2DTIC ADA328832: Alternative Frameworks For Improving Government Organizational Performance: A Comparative Analysis

Complex government bureaus and their managers struggling to adapt to major changes find they are faced with alternative frameworks to improve organizational performance. Six major frameworks emerging in the U.S. since 1980, applicable to the public sector, and designed to enhance organizational change toward improved performance are reviewed and analyzed: Total Quality; 'Excellence;' Reinvention, including the National Performance Review; the Government Performance and Results Act of 1993; the Baldrige Award; and Reengineering. The purpose of the thesis is to provide guidelines to assist public managers in organizational change toward improved performance by analyzing the frameworks based on four criteria: workable in a political, pluralistic environment; realistic given constraints; comprehensive from a systems perspective; and capable of providing explicit measures of organizational performance.

Improving change of direction (COD) performance is crucial for enhancing the overall performance and preventing common injuries, such as ACL injuries, in adolescent team athletes. However, due to the multitude of training methods, the optimal approach to enhancing COD performance in adolescent team athletes remains unclear. This ambiguity may contribute to suboptimal competitive performance or increased susceptibility to sports injuries. Therefore, this study aims to quantitatively assess the effectiveness of different training methods in improving COD performance among adolescent team athletes through a systematic meta-analysis. The findings aim to provide coaches and fitness trainers with guidance in selecting effective training methods for enhancing COD performance in this population.

Static random-access memory (SRAM) technology is utilized in designing cache memory to enhance the processing performance of computer systems. The sense amplifier (SA) circuit, a crucial component of memory design, significantly impacts data access time and power consumption. In comparison to conventional differential sense amplifiers (DSA) designs, latch-based sense amplifiers (LSA) used in memory-based computing platforms have specific requirements, including robust noise resistance in harsh working environments and low power consumption, particularly for internet of thing (IoT) embedded computing applications. However, the performance can be degraded due to various factors that arise during the layout, such as conductor resistance or the development of parasitic capacitance. Therefore, this study employs low-voltage 22 nm UMC CMOS technology for LSA design layout and analyzes the factors influencing design performance post-layout process. Layout design optimization techniques are applied to mitigate the impact of parasitic capacitance on important signal lines such as data line/data line bar (DLL/DLLB). Based on the performance analysis results, it is possible to achieve a reduction in power consumption of up to 15% and a 5% decrease in read delay time by implementing circuit layout LSA design optimization techniques.

This study investigates the effectiveness of Transactional Analysis used in personnel training by surveying two populations, one that had taken Transactional Analysis training, and one that had taken conventional training. Questionnaires were administered to the two populations. Responses were compared to determine if Transactional Analysis training resulted in greater awareness of basic human needs than did conventional training. Results indicate no significant difference between the two.

The Pearson Product Moment Correlation Analysis With The Aid Of The Statistical Package For Social Science (SPSS) Version 25, Was Used For Data Analysis. The Result Revealed That The Management Of Lecturers' Appraisal/promotion And Management Of Lecturers' In-service Training Significantly Relate To Their Job Effectiveness In The University. It Was Recommended That The University Management Should Ensure That Lecturers Are Appraised And Promoted Appropriately To Enhance Their Lecturer Job Performance. Also, That The University Management Should Make Provision For Lecturer In-service Training To Enhance Learning And Improving Lecturers' Job Effectiveness.

The study examined some human resource management variables and academic staff job effectiveness in the university of Calabar in Cross River State, Nigeria. To achieve the aim of this study, two research questions were raised and two hypotheses were formulated to guide the study. A correlational research design was adopted for the study. The population of the study comprises all the academic staff in the University of Calabar. The total number of all the academic staff is three thousand eight hundred and sixty (3860). A stratified random sampling technique was used to select total numbers of one hundred (100) respondents from the University of Calabar. Relevant data for the study was collected with a researcher-developed questionnaire titled: "Human Resource Management Variable and Academic Staff Job Effectiveness Questionnaire" (HRMVASJEQ). The instrument was subjected to face and content validity by experts in the administration of higher education and measurement and evaluation, Faculty of Education, University of Calabar. The Pearson Product Moment Correlation Analysis with the aid of the statistical package for social science (SPSS) version 25, was used for data analysis. The result revealed that the management of lecturers' appraisal/promotion and management of lecturers' in-service training significantly relate to their job effectiveness in the university. It was recommended that the university management should ensure that lecturers are appraised and promoted appropriately to enhance their lecturer job performance. Also, that the university management should make provision for lecturer in-service training to enhance learning and improving lecturers' job effectiveness.
