Throughout its history, the United States has demonstrated an ability to effect regime change through the use of special warfare, particularly clandestine and covert operations. However, these regime changes have failed to yield favorable, enduring strategic results for the United States. One reason for this failure can be attributed to the difficulty formulating a strategic narrative designed to elicit domestic and international support. Drawing from the tenets of social movement theory, this thesis examines the cases of the Iran Coup of 1953, the Guatemalan Coup of 1954, and the Nicaragua Revolution of 1978–1990 to analyze the impacts of operations aimed at shaping the perceptions of foreign target audiences in support of special warfare objectives. Furthermore, this thesis offers recommendations regarding the requisite means and organizational forms required to create strategic narratives that support influence operations in cases of regime change and other special warfare operation.

Two recent papers have quantified long-term ozone (O3) changes observed at northernmidlatitude sites that are believed to represent baseline (here understood as representative of continental to hemispheric scales) conditions. Three chemistry-climate models (NCAR CAM-chem, GFDL-CM3, and GISS-E2-R) have calculated retrospective tropospheric O3 concentrations as part of the Atmospheric Chemistry and Climate Model Intercomparison Project and Coupled Model Intercomparison Project Phase 5 model intercomparisons. We present an approach for quantitative comparisons of model results with measurements for seasonally averaged O3 concentrations. There is considerable qualitative agreement between the measurements and the models, but there are also substantial and consistent quantitative disagreements. Most notably, models (1) overestimate absolute O3 mixing ratios, on average by approximately 5 to 17 ppbv in the year 2000, (2) capture only approximately 50% of O3 changes observed over the past five to six decades, and little of observed seasonal differences, and (3) capture approximately 25 to 45% of the rate of change of the long-term changes. These disagreements are significant enough to indicate that only limited confidence can be placed on estimates of present-day radiative forcing of tropospheric O3 derived from modeled historic concentration changes and on predicted future O3 concentrations. Evidently our understanding of tropospheric O3, or the incorporation of chemistry and transport processes into current chemical climate models, is incomplete. Modeled O3 trends approximately parallel estimated trends in anthropogenic emissions of NO(sub x), an important O3 precursor, while measured O3 changes increase more rapidly than these emission estimates.

This guide for inclusion facilitators was developed as part of New Hampshire's Inclusion Facilitators Support Network, created as an activity of the New Hampshire Statewide Systems Change Project. The Network provides a forum for Inclusion Facilitators to meet, share ideas and strategies, and discuss the latest innovations in inclusive education. The Statewide Systems Change Project was designed to increase the capacity of school districts to include students with severe disabilities in regular education classrooms and neighborhood schools. An introduction reviews the trend toward more inclusive schools and considers the role of special educators as inclusion facilitators. The next sections consider aspects of the inclusion facilitator's role and recommend specific strategies in the areas of: (1) advocacy; (2) family involvement; (3) facilitation of peer supports and friendships; (4) curriculum modification; (5) collaboration; and (6) coordination of supports. Appendices provide: a checklist to evaluate a school's or school district's practices and philosophy regarding inclusion, one parent's ideas concerning the ideal individualized education program meeting, a flow chart of curriculum modification and student supports, and a list of suggested resources for curriculum modification and classroom strategies. This monograph examines the linkage between U.S. Army tactical doctrine and changes in the strategic environment. If change in the strategic environment as codifed by policy is not understood by soldiers then there is a danger that the Army will produce a doctrine incompatible with the needs of the country. This monograph uses the rational actor model to establish the link between the two variables. The monograph applies the model across three instances of U.S. Army tactical doctrinal change in the Eisenhower, Nixon, and Bush Administrations. The analysis reveals that the Army leadership made a conscious effort to translate the strategic policy of each Administration into a doctrine that would produce victory on the battlefield. Finally, the study concludes by examining the future of doctrinal change in an era of strategic and operational uncertainty. It proposes that future change be guided by four criteria: relevance, achievability, acceptability, and adaptability....Doctrine, Strategy.
