Things in the U.S. feel tense right now. Two years after a police officer killed George Floyd outside a Minneapolis corner store, videos of police violence still appear regularly - and protests follow. Maybe the closest parallel to what's happening today is the so-called \"long hot summer\" of 1967, when more than 150 cities across the country experienced civil unrest. That year, President Lyndon Johnson appointed a commission to diagnose the root causes of the problem and to suggest solutions. What the so-called \"Kerner Commission\" concluded - shocking to many Americans - was that the fires in America's cities could be traced back to inequality, white racism, and police brutality. This week, the Kerner Commission's report and its consequences, nearly six decades later.

During the pandemic, many American cities have faced a sharp increase in violent crime among youth. Based on prior research evidence, cities have sought to expand their Summer Youth Employment Programs (SYEP) as one approach to curb youth violence while providing meaningful employment experiences that can increase the likelihood of post-secondary enrollment and completion. For example, one prior RCT study found that the Boston SYEP reduced violent crime by 35 percent during the 17 months after participating in the program (Modestino 2019). Similar SYEP program impacts on crime using an RCT design have also been found in Chicago (Heller 2014) and New York (Gelber, Isen, and Kessler 2014). In addition, more recent research evidence shows that the Boston SYEP also improves on-time high school graduation (Modestino, forthcoming 2022) and post-secondary enrollment (Modestino and Paul, forthcoming 2022). Yet, prior studies have primarily focused on whether summer jobs programs improve outcomes over a relatively short follow-up period of 1-2 years rather than the longer-term (e.g. 5 or more years). Although the initial short-term reduction in violent crime is likely welcome by localities, it may be the case that these impacts are short-lived—especially without further positive experiences to sustain any behavioral changes. Indeed, violent offending typically increases through age 25 years, or even later for youth of color living in low-income neighborhoods (Monahan, Steinberg, and Piquero 2015). Similarly, it might be the case that youth in the control group eventually graduate from high school and subsequently experience rates of post-secondary enrollment that are equivalent to the treatment group. This project will evaluate the long-term impacts of the Boston Summer Youth Employment Program (SYEP) on both violent crime and post-secondary enrollment using an embedded randomized control (e.g., lottery) design. Using data from the Boston SYEP for the summer of 2015, we will measure criminal justice outcomes through 2021 (up to six years post). A secondary goal of this research is to understand the mechanisms behind the program’s impacts. For example, SYEPs may make crime less attractive by raising career and academic aspirations through access to skill development, career mentoring, and employer networks so that youth stay out of trouble, based on the belief that “nothing stops a bullet like a job” (Cook and Ludwig, 2011). Using more granular administrative data on both crime and school interactions we will test these alternative mechanisms by which SYEPs may affect youth behavior in the long-run.

What have the probability for fine weather in summer and the possibility for a future use of nuclear fusion as a practically unlimited and clean energy source got in common? The answer is in the particular nature underlying both physical systems: both the atmosphere and hot magnetized fusion plasmas are determined by similar processes of structure formation in quasi-two-dimensional periodic nonlinear dynamical systems. Self-organization of waves and vortices on small scales in both cases leads to large-scale flows, which are, depending on conditions, either stable for a long time - or can break apart intermittently and expel large vortex structures. In the case of earth's atmosphere, a potential stabilization of the polar jet stream over northern Europe by warming in early summer leads to a high probability for stable hot midsummer weather in central Europe. The efficient utilization of nuclear fusion in a power plant also depends if a stabilization of such zonal flows ("H mode") may be sustained by heating of the plasma. However, instabilities may ruin by rain European summer holidays ("icelandic lows"), as well as lead to tempestuous eruptions ("ELMs") of energy and particles from the edge of a fusion plasma onto the walls of the reactor. In the latter case, this could cause strong erosion of the wall materials and thus an unefficient operation of a future fusion power plant. Plasma physicists are - similar to meteorologists - therefore interested in accurate predictions of these strongly nonlinear dynamical processes.
