5ERIC ED090424: The Continuing Education Unit. Five Guideline Statements: Purdue University, Indiana University, University Of Delaware, University Of New Hampshire, University Of North Dakota.

The National Task Force Interim Statement of 1970, regarding the utilization of the Continuing Education Unit (CEU), provides the basic framework of these five documents. All agree in their definition of the CEU as 10 contact hours of participation in an organized continuing education experience and set forth criteria for applying the CEU to their respective institutions. The Purdue University Continuing Education Unit describes activities to be included in CEU programs and offers policy guidelines, administrative procedures, sample program application, participant information, and individual record forms with detailed instruction for their use. Indiana's Proposal for the Adoption of the Continuing Education Unit includes assignment application and program completion forms. A Guideline for Uniform Measurement of Non-Credit Continuing Education Programs in Delaware includes administrative requirements and suggested applications of the CEU. New Hampshire's Continuing Education Units: Policy Guidelines for Awarding and Recording of CEU's offers a sample transcript form. North Dakota's Guidelines for the Continuing Education Unit briefly describes operational and administrative requirements. (MW)

The Wilmington, Delaware, office of KPMG Peat Marwick LLP (KPMG) performed the Single Audit for the University of Delaware (UD), a nonprofit organization. The audit is required by Office of Management and Budget (0MB) Circular A-i 33, Audits of States, Local Governments, and Non-Profit Organizations. For the fiscal year ended June 30, 1998, UD reported total Federal expenditures of $49,940,917, representing $10,099,703 for the Department of Defense (DoD) and $39,841,214 for other Federal agencies.

Can the spoken word be a reliable record of past events?For many Native people, the answer is unequivocally affirmative. Histories of family, tribe, and nation, narratives of origin and migration, foodways and ceremonies, and the provisions of countless treaties have been passed down through successive generations without written documents. The colonizing society has maintained a starkly different view, elevating the written word to a position of authority and dismissing the authenticity of oral tradition. 23ERIC ED104196: The Unionization Of Professors At The University Of Delaware. Special Report No. 13.

On May 12, 1972, the University of Delaware Chapter of the American Association of University Professors was elected as the exclusive bargaining agent for all regular members of the voting faculty. There had been no threats of a cutback in faculty positions by the administration. No bills had been introduced in the state legislature to eliminate tenure, increase workloads, or curtail fiscal autonomy of the university. Undoubtedly, the professors had been affected by news of these occurrences at other institutions. The deteriorating conditions of the academic job market presented an even more direct threat to these professors. By May 1972, many of the faculty had begun to realize that they no longer had the mobility, bargaining power, or job security that was formerly taken for granted. Individious comparison with unionized workers in the public sector, especially secondary school and junior college teachers, could have been one of the other factors that motivated the professors to unionize. This article examines the certification campaign and attempts to explain exactly what factors motivated the professors to make a break with tradition. (Author/PG)

This study found the status of faculty women to be similar to that in other college studies: women are a small percentage of the faculty, are clustered in the lower ranks, are not tenured, are victims of nepotism rules, receive lower pay than men, and have less chance than men for promotion. The administration of the University is, like the faculty, dominated by men. While administrative departments are largely staffed by women, men head the departments. The women nonprofessional staff is made up almost entirely of clerical workers. The salary for these workers is relatively low for their job responsibilities. The University seems to have little reluctance about educating women at the undergraduate level; however, women earned only 5% of the doctorates award in the last 5 years at Delaware. Recommendations follow previously published Affirmative Action Plans. Two papers by Sheila Tobias on Female Studies are included in the Appendices. (LR)

29ERIC ED098217: [The Undergraduate Elementary/Special Education Program Of The University Of Delaware].

In response to shifting demand for teachers, a special education option was added to the University of Delaware's undergraduate elementary program. Without sacrifice of existing programs, college resources were reallocated to maximize the normalization of school services for educationally handicapped children. Thirty-six to 40 undergraduates per year complete the approved program in the specialty areas of mental retardation, behavior disorders, and learning disabilities; an equal number complete the elementary general program with an area of interest in special education. Training in both options is identical until the senior year when differentiated practice teaching is given. The dual track approach promotes mainstreaming by establishing a broad area of commonality in the training of both special and general elementary teachers. A heavy commitment to clinical training takes students into the schools during all four program years. Students are bused to local schools for methods demonstration and practice throughout the junior year. The senior practicum features a reciprocal arrangement in which each student receives supervision from a curriculum/methods specialist and diagnostic specialist both in seminar and on-site--this in addition to the daily supervision provided by the cooperating teacher. Bennett entered the political arena by managing his father's Senatorial reelection campaign 49 years ago, in 1962. Wallace F. Bennett was a U.S. Senator from 1951 to 1974. It was this experience that would later inspire Mr. Bennett to seek public office. In the meantime, he used his strong leadership skills and lessons learned from working as a staffer on Capitol Hill in several successful entrepreneurial pursuits. His greatest triumph in the business world came when he was CEO of Franklin International Institute, now known as Franklin Covey. Mr. Bennett grew the business from 4 employees to more than 1,000, and it was listed on the New York Stock Exchange. In 1992, Mr. Bennett followed in his father's footsteps and ran a successful campaign for the U.S. Senate, carrying his businessman-like approach with him to the Hill. He served as a senior member of the Senate Banking Committee and a member of the distinguished Joint Economic Committee, where he was at the center of national economic policy discussions. I plunged right into the debate when I got here. Now the tradition seems to be to give a farewell speech. So I am grateful to my colleagues who will gather for this occasion as I contemplate saying farewell to the Senate. But I will warn them, this is probably not my last speech. I intend to be heavily involved in the debate over whether we pass a continuing resolution or an omnibus bill. I have a history with the Senate, and it began when I was a teenager as a summer intern. I remember sitting in the gallery and watching Bob Taft prowl across the back of the Senate, watching to make sure things were going according to his desire. He had been the majority leader. We didn't know whether he was dead. We all rushed over to the Senate, where there was a ticker tape back in the back lobby, to see what was happening. I rushed in with the others to see what was there and then looked to see whom I had jostled aside in order to get to see the ticker tape. It was Mike Mansfield. I quietly withdrew, realizing I had done something that was not appropriate on that occasion. I was here in Washington when Martin Luther King gave his ''I Have a Dream'' speech. I was here as a staffer when the historic civil rights bill of 1964 was passed and was involved in the drafting of that bill at a very low kind of level and the conflict that occurred on that occasion. Then I came back into government as the head of the congressional relations function for a Cabinet-level department. I worked with Senator Dirksen in trying to pursue the Nixon administration's goals forward and ran into a bright young Senator from Kansas with a sharp wit named Bob Dole. Ted arrived in the Senate with significant experience, having served 22 years on the staff of U.S. Senator Joseph Biden, 19 years as chief of staff, and taught about the Congress at the Duke University School of Law and Duke's Sanford School of Public Policy for almost 20 years. He used that experience to his advantage. Less than a month after arriving in the Senate, he introduced the Fraud Enforcement and Recovery Act with Senators Patrick Leahy (D-VT) and Chuck Grassley (R-IA). The bipartisan legislation, signed into law by President Obama on May 20, 2009, strengthens the tools and increases the resources available to Federal prosecutors to combat financial fraud. Ted remained a leading voice in the financial debate, successfully pushing the Securities and Exchange Commission to strengthen its short selling rules and advance market structure reforms in such areas as high frequency trading. He was extremely active in trying to solve the problem of financial institutions deemed ''too- big-to-fail,'' calling for a reimposition of the Glass- Steagall Act, which would separate commercial and investment banking activities. Along with Senator Sherrod Brown (D-OH), Ted in April introduced the SAFE Banking Act of 2010, which would cap the size of banks based on their assets and liabilities. His provisions on health care fraud enforcement, which expanded the Government's capacity to investigate waste, fraud, and abuse in government and private health care, were included in the historic health care bill.
