Sample documents are provided to assist a school library media center in Oklahoma in preparing a policy handbook applicable to the library's particular situation. The operating policy defines the purpose of the library and the library media specialist, as well as the users, schedule, orientation and instruction practices, and circulation procedures. The description of physical arrangement considers the locations of reference, fiction, non-fiction, biography, and professional collections, as well as periodicals and non-print media. The guide to the use of reference materials contains descriptions of reference materials commonly found in the school library, such as encyclopedias or dictionaries. A legislative history shows the various stages in the process of enacting laws. In order to follow the legislative process the student is asked to select a topic of interest and research the various steps as a bill becomes law. Then he is given descriptions of some current and standard reference works which will help him find information on the laws, background information, progress through the legislature, congressmen, and organization and procedures of Congress. The main purposes of this study were to ascertain something of the quality of in-house use of materials in a science library, and to test the use of interviews as a method of measuring such use. Brief interviews were held with 414 users of the University of Illinois Veterinary Medicine Library (VML) between March 2 and May 13, 1987, to obtain information on the purpose of their visit and their use of library materials (other than reserve books) while in the VML. A count was also kept of the number of persons in the library and of the books and journals left on the tables. Of the four hypotheses tested, support was found for only one: that the number of items used in the library are at least twice as high when reported by the interviewees as when measured by table counts. It is suggested that future research might start with the hypothesis that people who use materials in a science library are doing so for substantive research and that typically they find what they seek. It is concluded that interviews are to be preferred to both table counts and self-administered questionnaires for collecting data. The report is supplemented with three tables and 18 footnotes/references, and a copy of the interview questions and the one-way frequency distribution of responses is appended. (CGD)

The Connecticut Valley Libraries (CONVAL) is a consortium formed by the librarians of seven New England liberal arts colleges in order to use cooperative measures to make better use of library resources in the face of rising costs of materials and the increasing amount of materials needed in college libraries. A survey indicated strengths of the collections and identified special interests or unique holdings. The survey showed that, although there was great homogeneity among the collections, there was also considerable diversity among the special and unique holdings. Included in the recommendations for effecting cooperation through CONVAL were: CONVAL librarians actively participate in all aspects of academic planning; CONVAL be incorporated; each CONVAL library contribute equally to its maintenance; each library write an acquisitions policy statement; interlibrary loan privileges be extended to all classes of borrowers within the consortium; the CONVAL Director investigate the use of other storage facilities and make compacts with large libraries for access to their collections; teletype units be installed in all libraries and fully exploited in interlibrary lending; all libraries adopt the Library of Congress classification system and that Dartmouth be designated as the CONVAL Research Center for Automation.
