The handbook can be used as a training document for in-coming personnel to a program office. It begins by briefly discussing the system acquisition life cycle as the domain in which a program is developed and the role of systems engineering in the development and design of the product. Configuration management is then introduced as a technical management control system that complements the technical actions undertaken during the systems engineering process. The handbook then proceeds to introduce, and in subsequent sections describe, the four processes that comprise configuration management: configuration identification, configuration audits, change management, and configuration status accounting. Finally, the uses of these processes for the program in full-scale development are discussed. This includes providing suggestions for the contents of Operating instructions that should be produced by configuration managers to describe the specific applications of configuration management principles within the program office, and of Statement of Work tasks that should be required of the contractor.
