students Speak: An Analysis Of Survey Data Provided By ECSU Certification Candidates Concerning Their Professional Preparation And Connecticut's Common Core Of Teaching. Research Brief, Winter 2002.

By

To better understand how teacher candidates (student teachers) from Eastern Connecticut State University (ECSU) grow and develop from the start to the end of their student teaching semester, data provided through the Student Teacher Growth Record were analyzed. Student Teacher Growth Records, along with narrative reports provided by student teacher coordinators, serves as the primary means of assessing the candidates knowledge, skills, and dispositions. The growth records are completed by the teacher candidate, cooperating teacher, and university coordinator midway through and at the end of the student teaching experience. Analysis of the growth records reveals that growth recorded between midyear and the end of the year was statistically significant. There were no significant differences among evaluations provided by the candidate, the cooperating teacher, and the university coordinator, suggesting that they all see the candidates performance in the same light. (Contains 6 figures and 38 tables.) (SLD)

By

The Common Core of Data (CCD) Nonfiscal surveys consist of data on the status of public elementary and secondary education submitted annually to the National Center for Education Statistics (NCES) by state education agencies (SEAs) in the 50 states, the District of Columbia, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, the Virgin Islands, the Department of Defense, and the Bureau of Indian Affairs. The "Local Education Agency Universe Survey Dropout and Completion Data File" was first created starting with the 1997-98 School Year with only dropout data. Prior to the 1997-98 dropout file, dropout data were available only on the Local Education Agency Universe Survey. In 2000-01, High School Completer fields were added to the file. This file is constructed from data collected through the "Public Elementary and Secondary School Universe" and "Local Education Agency Universe Surveys." In addition to the dropout and completer counts, several other fields were created for this file: dropout rates, enrollment bases for the dropout rates, completion rates, and the completion rate bases. Dropout and completer data for a particular year are reported on the "Local Education Agency Universe Survey" for the following year.

22Searching For Prompt Signatures Of Nearby Core-collapse Supernovae By A Joint Analysis Of Neutrino And Gravitational-wave Data

By

We discuss the science motivations and prospects for a joint analysis of gravitational-wave (GW) and low-energy neutrino data to search for prompt signals from nearby supernovae (SNe). Both gravitational-wave and low-energy neutrinos are expected to be produced in the innermost region of a core-collapse supernova, and a search for coincident signals would probe the processes which power a supernova explosion. It is estimated that the current generation of neutrino and gravitational-wave detectors would be sensitive to Galactic core-collapse supernovae, and would also be able to detect electromagnetically dark SNe. A joint GW-neutrino search would enable improvements to searches by way of lower detection thresholds, larger distance range, better live-time coverage by a network of GW and neutrino detectors, and increased significance of candidate detections. A close collaboration between the GW and neutrino communities for such a search will thus go far toward realizing a much sought-after astrophysics goal of detecting the next nearby supernova.

28ERIC ED433587: School Finance Litigation Across The States: What Are A State's Core Finance Data Needs?

By

This report identifies the finance data needs of states facing school finance litigation or seeking to avoid it altogether. The article addresses the following key questions: What issues are prominent in the "new wave" of school finance litigation? and What are the core finance data needs of states seeking to address these issues? The materials analyzed for this report consist of state supreme court decisions on the constitutionality of school-finance systems, beginning in 1989. This set of decisions has been referred to as the "new wave" of judicial decisions related to state school finance litigation. The paper lists the limitations of the study, along with definitions, and provides the background and history of early school finance litigation. Specific statutory issues, the level of funding, and funding disparities are all discussed. The report concludes that states need to scrutinize elements of their finance system for elementary and secondary education, describe them, and develop fiscal data on each element of the system. (Contains 3 tables on finance litigation, 11 references, and an appendix listing court challenges where plaintiffs have prevailed. (RJM)

30ERIC ED579146: Documentation To The 2015-16 Common Core Of Data (CCD) Universe Files. NCES 2017-074

By

The Common Core of Data (CCD) is a national statistical program that collects and compiles administrative data from SEAs covering the universe of all public elementary and secondary schools and school districts in the United States. The first CCD collection was for SY 1986-87. The predecessor to CCD was the Elementary and Secondary General Information System. The CCD includes five basic collections and several supplemental ones. The basic collections are divided into two main data content areas: nonfiscal (or universe) data and fiscal data. They are further divided into hierarchical levels (school, LEA, and state). This documentation addresses the three nonfiscal, universe data files, the methods, and editing procedures used in the nonfiscal, universe portion of the school year (SY) 2015-16 Common Core of Data (CCD) collection. The National Center for Education Statistics (NCES) will publish updated versions of this document with each school year collection. The CCD universe collection is a comprehensive listing of the public elementary and secondary schools and the local education agencies (LEAs) that administer and support them. The CCD includes directory, enrollment, and staffing data at state, LEA, and school levels. State education agencies (SEAs) report these data in a series of file submissions throughout the school year.

By

Two of the most important indicators of the educational system's success are the rates that young people complete and drop out of school each year. The Common Core of Data (CCD) survey system of the National Center for Education Statistics (NCES) annually collects information about public school dropouts and completers. This report presents the number and percentage of students dropping out and completing public school (among states that reported dropouts) for school years 1998-99 and 1999-2000.

35Core Overshoot: An Improved Treatment And Constraints From Seismic Data

By

We present a comprehensive set of stellar evolution models for Procyon A in an effort to guide future measurements of both traditional stellar parameters and seismic frequencies towards constraining the amount of core overshoot in Procyon A and possibly other stars. Current observational measurements of Procyon A when combined with traditional stellar modeling only place a large upper limit on overshoot of alphaOV < 1.1. By carrying out a detailed pulsation analysis, we further demonstrate, how p- and g-mode averaged spacings can be used to gain better estimates of the core size. For both p- and g-modes, the frequency spacings for models without overshoot are clearly separated from the models with overshoot. In addition, measurements of the l=0 averaged small p-mode spacings could be used to establish Procyon A's evolutionary stage. For a fixed implementation of overshoot and under favorable circumstances, the g-mode spacings can be used to determine the overshoot extent to an accuracy of +-0.05 Hp. However, we stress that considerable confusion is added due to the unknown treatment of the overshoot region. This ambiguity might be removed by analyzing many different stars. A simple non-local convection theory developed by Kuhfuss is implemented in our stellar evolution code and contrasted with the traditional approaches. We show that this theory supports a moderate increase of the amount of convective overshoot with stellar mass of Delta(alphaOV) = +0.10 between 1.5 Msun and 15 Msun. This theory places an upper limit on Procyon A's core overshoot extent of ~0.4 Hp which matches the limit imposed by Roxburgh's integral criterion.

40ERIC ED361403: Goal 2 Technical Planning Subgroup On Core Data Elements. Report To The National Education Goals Panel.

By

In March 1993, the Goal 2 Technical Planning Subgroup on Core Data Elements was convened to focus on identifying information that could be obtained from local student data systems for monitoring local and state progress toward the National Education Goals. The Goal 2 Resource Panel had previously described the need for a national student data system to assess students' completion of school. This document describes a set of indicators of goal outcomes and proposes a set of data elements and definitions that could be used to computerize the indicators and serve the needs of education agencies. The process used in selecting the core data elements is described, and a list of the recommended indicators and accompanying data elements is presented. Table 1 lists the recommended data elements for each of the six goals and indicates whether the data element for the particular indicator presently exists in most elementary school and secondary school systems. Appendix A defines the recommended elements. Appendix B describes other potentially useful elements. Appendix C describes related activities at the national level to standardize core education data elements to facilitate their use. (SLD)

45ERIC ED507073: Public Elementary And Secondary School Student Enrollment And Staff Counts From The Common Core Of Data: School Year 2007-08. First Look. NCES 2010-309

By

This First Look presents national and state level data on student enrollment by grade and by race/ethnicity within grade, the numbers of teachers and other education staff, and several student/staff ratios for the 2007-08 school year. It uses data from the State Nonfiscal Survey of Public Elementary/Secondary Education of the Common Core of Data (CCD) survey system. The CCD is an annual collection of data that are reported by state education agencies to the National Center for Education Statistics (NCES) through the U.S. Department of Education's EDFacts data collection system. Among the findings were that public elementary and secondary schools had 49.3 million students in membership in school year 2007-08. This was a decrease of less than 0.1 percent from student membership in school year 2006-07. Summing across grades, 34.3 million students were enrolled in pre-kindergarten through grade 8 and ungraded classes; 15.0 million students were enrolled in grades 9-12 in the 2007-08 school year. When examining students for whom race/ethnicity was reported in the 2007-08 school year, 55.8 percent were White, non-Hispanic; 21.1 percent were Hispanic; 17.0 percent were Black, non-Hispanic; 4.8 percent were Asian/Pacific Islander; and 1.2 percent were American Indian/Alaska Native (table 2). The percentage of students who were White, non-Hispanic decreased from 56.5 percent for White, non-Hispanic students in school year 2006-07. In school year 2007-08, public elementary and secondary schools and local education agencies employed a total of 6.2 million FTE staff. This was an increase of less than 1 percent from the number of FTE staff employed in school year 2006-07. Of the FTE staff in the 2007-08 school year, 51.1 percent were teachers, 15.3 percent were instructional aides, instructional coordinators and supervisors, guidance counselors, or librarians, and 23.1 percent were student and other support staff. About 3.5 percent were school or district administrators and 7.0 percent were administrative support staff. The student/teacher ratio in public schools in school year 2007-08 was 15.5 (i.e., there were about 16 students for every FTE teacher employed). The ratio ranged from a high of 23.7 in Utah to a low of 10.7 in Vermont. The elementary student/teacher ratio was 20.1, while the secondary student/teacher ratio was 11.9. The category of other instructional and student support includes instructional aides, instructional coordinators and supervisors, librarians, library support, and student support services staff. In the 2007-08 school year, there were about 43 students for every instructional and student support staff member. Appended to this report is (1) Methodology and Technical Notes; and (2) Common Core of Data Glossary. (Contains 4 tables and related data files.

46ERIC ED416245: Customer Service Survey: Common Core Of Data Coordinators. Working Paper Series.

By

In November 1995 staff from the National Center for Education Statistics sent a questionnaire about customer service to each of the Common Core of Data (CCD) coordinators who are responsible for the data reported annually on the CCD surveys. These surveys include the National Public Education Finance Survey (NPEFS) and four largely nonfiscal surveys: the School Universe, the Agency Universe, the State Nonfiscal Survey, and the Early Estimates Survey. For the nonfiscal surveys, 44 states and one outlying area submitted responses, while some states did not reply or declined to reply on the basis of lack of information. Response to the NPEFS was higher, with 48 state coordinators and one outlying area coordinator responding. Respondents generally indicated that completing the nonfiscal surveys took just over a week for the School Universe Survey, and less time for the others, with the Early Estimates Survey taking the least time to complete. Coordinators who explained why they found the CCD useful generally wrote that they used the data for comparisons or that edit checks helped them verify their own state data. Suggestions from respondents for revisions to the surveys included making the instructions clearer and more concise, collecting the dropout data as a separate file, and aggregating school or district data to create state figures. No revisions were planned for the NPEFS, so the customer service survey concentrated on difficulties with the existing survey. Coordinators reported that completing the survey was burdensome, with an average of 78.0 hours required. Many reported difficulty in meeting the March deadline, and many made specific suggestions about difficult items. (Contains 25 tables.) (SLD)

47DTIC ADA358753: Sediment Characterization And Mapping Using High Frequency Acoustic And Core Data In The Chesapeake Bay

By

Several locations in the Chesapeake Bay were surveyed with an acoustic seafloor classification system to characterize and delineate areal distribution of surficial sediment properties. Predictions of acoustic impedance using this system provide a capability for initial assessment and prediction of sediment properties during the survey. Color-coded trackline maps created in real-time on a computer monitor represent estimated surficial sediment fades type and location. Analyses of the color-coded maps reveal a diversity of sediment types and distribution at each site and between sites. Thick sediment coverings are predominantly fine grained as identified by low intensity acoustic returns. Thin coverings consist of more dense, granular materials and are identified by higher intensity acoustic returns. Two locations south of the mouth of the Patuxent River and one near the mouth of the Choptank River consist primarily of fine and medium silts to silty clays. These sizes exhibit the lowest impedance levels on the trackline maps. Samples collected at one site slightly inside, and three sites north, of the mouth of the Patuxent River are composed of more dense, granular sands. Higher predicted impedance on the maps are indicative of dense sediments. Acoustically derived impedance predictions have been gridded and contoured to create a color-coded sediment facies province map at one of the sites. This province map provides a representation of relative sediment type and distribution at this site.

By

The Local Education Agency Universe Dropout and Completion Data File: School Years 1991-92 through 1996-97 is a one-time only file that contains agency dropout and completion data and rates for school years 1991-92 through 1996-97. Previous to the creation of this file, agency dropout and completion data were available on the Local Education Agency Universe Survey only. This new file separates the dropout and completion data into their own file and adds three new variables to the file: dropout rates, high school four-year completion rates, and enrollment base. This new file is constructed from data collected through the Public Elementary/Secondary School Universe and Local Education Agency Universe Surveys. This document provides information on the data file, the data fields, and special considerations of the file, as well as user guidelines for processing the data file.
