The first half of the proceedings consists of three papers presented during the program session of a Library of Congress Network Advisory Committee (NAC) meeting. The first, a background paper by Robert L. Oakley, identifies some of the problems that modern information technology has created for the intellectual property system in the United States; reviews several alternative proposals for dealing with the problems; briefly examines the ways in which Canada and the United States have approached the same issues; and concludes that these problems are solvable through amendment, new "sui generis" approaches, and expanded roles for an administrative agency, or through the development of voluntary or compulsory licensing mechanisms. In the second paper, Shirley Echelman comments on issues raised by Robert Oakley's report, and summarizes presentations given at a previous program session. The third paper, by Robert J. Kost, interprets an Office of Technology Assessment report about intellectual property rights and explains why the marriage between the law and technology is currently "on the rocks." The second half of the proceedings is a report on the business session of the NAC. Appendixes include the meeting agenda; a list of working groups; criteria for membership in the NAC; a list of suggested and prioritized topics for future research on networking; and a statement from the American Library Association on the phone companies' open network architecture plans filed with the Federal Communications Commission and a request for input on these plans from libraries. The purpose of this thesis was to examine recent legislation mandating warranties in Defense Acquisition, The examination comprised three discrete phases; (1) the definition of Defense warranties and a comparison with standard commercial warranties, (2) examination of several contextual relationships affecting the acquisition environment, and (3) a review of legislative developments occurring between the Spring of 1983 and the Summer of 1984. As a result of this analysis it is concluded that the issue of Defense warranties is more complex than initially recognized by Congress, the life cycle cost implications of Defense warranties are poorly defined, and the intent of the initial warranty legislation was poorly conceived and conveyed. This study recommends that comprehensive examination of Defense Warranty Cost behaviors and enforcement practices be conducted in order to determine the most effective structures to implement the requirements of the legislation.

It also provides annual appropriations for most agencies within the Department of Health and Human Services (HHS), with certain exceptions (e.g., the Food and Drug Administration is funded via the Agriculture bill). The LHHS bill also provides funds for more than a dozen related agencies, including the Social Security Administration (SSA). This report primarily focuses on regular FY2022 LHHS discretionary funding enacted during the annual appropriations process. Note that the totals in the report tables do not include emergency-designated appropriations. Those amounts are displayed separately and are in addition to regular appropriations. This report is divided into several sections. The opening section provides an explanation of the scope of the LHHS bill (and hence, the scope of this report) and an introduction to important terminology and concepts that carry throughout the report. Next is a series of sections describing major congressional actions on FY2022 appropriations and (for context) a review of the conclusion of the FY2021 appropriations process. "The Life of Jesse Harding Pomeroy: The Most Remarkable Case in the History of Crime or Criminal Law" by E. Luscomb Haskell was published in Boston, Massachusetts in 1892 by the Harvard Law School Library, and is part of "The Making of the Modern Law, Legal Treatises, 1800-1926" series. Remarkable insight into the life of Pomeroy prior to, during, and following the crimes for which he was sentenced to life imprisonment at the tender age of 14, this is an excellent complement to Pomeroy's "autobiography" which was published immediately following his trial in 1874. The advantages offered by this short book are that it was researched and published less than twenty years after the trial and conviction; that the accused was still alive at the time of publication; and that a large amount relates to the legal perspective of one of the most fascinating and confounding episodes of American criminology. Jesse Harding Pomeroy was sentenced to life in prison in 1874 at the age of 14 for the commission of two murders, and has therefore been referred to as "America's youngest serial killer" to this day. Other books have been written about Pomeroy over the years, as it makes for a most interesting character study, in addition to its legal implications, journalistic influence, and the effect of public outcry for justice and safety were preeminent. - Summary by Roger Melin
