Separate and Unequal is a history of lost opportunities to unite the peoples of Jerusalem. But Kollek is only one character in a cast that includes prime ministers, generals, terrorists, European and American leaders, Arab shopkeepers, Israeli policemen, and Palestinian schoolchildren.
