In America, the influence of the Church rose most significantly during the late 19th and early 20th centuries with the waves of Catholic European immigrants, much to the chagrin of the WASP and increasingly Jewish elites. They reacted by placing immigration restrictions in 1924, and social engineering programs promoting birth control and breaking up ethnic Catholic neighborhoods. While Congress has statutorily authorized some operations, it has not approved funding for all. And as the pace of 'non-traditional' operations accelerates and the novelty of missions proliferates, the armed forces will be confronted increasingly with missions that do not fit within existing funding authorities. In recent years, a number of scholars and operational lawyers have asserted the President has the inherent constitutional power to direct spending deemed essential to national security, including 'non-traditional' operations, even in the absence of statutorily prescribed appropriations. This paper addresses these assertions and concludes that, absent a congressionally approved appropriation, the President is without legal authority to expend public funds regardless of whether the expenditure is deemed essential to national security.

Welcome to the Myth of the 20th Century. The 18th century book A Treatise on Modern Falconry is still one of the most quoted books in today's falconry community. <br><br>The preface was possibly written by a Rev. A. Willis, ridicules "The Origin and Progress of Language," a publication shortly before his writing this book. The introduction to this book gives a historical account of the development of falconry from its beginnings long before the 9th century in the middle East to its apparent decline at the invention of the hunting gun. It also includes interesting facts about the practice of falconry in Persia and Hindostan, where falconry became (and in some parts of the Middle East still is) a sport and pastime of the upper classes. <br><br>In the second and main part, the book talks about the falconer and his instruments as well as how to treat and train his birds. The book introduces methods of training and handling falcons, hawks and other birds of prey, and also includes sections about their diseases and possible injuries.(Summary by Curt Walton.)

Robert Campbell (1829-84) was a Jamaican-born printer, journalist, and teacher who, along with Martin Robison Delany (1812-85), made up the Niger Valley Exploring Party of 1859-60 (Library of Congress), sharing his impressions & observations as a first time visitor to areas of modern day Nigeria.
