The Space Commission Report identifies the United States' ever-growing reliance on space and space technology both militarily and economically. It outlines the vulnerabilities of its systems and warns that it must be prepared to prevent a Space Pearl Harbor. Does this concern dictate that the next logical step is to begin the process of space weaponization? United States government space policy is under review and may alter the current wait and see posture regarding the development and deployment of space-based weapons. Is it in the United States' national interest to pursue weapons in space? Is space weaponization inevitable? This paper will examine the issue in three parts. First, it defines the issue and examines the background of the debate, including the political and legal environment. Second, it analyzes what might lead the United States to pursue a policy of space weaponization and examines the question of inevitability. The analysis also examines the benefits of space weaponization versus its expense and vulnerabilities, and considers its impact on a range of potential adversaries. Finally, the paper proposes recommendations for a 21st century space policy that offers an alternate approach to meeting national security needs while actively seeking to prevent the weaponization of space.

Whenever a new technology is developed a new domain becomes accessible, there's often a brief window before it's weaponised. The first computer predates the first hacking attack, the first aircraft were not armed, and the first satellites were blissfully immune to any targeting or attack. But humans are humans, and if there's a target to hit, sooner or later militaries will try to find a way to hit it. And where a domain becomes particularly valuable (in the way space has becomes) it makes sense that it will not remain immune to attack forever. In this episode I begin what I hope is a miniseries (to be spread out over time) on war as a domain for competition and, potentially, warfighting. I look today specifically at the basics of space combat, and some of the tools available to nations who want to take the fight to an opponent's space-based capabilities. Space weaponization has been a much debated topic over the past decade. The debate has included political and technical discussions on whether, with what, and for what purpose to weaponize space. Little has been written about space weaponization from the operational commander's perspective. Absent commentary from the combatant commanders, it is difficult to determine from a theater strategic perspective how space weapons might be employed to preserve peace and win wars. This paper highlights the problems inherent in the current technological, political and service parochial discussion regarding space weapons and advocates that combatant commanders should be the primary voice and the determining factor on space weaponization.

An intense arms competition between the two superpowers, the Soviet Union and the United States, has been the preeminent challenge to the maintenance of minimum public order since the close of World War II. Through both bilateral arms control negotiations between the superpowers and a variety of related multilateral agreements involving additional state participants, the minimum public order system may recently have been strengthened. Premised upon the assumption that minimum public order is enhanced if strategically significant instruments of coercion are controlled, these initiatives have sought to prohibit or limit arms through restraints upon the size, type, use and even areas of deployment of major weapons systems. These initiatives have assumed that such restraints serve the minimum public order by reducing incentives to compete in research, development and production of advanced weapons of mass destruction. While these efforts have provided at least a minimal restraint on the existing instruments of mass destruction, they have not served particularly well to discourage overall arms competition between major participant states. Evidence is mounting that the specter of a terrifying new mode of warfare designed to function in an expanded earth-space arena has arisen on the technological horizon.

Since President Reagan introduced the concept of a Strategic Defense Initiative (SDI) in March 1983, space-based weapons have been a subject of broad national debate. To date, all consideration has focused on defensive applications, yet the technology which permits SDI is equally capable of supporting offensive weapons. This paper proposes increased consideration of offense related space issues. It outlines the moral, political, and military implications of such weapons and identifies several potential applications. The military utility of these weapons is considered in the context of current military strategy. Shortfalls are identified between current capabilities and strategies for power projection, air-land warfare, and limited strategic warfare. For each shortfall, the possible contribution of space-based weapons is considered. The paper reviews space weapon's support requirements and identifies issues associated with institutional advocacy. It concludes by recommending further analysis and debate on the subject of offensive weapons in space.

Is the DOD pursuing the correct investment strategy for space-based high-energy lasers? Recent advances in lasers, optics, and spacecraft technologies may bring high-energy laser weapons to a sufficient level of maturity for serious consideration as space weapons against the theater ballistic missile threat. An important question is how these dramatic technology improvements have affected the strategic employment concepts for high-energy laser weapons. This study presents a comparison of competing space-based architectures given the progress made with high-energy lasers, large optics, and atmosphere compensation techniques within the past several years. Since the current Airborne Laser program utilizes only airborne assets, it is not part of this study. Three space-based architectures are evaluated against the ballistic missile threat: space-based lasers, ground-based lasers in conjunction with orbiting mirrors, and a combined approach using space-based lasers with orbiting mirrors. The evaluation criteria include the technology risks and the estimated development and deployment costs. Also, technology development programs are described for each of the architectures to address the high-risk areas. The results of this study suggest that the most technically sound and cost efficient architecture is space-based lasers with orbiting mirrors because this approach reduces the total weight and therefore cost on-orbit as well as the overall technical risks.
