The current U.S. policy for reconstruction in the Balkans is represented by the Balkan Stability Pact and is being touted as a second Marshall Plan. The United Nations (UN) Security Council Resolution that brought an end to the recent conflict recognizes the need for a coordinated international effort to support Kosovo's reconstruction and recovery. Economic growth and prosperity in Kosovo is clearly a prerequisite to its stability. It is also a precondition to stability in the broader region. This strategic framework also sets a political framework for peace and stability in the Balkan region through the European Union-proposed Stability Pact. If the U.S. Administration heeds lessons learned from history, it will take steps to launch a comprehensive economic reconstruction plan for the Balkans. The development of a present day Marshall Plan for the Balkans will lead to stability and prosperity for the region much as the Marshall Plan did for Western Europe.

At first blush, the idea that the United States, working with other nations, should initiate, guide, and finance economic development and introduce democratic regimes to the nations of the Middle Eastjust as it did in postWorld War II Germany and Japanis appealing. From a humanitarian viewpoint, one cannot help but be moved by the idealism of helping millions of people who are currently unemployed and poorincluding many children and young people, and others who live under oppressive regimesto gain the kind of life Americans cherish. From a realpolitik viewpoint, military means will not suffice when it comes to ending the terrorism that threatens the United States and its allies, or halting the insurgencies that destabilize the Middle East. General James Jones, who served as National Security Advisor to President Barack Obama, summarized the viewpoint held by many other military leaders. He stated that there are three things needed to attain peace: One is the security pillar, and youve got to have that. But accompanying that, you have to have an economic package that gives people who dont have any hope, hope for a better future. Thats the answer to the terrorist threat, really. . . . And the third one is governance and rule of law, and I include corruption and all of those other things.1 Secretary of Defense Robert Gates agreed. He held that economic development, institution-building and the rule of law, promoting internal reconciliation, good governance, providing basic services to the people, training and equipping indigenous military and police forces, strategic communications, and morethese, along with security, are essential ingredients for long-term success.2 Moreover, the defeated nations were treated differently after the World Wars. Following World War I, the nations that lost were given a raw deal, which is widely believed to be one reason that Fascism rose and in turn led to World War II.

"The Invisible Link" is a 1951 film directed by Victor Vicas. The film was produced in Europe as part of the overseas information program of the United States Government during the years of the Marshall Plan, 1948 to 1951. It was shown throughout Europe as a means of telling the story of United States participation in the European Recovery Program. The film highlights Austria’s post-World War II recovery through the construction of the Kaprun hydroelectric dam, part of a broader Marshall Plan initiative. Narrated by a cement crew foreman, it shows the physically demanding work of building the dam, which will be one of Austria’s largest sources of renewable energy. As part of a national push to harness the country's abundant water resources, the project is already supplying power and will eventually support 19 dams. This energy is critical for reviving Austria's heavy industries, reducing reliance on imports, creating jobs, and electrifying rural farms. Electricity enables modern tools like cable plows on steep terrain, making life easier for farmers and increasing productivity. While many areas still await power, the growing network of power lines brings hope. The film emphasizes how American support through the Marshall Plan is helping Austria build a self-sustaining and prosperous future. The Kaprun Dam, more accurately referring to the Kaprun high mountain reservoirs, is a pair of impressive hydroelectric reservoirs located in the Hohe Tauern mountains in Austria. These reservoirs, Mooserboden and Wasserfallboden, are situated at an altitude of around 2,040 meters (6,693 feet). Made in 1951, "The Story of Koula" is one of the Marshall Plan films. It tells the story of how the USA shipped mules to Greece, in an effort to halt the deterioration of the social order and economy, to prop up the democratic government and prevent the collapse of the nation into a Communist state. The film neatly exemplifies the capacity of Europe to ‘talk back’ to the USA within the framework of cultural aid programs. In the film, the big Dixie mule shipped from the US to Greece does not take readily to working the land in its new home... A small Greek boy hitches a local donkey to the American mule to show him the ropes. This is a witty metaphor for the limits to American power, even if Europe had cause to be grateful for the assistance given under the Marshall Plan. The story follows a young Greek boy named Kakas, who lives with his mother and grandfather in a small village recovering from the hardships of war. Kakas, an animal lover, dreams of owning a donkey and hopes his family will receive one of the mules being distributed through the American Marshall Plan. His grandfather is eventually selected to receive a mule, and Kakas accompanies him on a long journey to collect it. At the distribution site, Kakas becomes attached to a particular mule he names Koula, but another man draws its number. Moved by Kakas's disappointment and the mule’s spirited nature, the villagers agree to trade and give Koula to Kakas's grandfather. Though initially seen as too young to manage Koula, Kakas proves he has a special bond with animals and successfully handles the stubborn mule. When Koula struggles with plowing, Kakas cleverly pairs him with a smaller companion to boost his motivation. Lady Sarah Isabella Augusta Wilson was the aunt of Winston Spencer Churchill. In 1899 she became the first woman war correspondent when she was recruited to cover the Siege of Mafeking for the Daily Mail during the Boer War. She moved to Mafeking with her husband at the start of the war, where he was aide-de-camp to Colonel Robert Baden-Powell. Baden-Powell asked her to leave Mafeking for her own safety after the Boers threatened to storm the British garrison. This she duly did, and set off on a madcap adventure in the company of her maid, travelling through the South African countryside until she was finally captured by the enemy and returned to the town in exchange for a horse thief being held there. Dwindling food supplies became a constant theme in the stories she sent back to the Mail and the situation seemed hopeless when the garrison was hit by an outbreak of malarial typhoid. But perhaps the stars of the novel are the strong older women such as Wully’s mother, Isobel, whose love and matriarchal strength keeps the family together as well as Chirstie’s stepmother, Barbara, who finds ways to make her good-for-nothing husband keep his promises. Published between 1833 and 1841, the 90 Tracts were written by various members of "The Oxford Movement". They cover various aspects of Anglo-Catholic doctrine and other theological matters. The lead was taken by John Henry Newman (who made the largest contribution), but several other churchmen associated with Oxford University were also involved, among them John Keble, Hurrell Froude, and Edward Pusey. Among the newly written tracts were also re-prints of works from previous generations. The Tracts are of various lengths, ranging from a few pages to book-length works. The format and cheap prices, meant that the Tracts were widely disseminated. Volumes 1 and 2 also had new translations of the works of the early Fathers of the church appended to the end.<br><br> Volume 1 contains Tracts 1 to 46, along with 18 "Records of the Church". These last include all the extant epistles of St. Ignatius, alongside works by Justin Martyr, Irenæus, Clement of Alexandria, and Tertullian. That effort would ultimately give rise to extensive coastal fortifications, militia and artillery formations both voluntary and professional, sea mines, and a small but not inconsequential naval flotilla whose backbone would be the formidable ironclad H.M.V.S. Cerberus. Not that these efforts were confined to Victoria alone. The not-infrequently perilous straits of the Mother Country as it navigated the treacherous shoals of European politics and global empire provided ample reasons for insomnia. To varying degrees the other states too had constituted forces, and most made a start at acquiring ‘warships’—an assemblage tending more to the ‘dinky’ side than that term might otherwise suggest. But where naval matters were concerned New South Wales made something of a false start, while Queensland and South Australia simply started late. Whether this is because the issue didn’t resonate as much in the other colonies, or whether Victoria simply had larger resources to sink into an inherently (economically) unproductive project is not immediately obvious. Efforts _were_ made in all the colonies, however and joint defence and a federal fleet would be a not insignificant impetus towards Federation. The Australian colonies would largely abandon armaments acquisition with the depression of the 1890s, but the arrival of Theodore Roosevelt’s Great White Fleet in 1908 exercised popular imagination, and the recently federated Commonwealth of Australia set about acquiring a new navy. This new Royal Australian Navy, lead by the battle-cruiser HMAS Australia, steamed into Sydney Harbour for the first time in late 1913. This new institution would be tested far more strenuously than the naval forces of the unfederated colonies ever were.
