3DTIC ADA201201: The Effect Of The Covariance Factor On The Procurement Problem Variance Of Net Leadtime Demand

An analysis is made of the formulae used by the Navy's Inventory Control Points in calculating the variance of Net Leadtime Demand of repairable items. A new formula is then derived, which makes use of actual calculations of covariance between regenerations and demands. The resulting variance values derived from the new formula are compared with the variance values resident on the Navy's Ships Parts Control Center data base and are shown to produce lower variances. The new formula is also compared to the option path formula to determine which formula produces the smallest variance. The comparison suggests an under-estimation of variances results when the option path with its estimate of the covariance is used. The thesis concludes with recommendations for implementation of the new formula.

This article is from Frontiers in Cellular Neuroscience , volume 8 . Abstract Dopamine release in the prefrontal cortex plays a critical role in cognitive function such as working memory, attention and planning. Dopamine exerts complex modulation on excitability of pyramidal neurons and interneurons, and regulates excitatory and inhibitory synaptic transmission. Because of the complexity of this modulation, it is difficult to fully comprehend the effect of dopamine on neuronal network activity. In this study, we investigated the effect of dopamine on local high-frequency oscillatory neuronal activity (in β band) in slices of the mouse anterior cingulate cortex (ACC). We found that dopamine enhanced the power of these oscillations induced by kainate and carbachol, but did not affect their peak frequency. Activation of D2R and in a lesser degree D1R increased the oscillation power, while activation of D4R had no effect. These high-frequency oscillations in the ACC relied on both phasic inhibitory and excitatory transmission and functional gap junctions. Thus, dopamine released in the ACC promotes high-frequency synchronized local cortical activity which is known to favor information transfer, fast selection and binding of distributed neuronal responses. Finally, the power of these oscillations was significantly enhanced after degradation of the perineuronal nets (PNNs) enwrapping most parvalbumin interneurons. This study provides new insights for a better understanding of the abnormal prefrontal gamma activity in schizophrenia (SZ) patients who display prefrontal anomalies of both the dopaminergic system and the PNNs.

6DTIC ADA464867: Effect Of Residence Time On Net Nitrate Retention In Flow-Regulated Backwaters Of The Upper Mississippi River

This research investigated relationships between water residence time and net nitrate retention (i.e., loading minus discharge) in flow-controlled backwater systems of the Upper Mississippi River (UMR). Goals were to gain a better understanding of the management potential for removing nitrogen in large river systems by increasing connectivity between nitrogen-rich main channel areas and backwater habitats. Nitrogen (N) runoff to receiving streams and rivers, particularly in the form of nitrate-nitrite (NO3NO2-N), has increased several-fold in recent decades (Justic et al. 1995, Vitousek et al. 1997, Goolsby and Battaglin 2001). A consequence of accelerated N mobilization and transport has been water quality degradation of coastal areas and estuaries which are sensitive to N inputs (Nixon 1995). For instance, increased N loading from the Mississippi River basin has been associated with the development of extensive areas of anoxia and hypoxia (Rabalais et al. 1994) and declines in fish and invertebrate abundance (Pavela et al. 1983) in the Gulf of Mexico. Continued unchecked N loading to coastal systems could lead to significant declines in the diversity and abundance of higher trophic levels and increased bloom frequency of noxious and toxic algae (Vitousek et al. 1997). In addition to managing NO3NO2-N runoff input to large river systems (i.e., watershed N source and transport control, wetland detention, riparian buffers, restored bottomland hardwood floodplains), there is a need to promote in-stream removal of NO3NO2-N by biological uptake, bacterial denitrification, and burial in order to reduce N transport to coastal systems (Mitsch et al. 2001). In-stream N transformation and removal do occur in large rivers, but are typically low and represent a small percentage of the overall load (5 to 20 percent, Seitzinger 1988).

7DTIC ADA127514: The Net Effect Of Many Gravitational Fields On The Intensity Of Celestial Light Sources.

This thesis investigates the lens-like action of the gravitational fields of celestial bodies, which can alter the apparent intensity of more distant sources. Previous work in this area has shown that the chance of an individual body being sufficiently well aligned with a source to cause a very large gravitational intensity change is small. The issue addressed in this study is the possibility of there being a significant total change in the intensity of a source due to the combined effects of the gravitational fields of all celestial bodies, and in particular, the potential impact on intensity distance measurements, that is, determination of the distances of celestial light sources by means of intensity comparisons. It is first shown that the problem can be treated in flat space by associating an appropriate index of refraction with gravitational fields. A wave approach is taken in deriving the total deflection of a ray by the field of a single point mass. A statistical analysis is then performed to determine the expression for the mean total change in the intensity of celestial light sources due to the combined fields of all intervening bodies.

Previous literature documents a strong relationship between food insecurity and mental health, and also examines the impact of safety net programs on food insecurity. However, little is known about the intersection between mental health, safety net participation, and food insecurity. In this research, we use a multi-program safety net calculator (including cash, food, and health insurance programs) and data from the National Health Interview Survey and the Current Population Survey to examine the effects of safety net generosity on food insecurity and mental health for single mother families. We examine four research questions. First, does state safety net generosity affect self-reported participation in safety net programs? Second, does mental health affect participation in safety net programs, conditional on generosity? Third, does more generous cash and food assistance affect mental health? And finally, how effective is the safety net in reducing food insecurity in the presence of mental health issues? We find that state-level safety net generosity does predict self-reported participation, and that conditional on generosity, those with mental health issues are significantly more likely to participate in safety net programs. More generous cash and food assistance is protective of maternal mental health, but results are somewhat sensitive to the measure of mental health examined. Finally, we find no effect of the safety net on 30-day food insecurity. These results have important implications for the effectiveness of safety net programs for some of the most vulnerable members of society: low-income mothers suffering from mental health challenges and their children.

14The Effect Of Different Probability Levels In Estimating The Net Water Requirement Of Rice In The Northern Provinces Of Iran

Introduction: Correct assessment of evapotranspiration fluctuations in different meteorological scenarios plays an important role in the optimal management of water resources. Probability analyzes with different probabilities of occurrence can increase flexibility in decision making and increase the reliability of decisions. Rice ( Oryza sativa L.) is one of the most important agricultural products in the world. Although rice is cultivated in a wide range of climatic and geographical conditions, it is vulnerable to changes in environmental conditions. Planting management, design of irrigation systems, and suitable irrigation cycle for optimal production are important issues for sustainable production. Materials and Methods: The study area includes the northern region of Iran, i.e. the provinces of Gilan, Mazandaran and Golestan, which is the main rice-growing area in Iran. Changes in rice evapotranspiration in three different cultivation dates with four different occurrence probabilities of 75, 50, 25 and 10%, was calculated using the FAO Penman-Monteith equation and meteorological data with a statistical period of 30 years (2020- 1990). Also, the average rice crop coefficient at different stages of growth in 10-day periods was estimated based on the Weibull model. These probabilities represent the probable limits of the expected values of evapotranspiration in different scenarios of low, normal, high, and very high evapotranspiration years. Results and Discussion: The results showed a relatively constant difference of 1 to 2 mm between different rice cultivation histories in the major rice cultivation areas of Gilan and Mazandaran in normal to very high evapotranspiration years. In the years of low evapotranspiration, the water requirement was significantly different from the normal, high and very high evapotranspiration years, which decreased from east to west. This difference was approximately 30% higher in Golestan province as compared with other areas. In the early planting situation relative to the late planting situation in the major western and central coastal areas, there was a 10% decrease in water consumption. At the scale of the whole growing season in Gorgan, evapotranspiration in different conditions of planting date was on average 20% (1300 cubic meters) more than the main regions of Gilan and Mazandaran. In case of timely planting, the net irrigation requirement in very high evapotranspiration years was about 2000 cubic meters per hectare more than the normal years. In years with high evapotranspiration, late planting increased the net irrigation requirement by more than 210 mm compared to different planting dates in Gorgan. According to the obtained results, the largest difference between evapotranspiration values during normal and very high evapotranspiration years was in the late planting situation. Therefore, it seems that late planting causes a significant increase in water consumption in the high evapotranspiration years. Consequently, it is better to avoid rice cultivation when the rice growing season is anticipated to be warm. Conclusion: Evapotranspiration, as one of the main components of the hydrological cycle, had a significant role in proper irrigation planning and water resources management. The results underline the importance of estimating the rice evapotranspiration to avoid appreciable yield loss under extreme conditions.

21Effect Of Net Colours On Efficiency Of Monofilament Gillnets For Catching Some Fish Species In The Lake Volta At Kpong

A net is visible depending on the net colour and the tone variation with its background; it can also be affected by the time of day, and the seasonal changes in water clarity or colour. Fish can differentiate between colours, and also different coloured nets may show significant differences in catches. The main objective of the study was to identify the net colour with the most fish capture. The green net caught the highest number of fishes thus 36 fishes, which consisted of 14 species with a total weight of 3.536 kg, an average length of 22.47 cm. The white net caught the next highest number of fishes; thus 27 fishes, which consisted of nine (9) species with a total weight of 3.743 kg and an average length of 28.69 cm. Eight (8) species, 15 fishes were caught by the brown net which was the least number caught with a total weight of 1.617 kg and an average length of 24.2 cm. Fishers should be educated so they know the colour of net used has an effect on fish catch. Studies should be carried out on the hanging ratio and thickness of the monofilament gillnets to know if it would affect fish catch. Further studies should be carried out on this study for the whole year to check if there would be changes in results. Marcusenius abadii was the species caught most during this experiment, followed by Synodontis ocellifer, Sarotherodon galilaeus, Hemichromis fasciatus, Chrysichthys auratus, Oreochromis niloticus, Clarias gariepinus, Mormyrops anguilloides, Tilapia zillii, Heterotis niloticus, Marcusenius senegalensis, Gymnarchus niloticus, Parachanna obscura, Synodontis bastiani, Chromidotilapia guntheri, Synodontis schall, and Mormyrops breviceps.

22MHD Simulations Of The Magnetorotational Instability In A Shearing Box With Zero Net Flux. II. The Effect Of Transport Coefficients

We study the influence of the choice of transport coefficients (viscosity and resistivity) on MHD turbulence driven by the magnetorotational instability (MRI) in accretion disks. We follow the methodology described in paper I: we adopt an unstratified shearing box model and focus on the case where the net vertical magnetic flux threading the box vanishes. For the most part we use the finite difference code ZEUS, including explicit transport coefficients in the calculations. However, we also compare our results with those obtained using other algorithms (NIRVANA, the PENCIL code and a spectral code) to demonstrate both the convergence of our results and their independence of the numerical scheme. We find that small scale dissipation affects the saturated state of MHD turbulence. In agreement with recent similar numerical simulations done in the presence of a net vertical magnetic flux, we find that turbulent activity (measured by the rate of angular momentum transport) is an increasing function of the magnetic Prandtl number Pm for all values of the Reynolds number Re that we investigated. We also found that turbulence disappears when the Prandtl number falls below a critical value Pm_c that is apparently a decreasing function of Re. For the limited region of parameter space that can be probed with current computational resources, we always obtained Pm_c>1. We conclude that the magnitudes of the transport coefficients are important in determining the properties of MHD turbulence in numerical simulations in the shearing box with zero net flux, at least for Reynolds numbers and magnetic Prandtl numbers that are such that transport is not dominated by numerical effects and thus can be probed using current computational resources.

A wing-nacelle-propeller combination with the nacelle axis located successively parallel to and at 15 degrees to the perpendicular to the leading edge of a wing was tested with the combination at several angles of yaw. Tests of the wing alone at the same angles of yaw were also made. The data are presented in the usual graphic form. An increase in propulsive efficiency with increase in angle of the thrust axis was found. The change in net efficiency, found by charging the whole nacelle drag to the power unit, was negligible, however, within the range of the tests.

Abstract The African Palliative Care Association (APCA) jointly hosted its triennial palliative care conference for Africa with the Hospice and Palliative Care Association of South Africa (HPCA) on 17–20 September 2013 in Johannesburg, South Africa. At the heart of the conference stood a common commitment to see patient care improved across the continent. The theme for the conference, ‘The Net Effect: Spanning Diseases, Crossing Borders’, reflected this joint vision and the drive to remember the ‘net effect’ of our work in palliative care—that is, the ultimate impact of the care that we provide for our patients and their families across the disease and age spectrum and across the borders of African countries. The conference, held in Johannesburg, brought together 471 delegates from 34 countries. The key themes and messages from the conference are encapsulated in ten ‘C’s of commitment to political will and support at the highest levels of governance; engaging national, regional, and international bodies; collaboration; diversity; palliative care for children; planning for human resources and capacity building; palliative care integration at all levels; developing an evidence base for palliative care in Africa; using new technologies; and improved quality of care. Participants found the conference to be a forum that challenged their understanding of the topics presented, as well as enlightening in terms of applying best practice in their own context. Delegates found a renewed commitment and passion for palliative care and related health interventions for children and adults with life-limiting and life-threatening illnesses within the region. This conference highlighted many of the developments in palliative care in the region and served as a unique opportunity to bring people together and serve as a lynchpin for palliative care provision and development in Africa. The delegates were united in the fact that together we can ‘span diseases,’ ‘cross borders,’ and realise the ‘African Dream’ for palliative care.

An analysis is made of the formulae used by the Navy's Inventory Control Points in calculating the variance of Net Leadtime Demand of repairable items. A new formula is then derived, which makes use of actual calculations of covariance between regenerations and demands. The resulting variance values derived from the new formula are compared with the variance values resident on the Navy's Ships Parts Control Center data base and are shown to produce lower variances. The new formula is also compared to the option path formula to determine which formula produces the smallest variance. The comparison suggests an under-estimation of variance results when the option path with its estimate of the covariance is used. The thesis concludes with recommendations for implementation of the new formula.

8Tales of the Five Towns

This is a selection of short stories recounting, with gentle satire and tolerant good humour, the small town provincial life at the end of the nineteenth century, based around the six towns in the county of Staffordshire, England, known as the Potteries. Arnold Bennett chose to fictionalize these towns by changing their names and omitting one (Fenton) as he apparently felt that “Five Towns” was more euphonious than “Six Towns”. The real town names which are thinly disguised in the novel are: Hanley, Longton, Burslem and Tunstal, the fifth, Stoke, became “Knype”. <br /><br />Arnold Bennett (1867-1931) was born in Hanley, the eldest child of a pawnbroker who subsequently became a solicitor. Bennett’s father wished him to become a solicitor too, but he failed his university entrance examination and instead became a solicitor's clerk, at first in his father's office and, from 1889, in London. <br /><br />He showed early promise as a writer winning a writing competition in a local newspaper as a boy. In London he began to see his writing published in popular magazines and he joined the staff of ‘Woman’ magazine in 1893. <br /><br />His first novel to be published, <em>A Man from the North</em>, appeared in 1898 and its success allowed him to give up other work to concentrate on writing. Hilda is saved from destitution by Edwin Clayhanger who marries her. The two, with Hilda's son by her disastrous 'marriage' to George Cannon, are living in Bursley. Edwin does not enjoy an entirely happy marriage with Hilda because of her outspokenness. Hilda has strong opinions on matters which at the time were considered to be a male preserve – for example, on Edwin’s business. She also does things without telling him. As a consequence, Edwin has his doubts about their marriage and is angered by his wife just as he had been by his father. The book shows how Hilda and Edwin attempt to compromise, its title being a play on words: does it mean "these two" or "these separate"?
