The need for a national strategy on child abuse and neglect has reached crisis proportions. This report declares child abuse and neglect a national emergency and presents the key elements of a national response to this crisis. Following an executive summary, the report is divided into three parts. Part 1, "The Need for a National Strategy on Child Abuse and Neglect," presents the declaration of a national emergency, describes the activities of the U.S. Advisory Board on Child Abuse and Neglect, and delineates the Board's response to the emergency. Part 2 presents an overview of the problem of child abuse and neglect in America and the nation's public- and private-sector attempts to protect children from maltreatment, including discussions of: (1) the scope of the problem; (2) its complexity; (3) the relationship of child abuse and neglect to changes in family and community life; (4) the nature of the child protection system; (5) the crisis in that system; (6) the relationship of government to the crisis; and (7) a proposed program of reform. Section 3, "Recommendations for Change," presents the Board's recommendations organized into eight areas: recognizing the national emergency, providing leadership, coordinating efforts, generating knowledge, diffusing knowledge, increasing human resources, providing and improving programs, and planning for the future. Each part contains notes with numerous resources. Seven appendices contain information on the U.S. Advisory Board on Child Abuse and Neglect; membership of the National Child Abuse Coalition; and"Recommendations: First Report of the U.S. Advisory Board on Child Abuse and Neglect." This report is an extensive review of the topic of child abuse as it pertains to American Indians, with particular reference to resources available from the Clearinghouse on Child Abuse and Neglect Information. Chapter I offers historical background on the effects of governmental policies upon Indian communities. Chapter II reviews tribal court systems, codes and provisions relating to child abuse and neglect. Chapter III looks at the Indian Child Welfare Act (ICWA), which increased tribal jurisdiction over the care and protection of Indian children. Chapter IV studies ways in which tribal programs might develop within and beyond the jurisdiction of the ICWA. Chapter V seeks to show how services based upon understanding of Indian family life and culture more effectively alleviate child maltreatment. Chapter VI lists current programs that addressed child protection for American Indians. Chapter VII is a directory of resources to consult for more information. Representing the accumulated expertise of the Spanish Speaking/Surnamed (SS/S) multi-disciplined service provider network, this position paper is designed to focus national, state, and local attention to the Latino/Chicano child abuse and neglect (ca/n) problems and on the bilingual/bicultural resources needed to improve the degree and type of response to ca/n within the Latino community. A brief overview of the state of the art of the ca/n field and the SS/S population discusses child abuse systems and their problems, dynamics of child abuse in the Latino community, family dynamics/family stress, role of the court and protective services, alternative models/bilingual-bicultural resources, demographic profile of the Latino population regarding child abuse risk, and multiple high risk factors faced by SS/S people (e.g., health, emotional, intellectual, and cultural hazards). Among 25 specific recommendations on how ca/n systems can become more responsive to SS/S people are: that a network of bilingual/bicultural referral services be established, advocated for, and sponsored by the state and county ca/n service network and that alternative responses be considered, e.g., bilingual/bicultural manpower resources, family oriented crisis intervention services, and parents as resources. Resolutions presented by the National Chicano/Latino Caucus and the California Latino Federation of Child Abuse and Neglect Councils at the conference are appended. (NQA)

This manual is intended to provide mental health professionals with the information needed in the evaluation and treatment of maltreated children and their families. An introductory chapter briefly considers the roles of the various mental health disciplines in child abuse intervention, including psychiatry, psychology, clinical social work, psychiatric nursing, counseling, art therapy, and child abuse intervention as a subspecialty. The next chapter looks at specific roles of the mental health professional in primary and secondary prevention, tertiary intervention, evaluation and treatment, and advocacy. Next the responsibilities of the mental health professional are delineated for such concerns as reporting child abuse and neglect, referring children for medical evaluations, and establishing quality assurance practices and standards. The chapter following is devoted to definitions of child abuse and neglect and covers operational definitions, incidence estimates, effects of child abuse, physical abuse, sexual abuse, neglect, and assessing suicide risk. Mental health treatment issues and models discussed in the fifth chapter include intrafamilial child sexual abuse treatment, nonfamilial child sexual abuse treatment, self-help groups, and neglecting families intervention. The last chapter examines treatment modalities and covers procedures of the justice system, the therapeutic environment, confidentiality, and supervision. This book explains the interaction and integration of the two systems most involved in the prevention of child abuse and neglect: the educational system and the human services system. The guide also includes the roles of the legal system and of collateral agencies. This Wisconsin guide was written to accomplish four objectives: (1) to establish an understanding between school district staff and child protection agency staff; (2) to encourage a uniform implementation of the mandatory child abuse and neglect law that will enhance interagency cooperation; (3) for school districts to support the intervention of child protection agencies that are designed to strengthen families and avoid removal of children; and (4) to encourage school districts to expand school-based child abuse prevention efforts. There are seven major chapters plus appendices: (1) overview; (2) Wisconsin's Definitions of Child Abuse and Neglect; (3) Development of a Prevention Program in the School; (4) Child Service Systems; (5) reporting Suspected Child Abuse or Neglect; (6) Sexual Abuse; (7) Special Issues and Questions; and (8) appendices. This booklet describes 38 projects funded during Fiscal Year 1974 by the Intradepartmental Committee on Child Abuse and Neglect. Projects include community prevention programs, child protection, family resource centers, mother-infant attachment, the demography of child abuse, and the effect of birth order on the mother-child relationship. Project descriptions are organized by funding agency. The principal investigator or project director is listed for each described project, and a brief synopsis of the purpose of the project is given. The history and goals of the Intradepartmental Committee on Child Abuse and Neglect are also briefly explained. The manual provides information needed to recruit, train, and supervise parent aides to work with abusive and neglectful parents. The manual considers the goals and objectives of the program; the roles and responsibilities of professionals and paraprofessionals; and the recruitment, screening, and matching process; and guidelines for training, ongoing supervision, and program evaluation. Chapters cover the following topics (sample subtopics in parentheses); nature of a parent aide program (goals, objectives, and roles and responsibilities); parent aide/client relationship (development of the relationship, transition period, partial dependency, independence, and termination); program development; program implementation (recruitment, screening, referral, and matching process); training (behavioral objectives for such areas as dynamics of child abuse and neglect, emotional and physical development of the child, discipline versus punishment, and communication skills); and supervision, inservice training, and evaluation. Appended are sample application and contract forms, a listing of regional child abuse and neglect resource centers, a chart showing forces affecting parent-child interactions, suggested program evaluation procedures, and two sample handouts for the training program. Examined was the feasibility of predicting the potential for abnormal child rearing practices, including child abuse and neglect among 350 mothers. Through interviews, questionnaires, and observations during labor, delivery and the postpartum period, 100 mothers were identified as at high risk for abnormal parenting procedures. Ss were then randomly divided into a High-Risk Intervene (HRI) group and a High-Risk Nonintervene (HRN) group. HRI Ss received comprehensive pediatric followup by a physician or other health personnel, while HRN Ss received routine care. Evaluations were completed on 25 families in each group and a control group when the children were approximately 2 years old. Among results were that perinatal screening procedures successfully identified a high risk group; 5 Ss in the HRN group required hospitalization for serious injuries thought to be secondary to abnormal parenting procedures; and the most accurate predictive information was provided by labor-delivery observations and nursery observations and interveiws. The monograph examines the rationale and scope of multidisciplinary teams in child abuse and neglect cases; and reviews operation of hospital-based, interagency, and state-mandated multidisciplinary team programs. The bulk of the document is composed of two appendixes: a directory of child abuse and neglect programs which use a multidisciplinary approach, and guidelines from Virginia and Pennsylvania on the operation of multidisciplinary teams. Method: In this study, a qualitative research has been carried out; there were interviews with 50 school counselors working in Sinop; they stated their ideas on child abuse and neglect. Analysis: Data collected via semi constructed interviews have been subjected to descriptive and content analysis.The participant counselors were asked three questions. Findings: In this study, the counselors have been able to differentiate features and to determinate the negligence and abuse cases. However, it has been determined that the counselors' information on intervention is limited. Conclusion: Although counselors have enough information on features and about the neglected and abused child they think that their knowledge is insufficient. Counselors should participate in conferences, seminars, symposiums or any information sharing process on child negligence and abuse. (Contains 5 tables.)

In 2014, a study was published that examined the relationship between childhood abuse and neglect and emotion processing in adulthood. The results indicated a correlation between child abuse and decreased emotion processing. However, this previous study is limited to a specific time period, geographical location, and socioeconomic class. To explore the generalizability of this study, I propose conducting a similar study but with slightly different demographic characteristics: in the year 2022, in Canada, and with participants from higher socioeconomic status. My proposed methodology includes several measures that account for the variables of interest – child abuse, emotion processing, depression, anxiety, and PTSD as well as demographics. My study will use a regression model to analyze the results to compare the findings to that of the original study. The purpose of my study is to test whether or not the original findings about child abuse and emotion processing are generalizable in the context of other demographic factors. My proposed study will encourage further culturally-based research on this topic.
