This article is from BMJ Open , volume 1 . Abstract Objectives: Diagnoses-specific sickness certification guidelines were recently introduced in Sweden. The aim of this study was to investigate to which extent general practitioners (GPs) used these guidelines and how useful they found them, 1 year after introduction. Design: A cross-sectional questionnaire study. A comprehensive questionnaire about sickness certification practices in 2008 was sent to all physicians living and working in Sweden (n=36 898, response rate 60.6%). In all, 19.7% (n=4394) of the responders worked as GPs. Setting: Primary healthcare in all Sweden. Participants: The participating GPs who had consultations concerning sickness certification at least a few times a year (n=4278, 97%). Main outcome measures: Descriptive statistics and prevalence ratios for the 11 questionnaire items about the use and usefulness of the sickness certification guidelines. Results: A majority (76.2%) of the GPs reported that they used the guidelines. In addition, 65.4% and 43.5% of those GPs reported that the guidelines had facilitated their contacts with patients and social insurance officers, respectively. The guidelines also helped nearly one-third (31.5%) of the GPs to develop their competence and improve the quality of their management of sickness certification consultations (33.5%). About half experienced some problems when using the guidelines and 43.7% wanted better competence in using them. A larger proportion of non-specialists and of GPs with fewer sickness certification consultations had benefitted from the guidelines. Conclusions: The national sickness certification guidelines implemented in Sweden were widely used by GPs already a year after introduction. Also, the GPs consider the guidelines useful in several respects, for example, in patient contacts and for competence development.

The concept of performance-based teacher certification asks that criteria for certification (whether knowledge and/or behavior and/or the product of behavior) be made explicit and that students of teaching be held accountable in relation to these criteria. Central to the question of performance-based criteria is the issue of whether performance beyond the knowledge level should be defined in terms of teacher behavior, the product of teacher behavior, or some combination thereof. Arguments for using teacher behaviors as the basis are: 1) It is logical to focus on what a teacher does rather than what he knows, believes, or feels. 2) Teacher behavior is the primary determinant of teacher influence. 3) Research has laid our observable, measurable categories of behavior. 4) Such a focus provides one means of meeting the requirement of accountability. The case for demonstration of ability to bring about specific instructional outcomes as the basis for certification: 1) It represents an absolute criterion of teacher effectiveness. 2) It accommodates individual differences in teacher performance or styles. 3) It requires that effective behaviors and/or instructional programs be developed and utilized. 4) It requires the whole educational system to be clear about goals. 5) It takes much guesswork out of teacher hiring. (Included are lists of issues that need to be resolved if teaching behavior or if the products of teachers' behavior becomes the basis of certification.) (JS)

The Praxis Series, developed by Educational Testing Services (ETS), has been the long standing assessment for teacher licensure. It is comprised of three separate skills examinations: (1) Praxis Core Academic Skills for Educators (Core) (attempts to measure academic skills in reading, writing, and mathematics; content knowledge of candidates entering teacher preparation programs); (2) Praxis I Pre-Professional Skills Tests (PPST) (attempts to measure basic skills in reading, writing, and mathematics; used to qualify candidates for entry into a teacher education program); and (3) Praxis II Subject Assessments (attempts to measure subject-specific content knowledge, as well as general and subject-specific teaching skills, deemed necessary for beginning teaching). Since the early 2000s, Pearson Education began offering a series of updated teacher certification assessments. Pearson Education currently offers two categories of assessment tools for candidate teachers. These include the following: (1) National Evaluation Series (NES) (Entry-level assessment that attempts to reflect contemporary teacher knowledge and skill sets); and (2) Custom Programs (CP) (designed for specific content and to reflect individual state needs; edTPA (formerly the Teacher Performance Assessment developed at Stanford University) Performance-based assessment protocols developed to evaluate candidate teachers level of classroom preparation; owned and authored by Stanford University). In this article, Mark Mahoney compares the Praxis and Pearson assessments and their respective as well as combined usage across states in the US. Based on his analysis, Mahoney recommends the Council on Technology and Engineering Teacher Education (CTETE) consider further investigation into becoming an accrediting agency for teacher certification institutions or programs in technology and engineering education. He goes on to point out that CTETE would have to decide the degree of accreditation that they wish to address--national, state, or a combination of the two. Further, he states that the CTETE must establish a history of accreditation practices prior to applying for recognition. Partnering with other organizations (e.g., the International Technology and Engineering Educators Association, the American Society for Engineering Education, and the Association for Career and Technical Education) may provide a more comprehensive and secure foundation from which to build an accrediting agency.

This document is a followup study of a survey on performance-based teacher certification that was conducted in 1972. The present study indicates that an increased number of states are involved in performance-based teacher certification, although the level of activity in some instances has decreased. The information presented in this report is based primarily on direct communication with the State Department of Education in each state, and is given alphabetically by state. A brief description of the activity in each state is provided, ranging from one sentence to several paragraphs. A treatment of the definition of competency-based teacher certification is presented in an appendix. (JA)

In 1972, new goals in teacher education and certification, based on performance or competency-based teacher certification, required the redesigning of New York state certification programs. Modifications in 1943 and 1963 had already required a fifth year of graduate study and supervised student teaching, usually as a culminating experience, for certification. At the university campus at Stony Brook the new program, which is both competency- and field-based, contains an introductory course with structured field-based experiences. In the spirit of accountability and public sharing, the substance of this course is presented in this overview of course content and components and collection of 14 field-based investigations. The course covers social studies as a subject taught in the secondary schools, particularly the curricular materials, teaching strategies, learning activities, and modes of evaluation used in secondary instruction. Teacher education students choose five field-based investigations which include observation, participation, tutoring, and possibly micro-teaching in order to integrate clinical experience with the theoretical understandings gained through the other course components of individualized reading, directed activities, and an independent project. This monograph describes and assesses the value of a program for the certification of those aspiring to the principalship in Ontario. An existing program, offered through the Centre for Principal Development at the Ontario Institute for Studies in Education, was taken as a point of departure for the period. From this experience, a prototype curriculum was developed using two bodies of research-based knowledge: knowledge concerning effective school administration practices and knowledge concerning the design of effective adult instruction. The resulting prototype consists of the following components: (1) a conception of effective school administration; (2) curriculum objectives based on this conception; (3) a model of adult learning; (4) instructional strategies reflecting such a model; (5) instructional materials; and (6) student and curriculum evaluation procedures. The emphasis in this course is placed upon employer/employee relationships. It is based on the idea that information about and experience with Transactional Analysis can help adolescents and adults to understand some of the powerful dynamics that can happen among people. Once those dynamics are understood, the student can access experience to make choices about how they respond and can begin to take responsibility for their choices. This can lead to maturity. The sessions include: (1) certification requirement credits and attitudes; (2) introduction to Parent, Adult, and Child; (3) dealing with anger, turning Child responses into Adult responses; (4) employer/employee communications, responding to rules, and employer expectations; (5) child labor laws, work permits, applications for employment, and resumes; (6) interviewing skills and certificates of completion. We present a reduced basis method for parametrized partial differential equations certified by a dual-norm bound of the residual computed not in the typical finite-element truth space but rather in an infinite-dimensional function space. The bound builds on a finite element method and an associated reduced-basis approximation derived from a minimum-residual mixed formulation. The offline stage combines a spatial mesh adaptation for finite element and greedy parameter sampling strategy for reduced basis to yield a reliable online system in an efficient manner; the online stage provides the solution and the associated dual-norm bound of the residual for any parameter value in complexity independent of the finite element resolution. We assess the effectiveness of the approach for a parametrized reaction-diffusion equation and a parametrized advection-diffusion equation with a corner singularity; not only does the residual bound provide reliable certificates for the solutions, the associated mesh adaptivity significantly reduces the offline computational cost for the reduced-basis generation and the greedy parameter sampling ensures quasi-optimal online complexity.

This study examined whether National Board for Professional Teaching Standards (NBPTS) certification would impact school districts' educational processes, identifying areas in which NBPTS certification impacted such factors as: classroom teaching practices; professional development; employment procedures and opportunities; teachers' career paths; NBPTS-certified teacher involvement in districts; learning strategies; course of study alignment; community and parental involvement; and student performance. Surveys of administrators in rural, suburban, and urban Ohio districts indicated that NBPTS certification impacted public school districts' educational processes. Respondents believed that NBPTS-certified teachers focused on best practice, renewed commitment to teaching, put research into practice, and emphasized teaching pedagogy. Only 1 of 13 districts considered NBPTS certification in teacher recruitment practices. Most NBPTS-certified teachers remained in traditional roles as classroom instructors, though administrators realized they had a stronger professional voice in other roles within the district. Most administrators saw positive impacts on student learning and felt teachers were integrating NBPTS standards into practice. Nearly all districts reported an active leadership role for these teachers. No districts indicated changes in the salary schedule for the next school year related to this certification. They viewed the certification as a credential to enhance employability. (Contains 24 references.) (SM)

For America to have the great schools it needs, schools and their school systems must have great leaders. After a foreword by Chester E. Finn, Jr. and an introduction by Eli Broad, the book is divided into three parts. The first part presents a manifesto for changing the way educational leaders are recruited, trained, managed, and supported. The manifesto encourages the following: (1) Reduce conventional certification requirements for public-school principals and superintendents; (2) recruit candidates for school leadership from outside as well as inside the education field; (3) school districts should play a major role in shaping the training of their school leaders; (4) principals and superintendents should be well compensated; (5) superintendents and principals need sweeping authority over the personnel and operations for which they are responsible; and (6) principals and superintendents who fail to produce the needed results after a reasonable period should not be retained. The second part of the book, written by Lawrence Meyer, presents profiles of six effective and successful administrators--three superintendents and three principals. The purpose of this project is to develop a Supply Chain Management (SCM) certification within the Department of Defense (DoD). The report provides background information on certification and SCM. This report defines SCM and describes some potential benefits of SCM for the DoD. The report discusses what the DoD will gain from a formal SCM certification program that could be outsourced to civilian universities or provided by organizations within the Defense Acquisition University (DAU) consortium. This research project is a systematic review that delves into the alignment of global and regional carbon removal policies and regulations with the European Carbon Removal Certification Framework (EU CRCF). It draws on a comprehensive analysis of various policy documents and academic studies to provide an in-depth understanding of the current landscape of carbon management. Purpose and Rationale of the Project The increasing urgency of climate change in the 21st century highlights that mitigation strategies alone are no longer sufficient; carbon removal solutions must be undertaken alongside them. The EU CRCF has emerged as a crucial mechanism to standardize and enhance the credibility of greenhouse gas (GHG) removal initiatives, being the first of its kind to regulate carbon removal solutions. However, there is a global lack of a comprehensive framework for regional policies and regulations concerning carbon removal certification. Therefore, this systematic review uses the EU CRCF as a key standard to assess how various individual local policies align with its criteria. The primary objectives of this study are to: • Explore the interplay between EU CRCF guidelines and regional regulatory approaches. • Synthesize data from multiple studies addressing carbon removal policies, governance structures, and compliance measures. • Evaluate how closely regional frameworks align with EU CRCF principles across regions and sectors. • Identify commonalities, divergences, and best practices to offer actionable insights for harmonizing international and regional policy efforts. • Contribute to the broader discourse on solidifying global cooperation in effective carbon management, ensuring regional actions align with overarching climate goals. • Fill critical gaps in existing literature, particularly regarding longitudinal analyses of the impact of EU CRCF-aligned policies on carbon removal targets and their role in driving private-sector innovation and investment. • Devise a comprehensive, multi-dimensional approach to evaluating carbon removal policy efficacy based on explicit targeted goals, combined with economic, compliance, and contextual factors. Methodology The project employed a systematic review approach, rigorously adhering to PRISMA 2020 guidelines. Key steps in the methodology included: • Selection and Screening of Policy Studies: Data was synthesized from peer-reviewed studies, policy reports and briefs, and grey literature. A comprehensive search strategy was developed, targeting databases such as PubMed, Scopus, Web of Science, JSTOR, Google Scholar, EBSCOhost, Semantic Scholar, and Embase. Boolean search terms combining "Carbon Removal Certification Framework," "CRCF," "carbon removal certification," "carbon credits" with terms like "efficacy," "impact," "economic analysis," and "environmental outcomes" were used. • Inclusion/Exclusion Criteria: Studies published from 2010 onward that evaluated CRCF-certified or CRCF-aligned policies and provided data on policy impacts, scalability, or economic outcomes were included. Exclusions were made for non-English articles, theses, editorials, or studies lacking a sufficient focus on CRCF certification or carbon removal methods/policies. The screening process identified 49 studies relevant to policies and regulations regarding carbon removal methods and targets out of an initial 428 records. To minimize bias, two independent reviewers were assigned for data extraction. • Derivation of Important Metrics: Key variables extracted included carbon sequestration rates, emissions reductions, cost-effectiveness (cost per ton of CO₂ removed), investment trends, proportional additionality (calculated as (Achieved Reduction − BAU Reduction) / Achieved Reduction × 100 %). Financial additionality was quantified by comparing post-policy funding to baseline funding to reflect new investment. • Development of a Scoring Rubric for Study Alignment: A ten-criterion scoring rubric was developed, guided by EU CRCF principles and international standards. The criteria included: quantification accuracy, additionality, long-term carbon storage, sustainability and co-benefits, baseline comparison, lifecycle GHG accounting, monitoring and liability, certification methodologies, independent verification, and non-duplication and EU ownership. Each criterion was scored on an ordinal three-point system (0 for no alignment, 1 for partial, 2 for full). Total scores were then classified as low (0–6), moderate (7–14), or high (15–20) alignment. • Assessment of Publication Bias: An adapted qualitative framework based on Brodeur et al. (2020) was used due to the nature of the dataset. This involved analyzing metadata on research methodology, explicit mention of publication bias, data availability, pre-registration status, and publication outlets. • Analytic Framework for Policy Efficacy: An 8-step framework was utilized to evaluate policy efficacy based on targeted goals, including: Goal Identification, Baseline Establishment, Incremental Impact Measurement, Performance Metrics Evaluation, Compliance and Enforcement, Implementation Status, Barriers and Enablers Analysis, and Economic and Financial Evaluation. • Cohort Analysis: A detailed time-series cohort analysis was performed on 26 studies published between 2011 and 2024, divided into two-year cohorts. This analyzed mean carbon removal targets, MRV presence, financial impact metrics ($/tCO₂), and proportional additionality, categorizing reports by developed or developing regions. • Analysis of Double Counting: Metadata from 49 carbon removal policies was analyzed, focusing on geographic coverage using fuzzy string matching to standardize region names and quantify overlaps, thereby identifying potential double counting risks. Expected Outcomes and Key Findings The systematic review provides critical insights into the state of carbon removal policies and their alignment with the EU CRCF: • EU CRCF Alignment Scores: The average total CRCF alignment score across all 49 studies was approximately 8.9 out of a possible 20 points, indicating that most studies partially address aspects of the framework but often fall short of fully meeting its technical and regulatory standards. Significant gaps were identified in lifecycle GHG accounting (average score 0.6), monitoring and liability (0.7), and especially non-duplication & EU ownership (lowest average score of 0.5). Areas like sustainability (1.5) and additionality (1.4) showed relatively stronger engagement. Only a handful of studies, notably Cavallin (2024) and Strubelj et al. (2023), achieved near-complete alignment (19 points) by providing in-depth analysis of regulatory frameworks and operational challenges. • Publication Bias: The analysis revealed a susceptibility to publication bias in the literature, characterized by a predominance of qualitative or modeling studies, minimal explicit discussion of p-hacking or bias (86% silent), limited public data availability, a widespread absence of pre-registration (69% not reported), and varied publication rigor (e.g., 22% in non-peer-reviewed outlets, 18% working papers). • MRV Systems: The EU CRCF sets high standards for MRV, requiring rigorous third-party verification, detailed reporting, and public disclosure. While MRV systems vary globally, developing countries are progressively integrating elements through hybrid models, combining community-based monitoring with remote sensing, despite facing technical and institutional limitations. Cost variability exists, ranging from $115/tCO₂ in Kenya to $200/tCO₂ in China. • Regional and Temporal Trends: There's a strong research focus on the European Union and the United States, reflecting their leadership in climate policy and innovation, but a notable underrepresentation of the Global South, despite its significant potential for nature-based solutions. Over time, there's been a shift from foundational to operational aspects of carbon removal research, with a striking increase in mean carbon removal targets in developed regions (from 650,000 Mg C/year in 2011–2012 to >68 billion Mg C/year by 2021–2022). MRV presence has consistently remained high globally, indicating its institutionalization. Financial costs per ton of CO₂ removed increased in developed countries (to over $155/tCO₂) but remained relatively stable and lower in developing regions ($108/tCO₂). Proportional additionality improved significantly across both developed (>120%) and developing (~71%) regions. • Data Sources: The project found that policies rely on a diverse range of sources, primarily government databases, publicly accessible platforms, academic contributions, and institutional reports. However, there's an over-reliance on data from high-income regions, skewing the focus towards technologically advanced methods and overlooking localized and indigenous knowledge systems, particularly from the Global South. • Financial Additionality: This is a cornerstone for effective policies, ensuring investments enable projects that would not occur otherwise. Dominant mechanisms include carbon credits/offsets and subsidies, with emerging roles for green bonds and tax incentives. Challenges include low proportional additionality in some policies, suggesting inefficiencies or duplicative investments. Disparities in funding across regions also highlight equity concerns. • Impact Metrics and Financial Additionality: The relationship is pivotal: lower costs per ton of CO₂ removed (impact metrics) combined with high financial additionality indicate optimal resource use. Policies with robust financial structures demonstrate cost-effectiveness and the ability to mobilize new investments. • Double Counting Risk: The analysis confirmed significant risks, with 59.2% of policies sharing geographic regions due to overlapping coverage, emphasizing the need for robust MRV systems to prevent multiple claims. • Cross-Regional Comparison and Innovations: High-income regions lead with advanced regulatory and market-based mechanisms, focusing on engineered solutions (DAC, BECCS) and innovations like basalt rock spreading. Developing regions emphasize nature-based solutions, local community involvement, and equity-driven approaches, often integrating cultural and indigenous knowledge (e.g., New Zealand, Canada). Sector-specific policies (e.g., aviation, construction) and land-use/zoning policies also emerged as unique contributions. Both regions face challenges, highlighting the need for global cooperation, technology transfer, and equitable resource allocation. In conclusion, the project emphasizes that the success of carbon removal policies depends on addressing key challenges such as alignment with EU CRCF principles, managing double counting risks, bridging financial additionality gaps, and overcoming disparities in policy effectiveness across regions. The findings underscore the critical need for strengthening MRV systems, ensuring equitable resource allocation, and fostering international collaboration to achieve sustainable and scalable carbon removal outcomes.
