Approved For Release 2002/08/06 : CIA-RDP78-04718A000100160137-4 SUBJECP Changes in Department of State Policies and Regulations Affecting Benefits of Overseas Reployees 1. The Department of State recently announced various policy and regulatory changes affecting its personnel in connection with overseas travel and transportation, and related subjects. The changes made by the Department of State suggest the need for study within this Agency to deter- mine appropriate courses of action. It is requested, therefore, that you give consideration to the question of whether the CIA should change perti- nent regulations to adapt provisions comparable to those announced by the Department of State. 2. A summary of the changes relating to transportation was included in the Department of State Foreign Service News letter No. 77. This sum- mary is attached hereto as Tab 1. 3. The Department of state believes that it is close to a solution to the problem of authorizing the storage of household goods in the United States at Government expense. The problem has been approached in three ways: (1) by placing a precedent-setting ease before the General Accounting Office, (2) by amending the new draft of the Foreign Service Regulations to omit the word "emergency"; and (3) by placing a rider in the Department's budget submission. 5A Computer Model Of Lens Structure And Function Predicts Experimental Changes To Steady State Properties And Circulating Currents.

This article is from BioMedical Engineering OnLine , volume 12 . Abstract Background: In a previous study (Vaghefi et al. 2012) we described a 3D computer model that used finite element modeling to capture the structure and function of the ocular lens. This model accurately predicted the steady state properties of the lens including the circulating ionic and fluid fluxes that are believed to underpin the lens internal microcirculation system. In the absence of a blood supply, this system brings nutrients to the core of the lens and removes waste products faster than would be achieved by passive diffusion alone. Here we test the predictive properties of our model by investigating whether it can accurately mimic the experimentally measured changes to lens steady-state properties induced by either depolarising the lens potential or reducing Na+ pump rate. Methods: To mimic experimental manipulations reported in the literature, the boundary conditions of the model were progressively altered and the model resolved for each new set of conditions. Depolarisation of lens potential was implemented by increasing the extracellular [K+], while inhibition of the Na+ pump was stimulated by utilising the inherent temperature sensitivity of the pump and changing the temperature at which the model was solved. Results: Our model correctly predicted that increasing extracellular [K+] depolarizes the lens potential, reducing and then reversing the magnitude of net current densities around the lens. While lowering the temperature reduced Na+ pump activity and caused a reduction in circulating current, it had a minimal effect on the lens potential, a result consistent with published experimental data. Conclusion: We have shown that our model is capable of accurately simulating the effects of two known experimental manipulations on lens steady-state properties. Our results suggest that the model will be a valuable predictive tool to support ongoing studies of lens structure and function.

In many school districts the policies that regulate personnel are governed by collective bargaining agreements (CBAs) negotiated between teachers' unions and school boards. While there is significant policy attention and, in some cases, legislative action that has affected the scope of these agreements, there is relatively little research that assesses how CBAs vary over time, or whether they change in response to states' legislative reforms. In this paper we compare CBAs in three states at two points in time: before and after substantial reforms in Michigan and Washington impacting collective bargaining and in California where there were no major statutory changes affecting CBAs. We find that few district characteristics predict changes in CBA restrictiveness over time, other than institutional spillovers from local bargaining structures. However, we observe that reforms to the scope of bargaining in Michigan and Washington drastically reduced the restrictiveness of Michigan and Washington CBAs relative to California.

7ERIC ED107405: Changes In Educational Aspirations From Sophomore To Senior Year Of A State-Wide Sample Of South Carolina High School Students.

Via group administered questionnaires, the educational aspirations of a statewide sample of 1,659 male and 1,838 female South Carolina 10th grade students were examined in 1965-66 and again in 1968-69 when they were seniors. Forty-two schools were selected to represent all high schools in the state and were stratified by size (measured by the number of 10th grade students in 1965-66) and by color of students (predominantly white and black). Students were asked, "If you could have as much schooling as you desired, which of the following would you do?--quit school now; complete high school; complete a technical program after finishing high school; graduate from a junior college; graduate from a college or university; or complete additional studies after graduating from college". Responses were analyzed in terms of differences in sex, race, school size, and school guidance programs. Findings indicated: little difference between the educational aspirations of students as sophomores and as seniors; an increase in educational aspirations for males and a decrease for females; less change in the levels of educational aspiration among white than among black students; and an increase in the educational aspirations of almost 1/3 of the 183 pupils in schools without counselors as compared to an increase of less than 1/4 among the 2,428 pupils in schools with certified counselors. 11Possible Changes Of State And Relevant Timescales For A Neutron Star In LS I +61°303

The properties of the short, energetic bursts recently observed from the gamma-ray binary LS I +61{\deg}303, are typical of those showed by high magnetic field neutron stars, and thus provide a strong indication in favor of a neutron star being the compact object in the system. Here, we discuss the transitions among the states accessible to a neutron star in a system like LS I +61{\deg}303, such as the ejector, propeller and accretor phases, depending on the NS spin period, magnetic field and rate of mass captured. We show how the observed bolometric luminosity (>= few x 1E35 erg/s), and its broad-band spectral distribution, indicate that the compact object is most probably close to the transition between working as an ejector all along its orbit, and being powered by the propeller effect when it is close to the orbit periastron, in a so-called flip-flop state. By assessing the torques acting onto the compact object in the various states, we follow the spin evolution of the system, evaluating the time spent by the system in each of them. Even taking into account the constraint set by the observed gamma-ray luminosity, we found that the total age of the system is compatible with being ~5-10 kyr, comparable to the typical spin-down ages of high-field neutron stars. The results obtained are discussed in the context of the various evolutionary stages expected for a neutron star with a high mass companion.

Additionally, the simulated annealing (and the similar simulated compressing) approach applies the time dependence on to one of the variables of state to simulate quasi static state changes. The combination of both enables the simulation of time dependent processes like phase transitions of subcritical, critical and supercritical substances on every arbitrary condition including a passage over points of singularity of the corresponding susceptibility coefficients. This is achieved by a new simulation approach called simulated expansion. This approach makes the simulation comparable to natural processes which exhibit gradual changes in volume, rather than changes in temperature or pressure, as exercised in simulated annealing or compressing. The demonstrated method here serves as a blue print for more general classes of simulation approaches.

Managing state changes for semantically represented mission assets can be complex and burdensome. Standard practice simplifies updating state-based relationships by performing sequential delete and add operations, or by creating a new instance of the asset with updated state values. The former is inflexible and constraining as it eliminates historical state tracing, making it impossible to implement state provenance and advanced semantic queries. The latter causes mass duplication of non-stateful attributes while requiring asset redefinitions upon each stateful relationship change event. Our research implements an alternative solution by representing the asset definition once and declaring each state change as an instance specialization under the W3C Provenance Ontology (Prov-O).

This thesis provides an analysis of the diminishing sea ice trend in the Arctic Ocean by examining the NPS 1/12-degree pan-Arctic coupled ice-ocean model. While many previous studies have analyzed changes in ice extent and concentration, this research focuses on ice thickness as it gives a better indication of ice volume variability. The skill of the model is examined by comparing its output to sea ice thickness data gathered during the last two decades. The first dataset used is the collection of draft measurements conducted by U.S. Navy submarines between 1986 and 1999. The second is electromagnetic (EM) induction ice thickness measurements gathered using a helicopter by the Alfred Wegener Institute in April 2003. Last, model output is compared with data collected by NASAâ s ICESat program using a laser altimeter mounted on a satellite of the same name. The NPS model indicates an accelerated thinning trend in Arctic sea ice during the last decade. The validation of model output with submarine, EM and ICESat data supports this result. This lends credence to the postulation that the Arctic not only might, but is likely to be ice-free during the summer in the near future.

32The Impact Of Changes In State Identity On Alliance Cohesion In Northeast Asia

This thesis addresses the importance of ideational determinants of cohesion or discord in the Northeast Asian alliances in which the United States has major security interests. Numerous studies have explored the rationale, substance and purpose of these alliances. However, previous studies have been dominated by realists and related balance of power/threat/self-interest approaches and do not provide a clear explanation for unexpected developments among existing alliances. In explaining recent changes within the alliances, relatively little attention has been given to alternative approaches, such as social constructivism. By applying social constructivist theory to the PRC-DPRK and U.S.-ROK alliances in a comparative study, this thesis finds that the increasing divergence of PRC and DPRK identity, values, perception of common interests, and security concerns has led to growing discord and mistrust in their alliance, while the increasing convergence of thinking and common values between Washington and Seoul has become a stronger foundation for their alliance. The thesis concludes with some theoretical and practical implications, as well as policy recommendations for enhancing alliance cohesion.

38Heat Equation Approach To Geometric Changes Of The Torus Laughlin-state

We study the second quantized -or guiding center- description of the torus Laughlin state. Our main focus is the change of the guiding center degrees of freedom with the torus geometry, which we show to be generated by a two-body operator. We demonstrate that this operator can be used to evolve the full torus Laughlin state at given modular parameter \tau\ from its simple (Slater-determinant) thin torus limit, thus giving rise to a new presentation of the torus Laughlin state in terms of its "root partition" and an exponential of a two-body operator. This operator therefore generates in particular the adiabatic evolution between Laughlin states on regular tori and the quasi-one-dimensional thin torus limit. We make contact with the recently introduced notion of a "Hall viscosity" for fractional quantum Hall states, to which our two-body operator is naturally related, and which serves as a demonstration of our method to generate the Laughlin state on the torus.

This article is from Frontiers in Human Neuroscience , volume 8 . Abstract Altered state theories of hypnosis posit that a qualitatively distinct state of mental processing, which emerges in those with high hypnotic susceptibility following a hypnotic induction, enables the generation of anomalous experiences in response to specific hypnotic suggestions. If so then such a state should be observable as a discrete pattern of changes to functional connectivity (shared information) between brain regions following a hypnotic induction in high but not low hypnotically susceptible participants. Twenty-eight channel EEG was recorded from 12 high susceptible (highs) and 11 low susceptible (lows) participants with their eyes closed prior to and following a standard hypnotic induction. The EEG was used to provide a measure of functional connectivity using both coherence (COH) and the imaginary component of coherence (iCOH), which is insensitive to the effects of volume conduction. COH and iCOH were calculated between all electrode pairs for the frequency bands: delta (0.1–3.9 Hz), theta (4–7.9 Hz) alpha (8–12.9 Hz), beta1 (13–19.9 Hz), beta2 (20–29.9 Hz) and gamma (30–45 Hz). The results showed that there was an increase in theta iCOH from the pre-hypnosis to hypnosis condition in highs but not lows with a large proportion of significant links being focused on a central-parietal hub. There was also a decrease in beta1 iCOH from the pre-hypnosis to hypnosis condition with a focus on a fronto-central and an occipital hub that was greater in high compared to low susceptibles. There were no significant differences for COH or for spectral band amplitude in any frequency band. The results are interpreted as indicating that the hypnotic induction elicited a qualitative change in the organization of specific control systems within the brain for high as compared to low susceptible participants. This change in the functional organization of neural networks is a plausible indicator of the much theorized “hypnotic-state.”

47ERIC ED437332: Teachers And Tests: Elementary And Secondary School Teachers' Perceptions Of Changes In The New York State Testing Program.

This paper uses data collected through focus group interviews over two years to explore the relationship between teachers and tests. In the first year of data collection, two focus groups were organized; one group was composed of 7 elementary school teachers and counselors and the other group was composed of 12 high school teachers. The participants, with varied teaching experiences, represented a cross section of urban, suburban, and rural school districts in western New York State. Each of the 2-hour focus group interviews was tape recorded and transcribed. During the second year of data collection, separate elementary and secondary focus groups were organized. Post-interview evaluations were completed by participants. All data were analyzed from an interpretive stance emphasizing the importance of context and the multiple ways individuals construct meaning. The three patterns synthesized from the data relate to the nature and substance of the tests, the professional development opportunities available to teachers, and the rationales for and the consequences of the state examinations. Analysis suggests that teachers see the New York State tests as a mixed bag. Teachers across grade levels and subject areas express an uneasy combination of hope and fear, anticipation and dread. The focus group teachers reported that school-, grade-, and/or department-level professional development activities generally were more useful than state or district efforts. Findings suggest that teachers need to be much more involved in the process of changing state assessments and professional development needs to be more attuned to the different needs teachers have. In January 2014, the GED Testing Service significantly redesigned the GED test to incorporate the Common Core State Standards and the College and Career Readiness Standards for Adult Education. The purpose of this study was to examine the significant changes made to the test in 2014, examine the impact of the changes on Washingtonians, and make recommendations to achieve the state's two educational attainment goals. The report presents available summary data from the GED Testing Service's annual statistical reports, years 2008-2013. At the time of the study, the GED Testing Service had not published state or national data for years 2014 and 2015; therefore, the study analyzed 2014 and 2015 state summary data from Washington's State Board of Community and Technical Colleges and preliminary 2014 national summary data published by the National Council of State Directors of Adult Education. Results show that, coinciding with the changes to the GED test, the number of test takers, completers, and passers plummeted. Test participation decreased by 62.8 percent: in 2013, over 22,000 Washingtonians took the test compared to fewer than 9,000 in 2014. The test completion rate decreased by 33.7 percent: in 2013, over 18,000 test candidates completed all four subject areas of the test compared to just over 4,000 in 2014. In 2013, over 15,000 completers passed the test compared to just over 3,000 in 2014. From 2008 to 2013, more than 4 percent of Washington adults without a high school credential took the test compared to 1.5 percent in 2014, which has consequences for the Washington's educational attainment goals. Possible reasons for the decline in numbers are explored. Further research is recommended. The Deficit Reduction Act of 2005 (DRA) reauthorized the Temporary Assistance for Needy Families (TANF) block grant and made modifications expected to strengthen work requirements for families receiving cash assistance through state TANF programs. Both the U.S. Department of Health and Human Services (HHS) and states were required to take steps to implement these changes. Work participation rates, or the proportion of families receiving TANF cash assistance that participated in work activities, are the key performance measure HHS uses to assess state TANF programs. In response to the economic recession that began in 2007, the American Recovery and Reinvestment Act of 2009 (Recovery Act), provided additional TANF funding to eligible states and made additional modifications to TANF. GAO examined (1) How did DRA affect state TANF programs, including work participation rates? (2) How has the recent economic recession affected state TANF programs? (3) How did the Recovery Act affect state TANF programs? To address these questions, GAO analyzed federal TANF data, as well as relevant federal laws, regulations, and guidance; interviewed HHS officials; surveyed all state TANF administrators; and conducted site visits to meet with state and local officials in Florida, Ohio, and Oregon. GAO is not making recommendations in this report. Since 2002, the Center on Education Policy (CEP) has collected and reported data on state policies that require students to pass a state assessment in order to receive a high school diploma. The state policies associated with these assessments, also known as high school exit exams, have undergone a number of changes over the past ten years. For example, states have changed the graduation requirements attached to these assessments, the types of assessments they use, the subjects tested by these assessments, and the purposes that the assessments are intended to serve. However, exit exams are not the only assessments that states mandate for all high school students. In some states, a different assessment is administered in high school to meet federal requirements under the No Child Left Behind Act (NCLB) than the assessment administered as a graduation requirement. Additionally, some states require students to take college entrance exams, such as the SAT or ACT, and some states (sometimes the same states) require high school students to take exams that assess a student's readiness for college and career, such as the PSAT or ACT's PLAN or EXPLORE assessments. For CEP's 2011 study on state high school assessments, the author surveyed all 50 states on policies pertaining to all high school assessments, including high school exit exams, college entrance exams, and college and career readiness (CCR) assessments. Part 1 of this report provides an overview of state high school exit exam policies and discusses recent changes in these policies. Part 2 describes what the author learned from her state survey regarding college entrance exams and college and career readiness assessments. The author addresses the current national and state focus on college and career readiness and the extent to which this focus has affected state high school assessment policies. Part 2 also addresses state-led efforts in improving college and career readiness, such as the Common Core State Standards movement and the two state consortia developing assessments aligned to these standards, and how these efforts may impact state high school assessment policies. The author finds the following changes in state high school exit exam policies: (1) Twenty-five states have current or planned polices that require students to pass an exit exam in order to receive a high school diploma; (2) Three states requiring high school exit exams (Georgia, North Carolina, and Tennessee) have changed their policies so that students no longer have to pass an exam in order to receive a diploma; (3) More states administer or plan to administer end-of-course exams than comprehensive exams, as 19 states had current or planned policies to administer end-of-course exams in the 2010-11 school year; (4) Eighty-four percent of students of color, 78% of low-income students, and 76% of all public school students nationwide were enrolled in the 30 states with state high school exit exam policies in 2010-11; and (5) Due to policy changes in some states, fewer students were required to pass high school exit exams in order to receive a high school diploma in the 2010-11 school year than in the 2009-10 school year (65% of all public school students nationwide in 2010-11 compared to 74% in 2009-10). Findings on state high school assessment policies and college and career readiness include: (1) Twenty-seven of the 31 states with current or planned exit exams are participating in one or both of the state consortia to develop common assessments that are aligned with the Common Core State Standards intended to measure college and career readiness; (2) High school exit exams are currently used by potential employers or postsecondary education institutions in only one state (Georgia), despite many states citing assessment of college readiness (8 states) and career readiness (10 states) as a purpose of those assessments; (3) Eleven states require or plan to require students to take a college entrance exam (the ACT or SAT) in high school; however, none of these states require their students to meet a specific passing standard on the exam; and (4) Sixteen states administer, or at least offer to all students, assessments that are intended to assess students' readiness for college and/or a career.
