Abuse Of The Senate Rules Has Pretty Much Stripped Senators Of The Right To Offer Amendments. The Modern Filibuster Requires Only A Threat And No Talking. So The Senate's Activity For More Than A Decade Has Been The Virtual Continuous Drone Of A Quorum Call. But That Is Not The Way It Was When Senator Chris Dodd And I Were Privileged To Enter The World's Greatest Deliberative Body 30 Years Ago. Senators On Both Sides Of The Aisle Engaged In Collegial Debate And Found Ways To Find Common Ground On The Nation's Pressing Problems. When I Attended My First Republican Moderates Luncheon, I Met Mark Hatfield, John Chafee, Ted Stevens, Mac Mathias, Bob Stafford, Bob Packwood, Chuck Percy, Bill Cohen, Warren Rudman, Alan Simpson, Jack Danforth, John Warner, Nancy Kassebaum, Slade Gorton, And I Found My Colleague John Heinz There. That Is A Far Cry From Later Years When The Moderates Could Fit Into A Telephone Booth. On The Other Side Of The Aisle, I Found Many Democratic Senators Willing To Move To The Center To Craft Legislation

From these meetings and his studies of foreign affairs since his undergraduate days at the University of Pennsylvania, where he majored in political science and international relations, Senator Specter has been a forceful advocate for aggressive diplomacy to solve international conflicts. He wrote, with staffer Chris Bradish, an article for the Washington Quarterly (Winter 2006-2007), outlining a blueprint for diplomatic initiatives in the Mideast with emphasis on bilateral negotiations with Iran and Syria. Thirty days after the terrorist attacks of September 11, 2001, Senator Specter drafted the legislation that established the Department of Homeland Security. That is really not surprising since there is hardly anyone ever on the Senate floor. The days of lively debate with many Members on the floor are long gone. Abuse of the Senate rules has pretty much stripped Senators of the right to offer amendments. The modern filibuster requires only a threat and no talking. So the Senate's activity for more than a decade has been the virtual continuous drone of a quorum call. But that is not the way it was when Senator Chris Dodd and I were privileged to enter the world's greatest deliberative body 30 years ago. Senators on both sides of the aisle engaged in collegial debate and found ways to find common ground on the Nation's pressing problems. When I attended my first Republican moderates luncheon, I met Mark Hatfield, John Chafee, Ted Stevens, Mac Mathias, Bob Stafford, Bob Packwood, Chuck Percy, Bill Cohen, Warren Rudman, Alan Simpson, Jack Danforth, John Warner, Nancy Kassebaum, Slade Gorton, and I found my colleague John Heinz there. But That Is Not The Way It Was When Senator Chris Dodd And I Were Privileged To Enter The World's Greatest Deliberative Body 30 Years Ago. Senators On Both Sides Of The Aisle Engaged In Collegial Debate And Found Ways To Find Common Ground On The Nation's Pressing Problems. 12ERIC ED277594: The Final Report Of The Cooperative Grinnell-Newburg Community School District And University Of Northern Iowa Mathematics Project.

This project was designed to study the effects of an inservice model on the quantity and quality of developmental mathematics instruction provided by participating teachers. Participants were seven teachers of students in grades from 2 to 6 who had volunteered for the project after being selected as potential lead teachers in mathematics. The inservice consisted of teacher observations, group inservice on effective teaching, individual planning and recommendations for becoming more effective, demonstration teaching, and more observations together with feedback and discussion. The results indicate that these seven elementary teachers increased the quantity of their developmental instruction to about half of their class period, from about 11 minutes each day to about 20 minutes each day. The inservice model also had a positive effect on the quality of the developmental instruction provided: teachers attended to more details related to instruction, used models more often, and used process questions to assess student understanding more effectively. As an inservice model, the one used in this project has the potential of effectively changing the behavior of teachers and improving instruction. Appendices contain samples of postobservation feedback for grades 4 and 6, papers on teaching mathematics concepts and algorithms, and an administrator/teacher feedback questionnaire. (Author/MNS)

The data in this report were collected as part of a study that involved all teacher education graduates at the University of Iowa prior to 1970. The information from this study is considered baseline data for an evaluation of the Iowa-UPSTEP program (Undergraduate Pre-Service Teacher Education Program), which was begun in 1969 as a proposed innovation in science teacher education at the secondary level at the University of Iowa. The information presented includes evaluation of courses in the professional sequence, adequacy of student teacher observation, effectiveness of student teacher supervision, views concerning importance of student teaching, relative importance of specific courses, and preparation for specific tasks required in teaching. Forty-five tables of data are presented, as well as the instruments used in collecting the data. (MLH)

Various research projects in space physics are summarized. Emphasis is placed on: (1) the study of energetic particles in outer space and their relationships to electric, magnetic, and electromagnetic fields associated with the earth, the sun, the moon, the planets, and interplanetary medium; (2) observational work on satellites of the earth and the moon, and planetary and interplanetary spacecraft; (3) phenomenological analysis and interpretation; (4) observational work by ground based radio-astronomical and optical techniques; and (5) theoretical problems in plasma physics. Specific fields of current investigations are summarized.

When reelected in 2004, Senator Gregg received the highest number of votes in New Hampshire history. He also served the Granite State as Governor (1989-1993) and U.S. Representative (1981- 1989). Senator Gregg is a national leader on fiscal policy, a well-known budget expert, and a respected voice on health care, economic, and financial regulatory issues. His commonsense New Hampshire values have shaped some of the most significant legislation that Congress has passed in recent decades. Senator Gregg played a major role in rescuing our country from the brink of economic collapse as a chief negotiator of the Emergency Economic Stabilization Act of 2008. He also was the lead sponsor of the Deficit Reduction Act of 2005 and, along with the late Senator Ted Kennedy, coauthored the No Child Left Behind Act of 2001. Working across the aisle, Senator Gregg was a key decisionmaker on several important issues. He championed bipartisan efforts to address the Nation's looming entitlement crisis, improve our health care system, and revamp our complex and inequitable tax system. In March 2010, Senator Gregg also was appointed to President Obama's National Commission on Fiscal Responsibility. This bipartisan commission, which is modeled after legislation first introduced by Senator Gregg and Senator Kent Conrad, is responsible for developing recommendations that will help balance the budget and achieve fiscal sustainability over the long term. As a member of the Senate Banking Committee, Senator Gregg served as one of the principal negotiators working to modernize our Nation's financial regulatory system. His expertise on banking issues and derivatives reform positioned him as a pivotal voice in the debate on regulatory reform. Senator Gregg remains focused on maintaining our Nation's position as the best destination for capital and investment, as well as helping job creators and families obtain affordable credit during these challenging economic times. Since its inception in 2000, the Heartland Center for Occupaitonal Health and Safety (the Center) has served as a resource for Federal Region VII and the US, providing interdisciplinary graduate, postgraduate, and residency training, continuning education and outreach for practitioners and researchers in occupational health and safety (OHS) professions. The major rationale for the Center is to address dual problems in Federal Region VII: higher than US-average rates of occupational disease and injury and shortages of trained OHS professionals. The Center has 7 graduate-level training programs, including agricultural safety and health, ergonomics, industrial hygiene, occupational health nursing, occupational epidemiology, occupational injury prevention, and occupatonal medicine. The Centerâs active continuing education and outreach programs reach thousands of practitioners in the Region, utilizing both traditional educational media and methods a well as innovative distance-education technology. The purpose of the project was to provide instructional and technical services directed towards remediation of problems associated with motivation, recruitment, and retention being encountered by 57 individuals affiliated with rural adult basic education programs in Regions 7, 8, 9, and 10 of the U.S. Department of Health, Education, and Welfare. The project consisted of a two and one-half weeks training institute in Iowa City, a technical assistance follow-up program for the contract year, a twelve month extension, and this summary report. Included is a complete description of the institute (staff, participants, facilities, program); reports on the technical assistance project, the extension activities, a ten page selective bibliography of resource materials for adult basic education, and a list of films available at the Institute. Since 1992, the University of Iowa Libraries' Information Arcade, a facility designed to support the use of electronic resources in research, teaching, and independent learning, has been a springboard for developing new collaborative technology-based services. This paper describes next generation developments underway in applying learning technologies, as well as issues and challenges, including development of media user education programs, technology training programs, and building Arcade-like facilities across the campus. Projects discussed include: (1) "The White City," a hypertext-guided tour of the 1893 World's Columbia Exposition in Chicago; (2) the Information Commons, an electronic information and multimedia teaching facility; (3) the Advanced Real Time Information Center (ARCTIC), an electronic teaching facility; (4) smaller Arcade-inspired facilities; (5) Teaching with Innovative Style and Technology (TWIST), a project undertaken to design a model instructional program to assistant faculty to incorporate new technologies and information resources into their courses; and (6) new Technology in the Learning Environment (nTITLE), a campus-wide initiative involving 96 professors attending a series of workshops taught in the arcade classroom.
