Neutron and gamma-ray spectra have been measured at various distances up to 1100 metres from the fast-neutron reactor of the U.S. Army Pulse Radiation Division (Materiel Testing Directorate, Aberdeen Proving Ground, Md.) The spectra were obtained at a height of two metres above the air-ground interface and are compared to previous measurements performed by two other research laboratories, and also to the results of theoretical predictions based on two-dimensional discrete-ordinates transport theory. Integral quantities such as partial and total radiation kermas are generally in good agreement, however the theoretical calculations tend to predict somewhat softer neutron spectra than are observed experimentally. Houston FD extricated 2 occupants from the pickup which struck the fence. A total of 6 patients were transported to a nearby trauma center, including a family of 4 from the vehicle in the middle of the street. The family of 4 was a mom and dad, and juvenile son and daughter. All 6 patients are expected to survive. We also argue that this is a purely quantum effect since the corresponding Hannay angle is zero.

We study a moisture model for warm clouds that has been used by Klein and Majda as a basis for multiscale asymptotic expansions for deep convective phenomena. These moisture balance equations correspond to a bulk microphysics closure in the spirit of Kessler and of Grabowski and Smolarkiewicz, in which water is present in the gaseous state as water vapor and in the liquid phase as cloud water and rain water. It thereby contains closures for the phase changes condensation and evaporation, as well as the processes of autoconversion of cloud water into rainwater and the collection of cloud water by the falling rain droplets. Phase changes are associated with enormous amounts of latent heat and therefore provide a strong coupling to the thermodynamic equation. In this work we assume the velocity field to be given and prove rigorously the global existence and uniqueness of uniformly bounded solutions of the moisture model with viscosity, diffusion and heat conduction. To guarantee local well-posedness we first need to establish local existence results for linear parabolic equations, subject to the Robin boundary conditions on the cylindric type of domains under consideration. We then derive a priori estimates, for proving the maximum principle, using the Stampacchia method, as well as the iterative method by Alikakos to obtain uniform boundedness. The evaporation term is of power law type, with an exponent in general less or equal to one and therefore making the proof of uniqueness more challenging. However, these difficulties can be circumvented by introducing new unknowns, which satisfy the required cancellation and monotonicity properties in the source terms.

The Navy/Marine Corps Advanced Base Offshore Bulk Fuel System (OBFS) includes a tanker terminal facility. The feasibility of transporting and installing a large gravity anchor for a proposed Single Anchor Leg Mooring (SALM) for the terminal facility is investigated. It was assumed that advanced base, amphibious and LASH (lighter aboard ship) assets are available for transporting and installing the anchor. A maximum horizontal force of 222 kips (from model tests) on a catenary moored 50,000-dwt tanker in 65 ft water depth with a 4-knot current and 8-ft (significant height) seas was used to determine the required deadweight anchor size and weight. For sediment seafloors the anchor would measure 61 ft x 62 ft x 10.5 ft and weight 1,000 tons. An anchor for a rock seafloor would be approximately twice this size and weight. Either anchor is too large and heavy to be lifted as a single unit by the 500-ton capacity LASH gantry crane. Instead the anchor is transported and off-loaded as two (four for rock seafloors) standard 500-ton LASH barge-sized modules. The floating modules are joined after offloading, towed to the appropriate location and sunk to provide the required anchorage. SALM anchor installation could probably be accomplished in one day, and terminal installation completed in less than 7 days. A comparable catenary-moored terminal facility is estimated to require an installation time of about 14 days. A Single Anchor Leg Mooring for the OBFS appears to be both feasible and practical. The primary development items are the hardware and techniques for mating the heavy anchor modules at sea. (Author)

INCIDENT DATE/TIME: 5-12-23, 2:18am LOCATION: State St and Esplanade Ave CITY: San Jacinto DETAILS: SAN JACINTO – A Riverside County sheriff’s patrol deputy was seriously injured Friday in a collision in San Jacinto that also injured the other motorist, as well as a deputy who attempted to pull his fellow lawman to safety. Sheriff Chad Bianco said the crash occurred about 2:15 a.m. at the intersection of Esplanade Avenue and State Street. The sheriff did not release specific details regarding what triggered the crash, saying only that the patrol vehicle and civilian car collided. The deputy suffered “substantial injuries” and was taken to a regional trauma center in critical condition, according to Bianco. He said that another patrolman who reached the location prior to firefighters arriving attempted to “extract” the injured deputy and suffered a knee injury as a result. That deputy was taken to a hospital for treatment and has since been sent him to recover, the sheriff said. “The driver of the other vehicle was transported to a local hospital and is being treated for moderate injuries,” Bianco said. No other details were available. The collision is under investigation by the California Highway Patrol, per a long-standing sheriff’s department policy that requires the CHP to undertake independent evaluations whenever sheriff’s vehicles are involved in wrecks. Initial data on patients with existing VTE was received from USTRANSCOM in 2010, but did not include data on the other patients. This was addressed by granting the PI permission to use TRAC2ES. Eventually, the TRAC2ES data was received via secure website. With an approved TMA DSA in place (approved 23 Jan 2013), the M2 data was extracted and compiled by the Knowledge Center. In the process, it was learned that the M2 data prior to year 2007 was not accessible and the TRACES data only included years 2002- 2009. All data was stored on an approved external drive. The two data sets (M2 and TRACES) for the years 2007, 2008 and 2009 were merged successfully. Merger was done with SSN, FMP, and DOB. Based on the analysis, the main finding is that the U.S. military personnel (including active duty, guard and reserve members) age 25-31 that were transported aeromedically during 2007-2009 were at higher risk for developing a VTE than members age 18-21, keeping rank and sex constant. In conclusion, this study did not meet the proposed objectives. The analysis of the merged data revealed duplicate records (mostly in M2 data set) or missing information (mostly in TRACES data base). This posed difficulty in performing an efficacious analysis and providing answers to study questions.

This report covers research, developmental, and experimental work required to design, fabricate, and demonstrate a container handling device for acquiring, transporting, and delivering standard 8x8x20-foot cargo containers by designated Army helicopters without the aid of ground personnel.
