This paper presents a framework that could be used in evolving the Agile Combat Support (ACS) and mobility systems of participating partners to meet the operational needs of the NATO Reaction Air Force (RAF). Based on our experience in evaluating ACS/mobility options to meet the United States Air Force Expeditionary Aerospace Force (EAF) operational goals, we suggest that the NATO RAF concept may require a rethinking of the entire combat support system, as was the case for the USAF EAF, and that subsequently the strategic planning framework for combat support should also be re- examined and enhanced. To a large degree future force projection and resultant combat capability will be dependent upon strategic choices concerning combat support system design that will be made in the near future. This paper explores a planning framework that is based on an integrated set of models and a process for making such strategic decisions. Some USAF EAF results of analyses based on using this framework are presented as they may be relevant for the NATO RAF. The paper also discusses some impediments in using this framework and evolving an effective coalition ACS system.

Today s defense environment is particularly challenging for two reasons. First, significant portions of the force are continuously engaged in a variety of operations, ranging from active combat to humanitarian assistance, over wide geographical areas where the needs for force projection are often difficult to predict. Even after operations in Iraq and Afghanistan are concluded, it is likely that the world situation will call for worldwide deployment of U.S. forces to support theater security cooperative efforts (with allies) to shape conditions to avoid contingency operations. Second, there is increasing pressure to operate more efficiently. Although there has always been the need to relate combat support resource requirements to operational objectives, today s environment requires quick combat support actions to tailor deployable support packages and sustainment actions to meet specific operational needs. Furthermore, economic pressures are likely to continue and could result in further reductions in the resources set aside to meet contingency operations. In addition to economic pressures, the inability to perfectly predict resource demands, the need to shift funding from one category to another to meet unanticipated needs, and the occurrence of unanticipated world events that require intervention, among other factors, all contribute to having imbalances between needed ACS resources and those that are available at any given time to simultaneously meet all requirements for contingency and training operations. To best use limited resources in providing combat capability, combat support functional areas must work in an integrated fashion across command and control nodes, predicting combat support needs and responding rapidly to dynamic operational needs, and must allocate scarce resources to where they are most needed.

The U.S. Air Force (USAF) is at a potential turning point. It has been engaged in expeditionary operations for more than two decades, developing and adapting its force management concepts to cope with changing demands first in Iraq, then in Afghanistan, and then again in Iraq, as well as elsewhere. As those operations wind down, so do some of the demands that have strained the force for many years, potentially leaving a window within which to reset and prepare for future operations. Recent defense guidance has shifted the focus toward Asia, emphasizing missions that may stress USAF capabilities in new ways. The USAF is currently reexamining its force presentation and management construct, raising questions about how the force will position and prepare itself for the future. Additionally, fiscal pressures make resource trade-offs even more weighty and difficult.

This Lecture Series evaluates the human factors implications for pilots of superagile flight, specifically with regard to agile airframes, agile weapons, and rapidly configurable systems. During interviews, experienced pilots have confirmed the operational need for military aircraft agility. Although pilots have noted that their experiences to date have not caused them any major concerns regarding the potential for physiological problems, significant gaps remain in our understanding of the effects of multi-axis accelerations. Human consequences are also anticipated in the area of situational awareness. Presentation of aircraft attitude and energy state in a helmet mounted display will be a design challenge. The minimal constraints on aircraft incidence angles and the expanded weapon launch envelopes anticipated with the forthcoming and next generations of air systems requires the provision of novel displays to enable pilots to effectively operate such air systems. Decision aids, intelligent interfaces and automated subsystems are required to enable pilots to maintain situational awareness whilst coping with dramatic increases in the tempo of the tactical situation and the data deluge'. Moreover, many of the current pilot protection systems will be inadequate for everyday use in such an unconstrained flight envelope and during ejection. Additional challenges in selection, simulation, and training are also anticipated.

Processes for determining U.S. Air Force manpower requirements vary considerably across and within the variety of workforces employed to meet Air Force missions. The relevant workforces include active duty military personnel, full-time and part-time Air Force Reserve (AFR) and Air National Guard (ANG) military personnel, civilian employees, and contractors. Distinctive processes have been developed for quantifying needs for operational, maintenance, and non-maintenance agile combat support workforces. Prioritization among requirements is reached through the programming and budgeting processes of the Air Force Corporate Structure, but that structure depends on the development of manpower standards, manpower modeling, and other similar processes to identify the unconstrained manpower costs of executing and supporting various missions. Our primary focus in this report is on those quantitatively oriented manpower requirements processes and the extent to which they are validated, coordinated, and consistent. We also explore the qualitative side of personnel requirements, whereby, through specialty classification standards and other related processes, the required competencies of various workforces are specified.

To further develop the inherent capabilities of airpower, we must continue to explore ways to deploy light and lean as an Air Expeditionary Force (AEF). To this end, initial response and sustainment capability remain key to effectively deploying and employing AEF airpower anywhere in the world. In order to meet this task, logisticians must rely on the principles of Agile Combat Support (ACS) which are, by definition, the cornerstone of Global Engagement and the foundation of the other Air Force core competencies. According to Global Engagement: A Vision for the 21st Century Air Force, the Air Force should be able to orchestrate military operations throughout a theater of operations and bring intense firepower to bear over global distances within hours to days. This, by its very existence, gives national leaders unprecedented leverage and therefore advantages. The response and sustainment capability that ACS provides to the Global Engagement concept is what helps distinguish Air and Space Power-speed, flexibility and global perspective.

HQ USAF/ILMW requires the development of a PC-based model, complementing JLP-M and B-CAT functionality, to aid munitions AOs in assessing the critical munitions variables, performing what-if analyses and reporting ROM munitions support requirements. The MACSM will complement, but not duplicate, munitions assessment modules of JLP-M and B-CAT. At the front end, interfacing with these systems will provide sorties, timing, and munitions requirements to enhance MACSM. Manual input of these data would also be possible. Results of MACSM analyses (output) could be provided to B-CAT in order to improve granularity of requirements for personnel, equipment, and lead time for munitions storage and buildup data. Results of MACSM analyses would constitute the munitions part of the overall logistics ROM planning in support of bare-base and AEF operations. MACSM will be used by Air Staff munitions AOs to improve day-to-day assessment of munitions support requirements for bare-base and AEF planning. It would also be part of the suite of tools to be used in the CSC during actual contingency support operations.

The purpose of this project is to provide a final business case analysis of the technologies demonstrated in the Agile Rapid Global Combat Support (ARGCS) system. Three theses and one professional paper have previously analyzed the ARGCS Advanced Concept Technology Demonstration (ACTD) return on (proposed) investment. This project will review those works, provide a history of the ARGCS ACTD, discuss the goals for the ACTD and compare alternatives. In particular, this analysis builds on previous efforts, including the Discrete-Event Simulation Model developed in the Bello, Rios, Carpenter thesis (December 2006). The ultimate goal of this project is to assist in the analysis of the ARGCS technologies and what benefit they would provide if included in the proposed next generation of Naval Aviation test equipment, currently called the Enhanced Consolidated Automated Support System (ECASS).

While historically agile flight was first seen as an issue of airframe agility with a consequent emphasis on acceleration issues, there has been an evolution in the understanding of agility. WG 27 adopted WG 19's recommendations that airframe agility is only one aspect of agility which when combined with weapons agility and systems agility results in operational agility. The experienced pilots that we interviewed saw a real operational need for agile aircraft. They consistently rated both high angle-of-attack/nose pointing and off-boresight missiles/helmet- mounted display/sight systems as very important capabilities. They denied physiologic problems related to acceleration or spatial disorientation, although their sorties to date have been with a clear sky, in active control. Experts predict an increase in both G-LOC and spatial disorientation mishaps in future agile aircraft. In particular, there are significant gaps in our understanding of the effects of multi-axis accelerations. With minimal constraints on angle-of-attack and expanded weapon launch envelopes, novel displays will be required that enable pilots to fly with references well beyond conventional fields-of-view. Intelligent interfaces, and automated subsystems will be required to help pilots cope with the tactical situation, while also maintaining situational awareness. Efficient controls are also needed to enable pilots to command and operate equipment quickly and accurately. The thrust-vectoring and post-stall operations should be fully integrated into the flight control system. Pilots still prefer controlling aircraft functions via HOTAS (hands -on-throttle-and-stick) although voice and gaze-based control may also be useful. Current pilot protection systems will be inadequate in an unconstrained flight envelope and during ejection. Both basic and applied research will be needed to ensure that the potential benefits of increased agility are realized.

Agile Rapid Global Combat Support (ARGCS) system is a new Automatic Test System being developed through the Department of Defenseb2ss Advanced Concept Technology Demonstration program. This business case analyzes ARGCSb2s benefits for the Marine Corps as an option to replace their current Automated Test Systems for ground equipment. The business case analyzes the Marine Corpsb2s current systems, specifically the Marine Corpsb2s Third Echelon Test Set, and quantifies the relevant differences between these systems and the Agile Rapid Global Combat Support System.

The Air Force Global Engagement vision and Expeditionary Air Force (EAF) strategy focus on the Agile Combat Support (ACS) core competency as the foundation for the rapid projection of light, lean, and lethal aerospace power forces. This research examines the evolution of Air Force logistics doctrine, the linkage between doctrine, strategy, tactics, and training programs, and the corresponding application of logistics employment and sustainment functions in a deployed environment. To do so, this research analyzes the USAF's diverse logistics officer training programs to determine if there is a deficiency in interdisciplinary logistics employment and sustainment training. It ascertains if that training shortfall reveals a gap between Air Force logistics doctrine and EAF combat strategy. It also investigates the Air Force transition to the Aerospace Expeditionary Force (AEF) operational employment concept as the force projection mechanism for the EAF and the reliance on ACS has the primary enabler to identify specific areas where the absence of integrated logistics training impacts or potentially degrades mission success. After these factors have been adequately analyzed and interpreted, this research highlights the Army logistics officer-training philosophy as a benchmark to gauge the effectiveness of integrated logistics training on expeditionary strategy and logistics officer professional career development. The origins, course development, and utility of the USAF Weapons School are presented as an historical reference for creating congruency between doctrine, tactics, and training. The Red Flag training exercises are offered as a model for operational requirements driven training and as an example of the opportunity to integrate logistics employment training in existing combat exercises.

This research paper analyzes historic, current and future logistics support structures. The goal of this paper is to illustrate that the newly established logistics concepts are highly effective in supporting the Air Force core competency of Agile Combat Support while also identifying constraints and possible chokepoints. Chapter one covers the pertinent historical perspectives and explains the factors that created Two-Level Maintenance (2LM), the USAF Depot participation in the process, and Lean Logistics. Chapter two explains the logistics concepts used to make up Agile Combat Support. After delivering these concepts, this author has concluded that the USAF cannot do it alone. Dependence lies on the joint community and our sister services for their logistical support. Chapter three brings together the essential elements of the supporting cast required to ensure success of Agile Combat Support. This chapter involves the agencies, organizations and joint support required to ensure Agile Combat Support is successful. Process improvement has been and will continue to be the catalyst in forging a seamless logistics infrastructure that provides reliable and responsive Agile Combat Support. The ability to forecast resources, deploy forces globally, commence early sustainment, reevaluate and pull specific resources, and transport rapidly are key to our success. Chapter four concludes with a summary of research assumptions and recommendations for improved and sustained Agile Combat Support.

The development of Expeditionary Aerospace Force (EAF) operations requires rethinking of many Air Force functions, including the combat support system. To a large extent, EAF success depends on turning the current support system into one that is much more agile. In recognition of this, the U.S. Air Force has begun transforming the current support system into an Agile Combat Support (ACS) system. It has designated the ACS system as one of six essential core competencies for global engagement.

Force drawdowns, lean logistics processes, base realignment and closures, Agile Combat Support-these are just a few of the recent initiatives focused on posturing the military for the 2l% Century. This article takes a look at some of the effects of these and other Air Force logistics initiatives on engine repair processes taking place on the depot's shop floor. This article will take the Agile Combat Support initiative -the focus of combat support shifts from maintaining massive inventories to establishing a response capability-as the goal and will focus on the changes happening/required on the engine shop floor at Oklahoma City Air Logistics Center (OC-ALC) to make that concept a reality.

Purpose of this paper is defining a framework for the Warfighter-Centered Design (WCD) of new concepts for naval combat systems. This framework explicitly takes into account the business value of WCD with respect to safety, optimal manning and reduced lifecycle costs. WCD improves safety because lack of usability can lead to serious consequences; the analysis of the accident of USS Vincennes clearly shows that the combat system exhibited serious usability problems both in estimating the altitude trend of an air track and in the IFF identification. WCD holds also a significant economic value because it reduces the lifecycle costs related to ship manning and training and allows optimal solutions to the evolution to asymmetric and littoral warfare. Warfighter-Centered Design is not a methodology or a set of techniques, but an integrated approach to product concept design that focuses explicitly on the needs and limitations of the warfighter. It is based on user involvement, iterative prototyping and user-based assessment and it can focus on the different levels of the Command Information Center organization and consoles.

Air Force (AF) Concept Development and Experimentation (CD&E) continually progresses the evolution of AF while achieving national security and military objectives. CD&E experiments on future challenges, procurement of new weapon systems and tests existing/innovative strategies as potential solutions. The primary tool that CD&E utilizes in conducting these experiments is wargaming. This thesis provides a foundation to incorporate logistics into Air Force Title 10 wargames. More specifically, we capture Air Force Materiel Command's (AFMC) Agile Combat Support (ACS) within an unclassified general wargame scenario. Logistics has been omitted from wargames for a multitude of reasons throughout the years. We develop a logistics simulation model of a simplified wargame scenario designed to be run within the Logistics Composite Model (LCOM) Analysis Toolkit (ATK) version 4.0 before a wargame initiates. We capture ACS within the stochastic simulation by incorporating engine failures, maintenance crews, ammunition, fuel, and various other logistics metrics. By varying the types of sortie operations and the logistics support available, further insight is gathered on Blue Force capabilities. We develop decision quality information to present to a decision maker by combining statistical and multivariate analysis. Our approach showcases how to gather insights from ACS metrics, including development of a metamodel using only four metrics to successfully predict key ACS Measures of Effectiveness (MOEs). Ultimately, we design, analyze and demonstrate that logistics can and should be incorporated into wargames.

It would be years before "Johnson's Dictionary", as it came to be known, would ever turn a profit; authors' royalties being unknown at that time, Johnson, once his contract to deliver the book was fulfilled, received no further monies connected to the book.<br><br> Johnson, once again a freelance writer, albeit now a famous one, faced a grim hand-to-mouth existence; however, in July 1762 the twenty-four year old King George III granted Johnson an annual pension of £300. It's author uses the name Captain Charles Johnson, generally considered a pseudonym.<br /><br /> The real identity of the author was thought by some scholars to be Daniel Defoe, although this has since been disputed. The publisher Nathaniel Mist or somebody working for him are other suggested authors.<br /><br /> In the first volume, "Johnson" sticks fairly close to the available sources, though he embellishes the stories somewhat. This was the Fortnightly Poetry project for January 29, 2012.<br><br>In 1892 the opportunity of a lifetime came to this young versifier, when Frank Yeigh, the president of the Young Liberals' Club, of Toronto, conceived the idea of having an evening of Canadian literature, at which all available Canadian authors should be guests and read from their own works.<br><br>Among the authors present on this occasion was Pauline Johnson, who contributed to the programme one of her compositions, entitled "A Cry from an Indian Wife"; and when she recited without text this much-discussed poem, which shows the Indian's side of the North-West Rebellion, she was greeted with tremendous applause from an audience which represented the best of Toronto's art, literature and culture. She was the only one on the programme who received an encore, and to this she replied with one of her favourite canoeing poems.<br><br>The following morning the entire press of Toronto asked why this young writer was not on the platform as a professional reader; while two of the dailies even contained editorials on the subject, inquiring why she had never published a volume of her poems, and insisted so strongly that the public should hear more of her, that Mr. Frank Yeigh arranged for her to give an entire evening in Association Hall within two weeks from the date of her first appearance.
