9DTIC ADA324340: The Brigade Based Division: Saddling The Right Horse.

Global instability has grown substantially following the end of the Cold War. Changes in Army doctrine, incorporating concepts like OOTW and versatility, are a reaction to this increased global instability. The shift in doctrine is driving the need for change in the U.S. Army force structure. The Army is now considering three division design alternatives: The Modernized Heavy Division, the Modular Small-Based Division, and the Brigade Based Division. The purpose of this monograph is to determine which alternative best meets future joint warfighting requirements? The Modernized Heavy Division structure reflects significant tactical flexibility. Similar to the AOE Heavy Division, because it has enough depth to accomplish a wide range of missions, it achieves versatility. The Modernized Heavy Division exceeds the requirements of the most dangerous conventional threat thereby failing to address manpower and budget limitations. The Modular Small-Based Division, with both heavy and light maneuver brigades, achieves greater versatility and modularity than the previous alternative. The heavy-light configuration obtains a better scenario balance. The Brigade Based Division structure is METT-T driven. Brigades are the force building blocks vice the division. With this design, the division becomes more of a command and control echelon. This structure provides a greater degree of versatility and modularity. It is the least flexible tactically, yet achieves the best scenario balance of the three alternatives. End-strength efficiency is enhanced in terms of flattening the organization structure. The Army should adopt the Brigade Based Division in order to better meet the joint warfighting requirements that lay ahead. The Brigade Based Division provides a more versatile modular force that is better capable of meeting the varied missions required of the Army.

12ERIC ED402044: 'Parental Rights:' The Trojan Horse Of The Religious Right Attack On Public Education.

The potential intended and unintended impact of parental rights initiatives on public education and child welfare agencies and on existing laws demands further scrutiny of the legislation and of its proponents and their motivations. Proponents assert that parental rights initiatives would guarantee parents' rights to direct the upbringing of their children and would protect parents from the encroachment of federal and state governments into childrearing. Parental rights initiatives proceed on three tracks: (1) state constitutional amendments such as that proposed in Colorado; (2) federal 'parental rights' amendments, such as the Parental Rights and Responsibilities Act; and (3) proposed state statutes, such as those in Washington, Indiana, Kansas, and New Hampshire. However, parental rights initiatives would provide individuals with legal weapons to challenge public school curricula and child abuse protection laws and would jeopardize the ability of social service agencies to act effectively in child abuse cases. These initiatives are part of a larger right-wing assault on public education to pave the way for school voucher programs and is led by two national organizations, Of The People, and the American Legislative Exchange. Parental rights initiatives, especially the Parental Rights and Responsibilities Act, raise serious concerns about their potential negative impact on investigations of child abuse and neglect, the ability of children and youth to obtain needed health care and counseling, the degree to which they would aid parents who want to censor school curricula and library collections and their facilitation of the introduction of school vouchers. 22DTIC ADA350052: Picking The Right Horse? Dominant Maneuver In The Twenty-First Century

This study investigates the likelihood of heavy forces being able to conduct dominant maneuver in the twenty-first century. The concept is based upon Army Vision 2010 and establishes the relevance of indirect maneuver to help identify issues facing the U.S. Army today. The current heavy armored force relies predominately upon the direct maneuver approach. At issue is the appropriateness of future maneuver forces being developed based upon this force and a direct maneuver model. A thorough review of maneuver literature reveals that forces relying on the direct maneuver approach often fail when encountered by forces employing indirect maneuver. A hypothesis is developed predicting that heavy forces are insufficient to conduct future dominant maneuver. Three historical case studies are used to test the hypothesis. The analysis confirms that mobility, speed differential, and deployability are trends of success. Absent these, even technology and firepower are insufficient to generate success. A discussion of the implications and an air maneuver alternative is offered, as are suggestions for additional research. The study promotes the development of future forces based upon maneuver principles, and provides an alternative force that theoretically would meet the requirements of future dominant maneuver.

George MacDonald was a Scottish author, poet, and Christian minister. In his day he was considered one of the great Victorian authors on par with Dickens, Thackeray, Kipling and the like. His reputation as an author, however, has not fared as well largely because of the ubiquitous and fervent presence of religion throughout his works.<br /><br />MacDonald's theology, though sprinkled liberally throughout his fairly substantial number of books, is perhaps nowhere more palpable than in <i>Unspoken Sermons</i>. These sermons, though by no means amongst the most popular of MacDonald's work, have had theological impact from their first appearance. That influence is probably most notable in C.S. Lewis who called MacDonald "my master" and of <i>Unspoken Sermons</i> said, "My own debt to this book is almost as great as one man can owe to another."<br /><br />More recent influence can be seen in Michael Phillips' 2005 edited edition of some of MacDonald's sermons in which he states:<br />"MacDonald saw things differently. Doctrinal formula was nothing to him. His unique perspective takes some getting used to. I find that many passages require two or three readings. But I also find spiritual gold awaiting me, sometimes buried deep but always ready to shine out brilliantly from the page when suddenly I see it.
