The report embodies the latest results of a continuing research effort directed toward the development of management guidelines, standards, and techniques in the field of computer programming. The report is focused upon the statistical analysis of 74 completed computer programming jobs in terms of their resource-costs and related variables, e.g., man months, computer hours. The primary results are: indices of job difficulty, job type, development environment, and job uniqueness; a 'costliness' factor that permits programming tasks to be ranked in this respect; weighted composites of the indices for estimating the cost of particular programming jobs; and scoring and confidence- band techniques for blending intuitive managerial judgments with the formal cost-estimation procedures. Supplementary findings include indications of the relative sensitivity of job cost to changes in the values for the indices, and preliminary comparisons of resource usage between programs produced in machine- oriented or procedure-oriented languages.

This document, which is intended for use by community and junior colleges throughout Mississippi, contains curriculum frameworks for two programs in the state's postsecondary-level computer information systems technology cluster: computer programming and network support. Presented in the introduction are program descriptions and suggested course sequences for each program and a course framework. Section I consists of course outlines for the following: 20 computer information systems technology courses (computer concepts; survey of microcomputer applications; operating platforms; system administration and control; network management; systems analysis and design; the programming languages BASIC, RPG, and COBOL; database programming; control language programming; advanced RPG; advanced COBOL; C programming language; fundamentals of data communications; advanced network management; client/server systems; system maintenance; work-based learning in computer information systems technology; and fundamentals of microcomputer applications); related vocational-technical courses (business accounting; operating systems, computerized accounting, business communication, and advanced microcomputer applications); and related academic courses (principles of accounting I-II and English composition I). Each course outline contains some/all of the following: course name, abbreviation, classification, and description; prerequisites; and competencies/suggested objectives. Recommended tools and equipment are listed in section II. Appended are lists of related academic topics and workplace skills for the 21st century and student competency profiles for the computer programming and network support programs. (MN)

Investigated was the management of computer centers with emphasis on managing the programming effort. Problems and objectives of programming management were examined and techniques used in various business and governmental organizations are presented in the report. The aspects of the problem discussed in this report emphasize programming objectives and standards. The data for this investigation were obtained from a survey of seven organizations. A summary is presented on (1) the state of the art of managing the programming effort, and (2) projections for the future weighed against the problems, possibilities, and recommendations. (RP)

There is no doubt that we have a problem. We are being pressured increasingly for implementation of the Agency Planning, Programming, and Budgeting (PPB) System in accordance with the President's direction. Almost daily we receive requirements for reporting which necessitate responsive computer programming support and machine processing. The Financial Analysis Numbering system has required modifications to bring it more in line with the Agency PPB System. In addition, we must now begin to move toward the automation of the Agency budget. Delays in any of these programs could have serious consequences, since in most instances the programs can be implemented only at the beginning of a fiscal year and any deferral means a delay of another year. 3. Rather than have Mr. attempt to establish priorities for OCS Support to O/PPB, I suggest that he stay in contact, where necessary, with Mr. ~f my Data Systems Development Staff. In this way we can be certain that priorities will be considered within. the context of planning for implementation of the PPB System as well as the current demands for reporting. 4. As you are well aware, the arrangement of priorities above will not solve the increasing backlog problem in OCS. Programs which are currently under review probably will provide for modest increases in the OCS personnel ceiling. I am hopeful that OCS can get outside help with the conversion task so that the transfer of appropriate management information processing applications to the new equipment may proceed as soon as it is feasible. The management measures and standards that are common to many, more mature industries are nearly non-existent in computer programming. The Paper describes the work that has been underway at the System Development Corporation for almost three years directed toward the advancement of the state-of-the-art of computer programming management.

The management measures and standards that are common to many, more mature industries are nearly non-existent in computer programming. The Paper describes the work that has been underway at the System Development Corporation for almost three years directed toward the advancement of the state-of-the-art of computer programming management.

Guidelines are presented to help managers estimate the costs of computer programming. The guidelines summarize a statistical analysis of 169 computer programming efforts with equations to estimate man months, computer hours, and months elapsed, and also planning factors such as man months per thousand instructions. Opinions, rules of thumb, and experience data based upon literature search and experience supplement the statistical results. Forms with the guidelines are organized into six sections corresponding to a six-step division of the computer programming process. Advice is given on the integration of cost estimates into a cost analysis to justify and plan ADP projects.

The System Development Corporation has been conducting research in the management of the computer programming process since 1963. This paper briefly describes some of the results of this research, plus individual research by the author, and the relevance and usefulness of the results to the operating manager. The paper emphasizes four specific types of management tools that were produced: (1) planning aids; (2) cost estimating guides; (3) a project reporting and control system; (4) a technique for evaluating the effectiveness of certain classes of computer-centered information systems. Each of these tools is briefly described, and the research design and procedures used in their development are mentioned. The experience gained in applying traditional research techniques to the computer programming process has yielded certain insights regarding the economic and management dimensions of computer programming, and several of these insights are discussed. Foremost among this author's conclusions is that the management principles that apply to any other coordinative activity are equally applicable to the computer programming process. Specific techniques may differ, especially at the lower echelons, but these differences pertain to the technical skills and procedures of the production process, they are engineering, not management or economic issues. The paper concludes with several general observations pertinent to future research in computer programming economics and management, and the use of the management tools described.
